ThisactmaybecitedastheCorporateEnergyActof2015.

SECTION2.FINDINGS

Congressherebyfindsanddeclaresthat,
1)Only9.8%ofallenergyconsumedintheUSin2014wasfromrenewableresources.
2)Fuelsmadefromcoal,naturalgasandoilareresponsibleforemittingtonsofgreenhousegaseachyearandthe
useofcarbonbasedfuelsisexpectedtogrowincomingdecades.
3)The20warmestyearshaveoccurredsince1981.
4)Factoryemissionscontributegreatlytothereleaseofcarbondioxideintotheatmosphere,anditisestimatedthat
industryandelectricalgeneratingfactoriescontributeslightlymorethan50%ofgreenhousegases.
5)

Factories,particularlythroughtheuseoflargeindustrialairconditioners,alsocanreleasedestructivegases,
contributingtothedepletionofozoneintheupperatmospherewhereitisneeded.
6)

NationalGeographicreportsthat70%ofallindustrialpollutionisdumpeddirectlyintothewatertable,polluting
drinkingwater.
7)

Inthepast,visitorstoBigBendNationalParkinTexascouldsee180milesacrossthevastlandscapebutnow,
coalburningpowerplantsinTexasandtheneighboringstateofChihuahua,Mexicohavespewedsomuchpollution
intotheairthatvisitorstoBigBendcansometimesseeonly30miles.
8)TheUnitedNationsestimatesthat4,000childrendieeverydayfromdrinkingdirtywater.
9)Theproductionanduseofrenewablefuelshasgrownmorequicklyinrecentyearsasaresultofhigherpricesfor
oilandnaturalgas,andanumberofstateandfederalgovernmentincentives,includingtheEnergyPolicyActsof

thenumberhasdecreasedtofewerthan30.

SECTION3.STATUTORYLANGUAGE
A)Corporationsthatmakeover15milliondollarsinrevenueeachyearshallrun15%oftheirfactorieswith
noncarbonbasedenergy.Noneofthesecorporationshallsupply100%oftheirenergyfromCarbonbasedfuel.
Carbonbasedfuelasdefinedbyscientistsaroundtheworldis
anyfuelwhose
energy
derivesprincipallyfromthe
oxidationorburningof
carbon.FactorieswillbeinspectedtwiceayearbyofficialsfromtheDepartmentofEnergy
toensureproperenergyuse.
B)TheU.S.DepartmentofEnergywillberesponsibleforfacilitatingtheinspectionsofthefactories.Ifany
corporationviolatesthisactanduseslessthan15%noncarbonbasedenergy,itwillresultinafinerangingfrom
threetofivemilliondollars.MoneycollectedfromfinesshallgotowardfundingtheDepartmentofEnergy.
C)TheCorporateEnergyActof2015shallbeenactedonJanuary1,2020.Thisistoensureallcorporationshave
sufficienttimetomodifytheirenergysources.Thereisnoexpirationdatetothisbill.
