Mr, Percival said the next question was how do we enhance the city’s image, promote, market,
and communicate. Councilman Louderback said he thought using Facebook and Twitter was a
‘great idea. Mr. Percival said staff has built a City of Xenia Facebook page, but they are waiting
on the go-ahead from the Law Department to do so.
Levy Planning:
+ Enabling legislation in process
Internal levy education committee established
Levy education materials in progress
Informational meeting with bargaining units held
Need to solicit members for campaign committee
Need campaign fund contributions
Need to develop campaign structure and strategies,
Mr. Percival asked Council to think about people they can identify who would be good to serve
on an external levy committee to help promote the levy. If so, please call Michelle Johnson,
Mr. Bazelak, or him so they can form a committee. City funds can be spent for educational
materials, which will be done, but external contributions are needed for things like direct mail
campaign literature, signage, etc., that promote passage of the levy.
Vision Plan:
Focus Group: Follow-up meeting being scheduled
‘Community Outreach: Public relations strategies pending,
Economic Development Strategy: staff committee set to meet, finalize product for Council
Community Recreation Initiative: compiling list of stakeholders for a facilitated meeting to
explore options
Fire Service Options: presentations on service options to be scheduled
Design Guidelines: recommended guidelines to Council in February or March
Downtown Revitalization: presentation on strategy and program elements Feb. 11
Comprehensive Plan Update: initiation still pending
Mr. Percival said the economic development strategy will be discussed in a work session. A list
of stakeholders to discuss a community recreation initiative was compiled three weeks ago. Can
the City of Xenia provide all the recreation people want - absolutely not. However, they could
work in partnership with others to make sure we are meeting the needs of the community. He
asked if the Design Guidelines went to the XPZC. Councilman Caupp said the Design
Guidelines are on the XPZC agenda for February. Mr. Percival thought each person present
would probably say that downtown revitalization means something different, but itis critical that,
we do something and start to make some progress. The Comprehensive Plan was updated a long
time ago, and although not #1 on the list, it is something that they need to take a hard look at
Marketing and Promotion Strategy: Mr. Percival said internally they looked at different options
for the best way to begin the process and move it forward. One of the things they identified was
they need external help to be successful with the marketing and promotion of the city, not just for
the levy campaign, but in general, marketing, promotion, image, etc. They contacted Joel Gagne
of Avakian Consulting and had an initial meeting with him to discuss the City’s needs. Mr. Gagne
walked them through several different things, such as the social media, etc., and all the things he
