Edited by Sam J. Tangredi. All naval professionals

without exceptionencounter, directly participate,
or play a supporting role in naval cooperation. This
volume is intended to provide a basic familiarization
to all aspects of the subject.

Edited by Thomas J. Cutler. The Naval Institute has

devoted countless pages of its publications to the
subject of naval leadership, providing start-up guidance to neophytes, giving voice to the accumulated
wisdom and experience of those who have led, and
serving as a forum in search of answers to the many
questions that have always been a part of this vital
but sometimes elusive practice.

Edited by Thomas J. Cutler. Command is the pinnacle of leadership in a military organization. Navy
regulations define both the authority and the responsibility of command as absolute.

Edited by Thomas J. Cutler. For more than a century,

both the nature and the character of this essential
discipline have been explored in depth by contributors to the Naval Institutes magazines, books, and
oral histories.

Edited by John E. Jackson. This entry into the Wheel

Book series considers the nature of technological
innovation in the U.S. Navy, and it discusses the
manner in which the Navy is currently adopting new
technologies like robotic and autonomous systems,
CYBER, and LASERS.

Edited by Capt. Wayne P. Hughes Jr., USN (Ret.)

This collection sheds a bright light on this sometimes dark and mysterious but unquestionably essential realm, illuminating the principles and concepts
of tactics that serve the warrior at the most critical
moments.

WHATS IN A NAME? A SALUTE TO THE BIG E

In the summer of 1944, as Ens. Jack Crawford Taylor launched his
Grumman F6F Hellcat fighter from the deck of the USS Enterprise
(CV-6), he never imagined that he would also go on to launch one of
Americas most successful companies. But today the company he founded,
Enterprise Holdings, continues to grow and prosper under the proud
name of the great ship in which he served. In addition to its flagship
Enterprise Rent-A-Car brand, Enterprise Holdings operates the National
Car Rental and Alamo Rent A Car brands and ranks as the worlds largest
car rental company.
Taylor named his company Enterprise as a tribute to his Navy service and
a heartfelt salute to one of the most decorated warships in Americas history. Over the years, Taylor has often reflected on how well his Navy service prepared him for his business success, noting in his straightforward,
unassuming way that after landing a Hellcat on the pitching deck of a
carrier, or watching enemy tracer bullets stream past my canopy, somehow
the risk of starting up my own company didnt seem all that big a deal.
To this day, Jack Taylor, his family, and his company continue to honor
the military heritage that he established as a member of Taylor's fighter
squadron, the Fabled 15. Enterprise has earned a strong reputation for
supporting our nation's service members and their families, whether by providing superior service to military agencies, volunteering employees time,
or enlisting military veterans and reservists to join the companys ranks.

Essay Contests...for those who dare

lmost from the earliest days of the Naval Institute, its essay contests have been critical to its mission to advance
the naval profession. The idea of having such an event
was first proposed by Lt. Cdr. Allan D. Brown, USN, at the
9 May 1878 meeting of the Naval Institute. On 13 June 1878, the
Naval Institutes directors adopted the rules for the essay contest.

This action created the Naval Institutes Prize Essay Contest. In

1948, the name changed to the General Prize Essay Contest.
Over the years, the Naval Institute has sponsored some twenty-five
distinct essay contests. Currently, the Naval Institute sponsors nine
essay contests a year.
The bottom line in all these essay contests is the Naval Institute
remains committed to those authors who dare to write to advance the

WHAT'S THE SCUTTLEBUTT?

While serving on the China Station in 1902, Lt. William Sowden Sims (1858
1936), incensed by what he recognized as deficiencies in gunnery and targeting,
wrote his concerns directly to President Theodore Roosevelt. Rather than
becoming enraged by what Sims himself called, the rankest kind of insubordination, Roosevelt instead influenced Sims appointment to Inspector of Target
Practice. By the end of his revolutionary tenure as Inspector, Sims turned the
Navys gunnery into the best in the world. His innovative leadership could be
found published in pieces featured in Proceedings, and the lessons he embodied
can be read in Benjamin F. Armstrongs 21st Century Sims, available in print
and eBook from the Naval Institute Press.

WHAT'S THE SCUTTLEBUTT?

You cant do that, said Secretary of the Navy Charles S. Thomas
when Adm. Arleigh Burke, barely a week into his appointment
as Chief of Naval Operations, asked to see President Dwight D.
Eisenhower over a matter of great importance. He felt the Navy
had to join the Selective Service. As Burke traveled up the chain of
command, Secretary of Defense Charles Wilson also told him no,
but the decorated veteran of World War II and Korean Conflict
would not take no for an answer. When Admiral Burke did see the
President later that day, Eisenhower agreed with Burkes plan, but
only on the condition that he would not ever again embarrass [his]
commander-in-chief like this!

worthy of a great man, this definitive

of the Pacific Fleet in World War II,

considered the best book ever written

Arleigh Burke was never afraid of rankling his leaders to get the
job done, as his famous quote to another officer illustrated above
indicates. E. B. Potters biography, Admiral Arleigh Burke, available
from the Naval Institute Press, paints an engrossing portrait of the
man who helped lead the Navy through the depths of the Cold War.

