A BILL
To increase U.S aid to the Palestinian Authority and to defund military aid to Israel as long as it continues to violate
U.N resolution two hundred forty two and three hundred thirty eight.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Foreign Policy on Israel/Palestine Act of two thousand and fifteen.
SECTION 2. FINDINGS
Congress hereby finds and declares that
1.) The U.S funds Israel about ten million two hundred thousand dollars per day in military aid, and three billion
seven hundred thousand dollars per year.
2.) The U.S funds Palestine zero dollars in military aid to Palestinian Authority
3.) There are about four million Palestinians and their descendants who were expelled or fled from Israel following its
creation. Palestinian refugees were chased out or expelled by the actions of Zionist terrorist organizations the
Haganah, Lehi, and Irgun.
4.) The United states is Israels largest single trading partner.
5.) The United States is committed to realizing the vision of a two state solution to the Israeli-Palestinian conflict; an
independent, viable and contiguous Palestinian state as a homeland of the Palestinian people, alongside the Jewish
State of Israel.
6.) Recognizes the right of Israel to exist in peace and security; Accepts UN Security Council Resolutions two
hundred forty two and three hundred thirty eight; Commits itself to a peaceful resolution of the conflict.
7.) Most Arabs, Middle Easterners, and Muslims, as well as increasing number of others in the rest of the world, have
come to regard the consistently negative attitude of the United State
government towards the Palestinians as an important standard by which the United States should be judged as a great
power.
8.) Israel is, militarily, the most powerful country in the Middle East, by far. Removing our support for the Israeli
government will not put Israelis in danger. It will pressure them to stop doing what endangers Israelis, which is
committing aggressive attacks against Israelis neighbors.
9.) In two thousand seven, the Bush administration and the Israeli government agreed to a ten year, thirty billion
dollar military aid package.
10.) For the seven years from June two thousand seven to June two thousand fourteen, U.S aid to the Palestinians
occurred within the context of a geographical and factional split between West Bank/Fatah and Gaza Strip/Hamas.
SECTION 3. STATUTORY LANGUAGE
A.) An increase of U.S aid to the Palestinian Authority
B.) Also requires to defund military aid to Israel as long as they continue to violate U.N Resolution two forty two and
three thirty eight.
C.) This law shall be enforced and in charge of the foreign fundings by the Foreign Assistance Act
D.) Foreign Military Financing (FMF) provides grants and loans to help countries purchase weapons and defense
equipment produced in the U.S
E.) This bill will be enacted in January two thousand sixteen and be re-evaluated in twenty twenty to determine if the
funding will continue.
