Councilwoman Felton said if recreation is part of the equation, she will vote no, because they
don’t know what they are doing with recreation yet. If they even mention recreation, they need
to be very generic. Even if they have $144,000 ... that is not a recreation program, that is just
for the Director, fringe benefits, and a little extra money.
Councilwoman Felton said she also does not like the first item on the list, which is to restore

to determine which po: ms to restore—it could be dealt on a case-by-case basis.
Councilwoman Felton said this income tax increase does not guarantee anything except that
current services and staffing levels in police and fire will be maintained and there would be
money for street improvements. Mr. Bazelak said they are trying to address a number of issues,
which includes Parks and Recreation, position restoration, streets, and other things mentioned in
the Citizen Survey. A work session will need to be held to discuss those issues.
Mayor Bayless said they need to show citizens why the money is needed. They also need to
show that there has been good fiscal management—that is not the issue. Mr. Bazelak agreed—it
is not an expenditure problem, it is a revenue problem. It will be a tough sell given the current
economic conditions and with the schools recently passing their levy. But as it was stated
earlier, the City has only received a .25% increase in 30 years, which was voted on in 1991.
A brief conversation ensued regarding the need for upcoming Couneil work sessions to discuss
the levy and to continue with the 2010 budget review. They decided to meet prior to the regular
session on January 28" at 5:30 p.m. and again on Saturday, January 30", at 9 a.m.
ADJOURNMENT: Motion by Councilwoman Felton, seconded by Councilman Louderback,
to adjourn the Special Session at 5:26 p.m. No discussion followed. The Roll on this was the
