XCC Special Session Meeting Minutes, 01-28-10, Page 12 have always been told they cannot endorse passage of a City levy. Councilman Louderback said he heard that, Mr. Percival said the issue is they do not want to give anyone externally the opportunity to say the city did something wrong. Councilman Louderback said citizens will know if Council supports the levy. President Felton said she can talk about the levy, but she cannot go around knocking on doors, which is where they get into trouble. Mr. Percival noted an Executive Session was scheduled for Saturday, but since they have time, they could go into Executive Session now. Motion by Vice President Mills, seconded by Councilman Caupp, to go into Executive Session at 6:37 p.m. to discuss personnel matters. No discussion followed. The Roll on this was the following: Ayes: Mills, Caupp, Louderback, Miller, Smith, Bayless and Felton ‘Nays: None motion carried.
