XCC Special Session Minutes, 11-07-09, Page 19 Councilman Louderback noted the City of Xenia is number 14 out of 28 communities on water rates. The chart shows the sewer rate increase of $0.26 for a projected 2010 rate of $3.93. He thought the increase would be $0.52. Mr. Percival said the minimum increase would be on 200 cubic feet; so $0.26 x 2 or $0.52. 2020 Vision Plan Status, Mr. Percival said stitveys are being conducted, They have 3F Coaching engaged to do the two focus group studies and discussions. They do not have additional information to provide until those two processes are completed. The entire product will be done shortly after the first of the year, at which time they will tell Council what heard and how the community wants us to proceed. Mr. Bazelak hopes the completed in a few weeks. It will then take the company another week or two results. They will try to schedule something in December to discuss the results of the Citizen Survey with Council. : | Councilwoman Felton shared with Ms. Bayless and Mr. Smith that the budget will not be done by the end of the year. City Charter says it must be done by March. Staff will bring a [temporary] appropriation ordinance forward at the end of December to have money to operate the City. Departmental Overview. Councilman Louderback thanked staff for making the budget easier to read. Councilwoman Felton thought it was harder to find the line items on particular things. Councilman Caupp thought the budget sheets were easier to read. Councilwoman Felton said then Councilman Caupp is not looking at the detail sheets, because she cannot find detail sheets. Mr. Percival said there are details in the budget. Councilwoman Felton said 53290 [contractual services] is everywhere, 101-1001—General Government. Mr. Percival referenced Page 4 of the budget worksheets. Fund 101 ~General Government, Dept. 1001 ‘Object Code | Detail/Amount 53290 Contractual services ~ Other - @ $57,610 to include Animal Control @ $49,610 and Indigent Burials (10 X $800) = $8,000 Councilwoman Felton said there are other contractual services that have no details. Councilman Caupp agreed. Mr. Percival said he and Ms, Fackler are meeting with Dr. Brown next week to see if there is a way to tighten up the Animal Control contract, He was not sure, but he thought there was a fee they are not charging and applying back to our bill and they need to take control