The focal point of the U.S. Naval Academy Museums Victory in the Pacific exhibit is the historic frame of Fleet Adm. Chester W. Nimitz seated
at the actual surrender table and cloth used on board the USS Missouri
(BB-63) in Tokyo Bay on 2 September 1945. This photo is the opening
illustration in an August 2015 Proceedings article by A. Denis Clift on the
preparations for the surrender. This article draws on the Naval Institutes
first-person oral history reminiscences of Adm. Stuart S. Murray, who as
captain, was the Missouris commanding officer at the time.

weapons, and tools with which these men and women sought solutions.
[An officers] . . . duty is to subscribe a little brain work, or in other words write
an article, make a translation, or send descriptions of anything novel and useful in
a professional way that he may come across [] Many of us say that we cannot
write, because we cannot imitate the great authors. Fine writing is not what is
wanted. A clear, concise statement of well-assured facts is what makes up an
interesting article or lecture.
Lt.T.B.M.Mason, USN

In autumn 1873, having faced a violent and destructive Civil War that
had torn the nation in two, the United States of America were once
again unified. Eight years after the cessation of official hostilities, and
on the brink of a financial panic that would preoccupy the country for
years, the public could not think about war and its material.
[The naval officer] should be led to a philosophic study of naval history, that he
may be enabled to examine the great naval battles of the world with the cold eye
of professional criticism, and to recognize where the
principles of science have illustrated or where a disregard
for the accepted rules of the art of war had led to defeat
and disaster. Such studies might well occupy the very
best thoughts of the naval officer, for they belong to the
very highest branch of his profession.
Capt. Stephen B. Luce, USN
During that same autumn, Lt. Charles Belknap issued invitations among those
stationed at the Naval Academy to a meeting of a new professional society.
Here members could find a voice, a vehicle for professional expression,
and issues pertinent to the present and future of the naval services could be
discussed at length.

That society would become the U.S. Naval Institute, with its home port the Naval
Academy Yard. In 1939, through generous funding by the Naval Institute, Preble
Hall was built for the U.S. Naval Academy Museum. The organizations would share
this location until 1999, when the Naval Institute moved to Beach Hall. Together
in common cause they continue to showcase the history of the Sea Services and
push forth one of the key tenets found in The Art of War attributed to Sun Tzu.

It is more important to outthink your enemy than to outfight him.

WHAT'S THE SCUTTLEBUTT?

It was eminently fitting, Adm. Willard H.
Brownson wrote in 1933, that Admiral
Luce should have been one of the first officers to respond to the request of the [Institute] for papers on any subject pertaining
to the Navy: Luce, the sailor, the educator, the naval officer par excellence,
whose influence and work for the service and Institute has never failed. That
the larger-than-life figure of Stephen B.
Luce, founder of the Naval War College and the intellectual leader of the
New Steel Navy, elected to publish
in the very first issue of Proceedings
and in many issues thereafterwas a
watershed moment, a tacit statement of
support that he too shared the ideals and
mission of the U.S. Naval Institute.
The porcelain figurine of then-Midshipman Luce shown here is thought to
have been created by Anne St.
Clair Wright, founder of Historic Annapolis. It portrays a
young Luce wearing the simple
Midshipman Undress uniform
of his youth in the 1840s.

ABOUT THE SERIES

The U.S. Naval Institute Chronicles series

focuses on the relevance of history by exploring topics like significant battles, personalities, and service components. Tapping
into the U.S. Naval Institute's robust archives,
these carefully selected volumes help readers
understand nuanced subjects by providing
unique perspectives and some of the best
contributions that have helped shape naval
thinking over the many decades since the
Institutes founding in 1873.

This edition of Naval Institute Chronicles tells a

significant portion of the evolutionary and revolutionary transition from the days of yeomanettes
to todays Navywhere women command ships
and wear admirals stars.

The U.S. Naval Institute has been on the grounds

of the U.S. Naval Academy since its inception
in 1873. Over the decades many articles have
been written discussing the unique character and
history of this venerated institution while also
challenging it to stay on course. This edition of
Chronicles presents a number of selections from
that large catalog.

Serving as a companion to the history of women

in the Navy, this volume presents the challenges
that have accompanied the long road to gender
integration. In these pages readers will find edification, clarification, and much food for thought
about one of the most significant national defense
issues of modern times.

Since it began in 1845, the U.S. Naval Academy

has faced many challenges as it continually strives
to find the right figurative balance between
Athens and Sparta. This edition of Chronicles
recalls many of those challenges as they appeared
in Naval Institute publications for most of the
Academys existence.

Since its founding one hundred years ago, Navy

Reserve sailors have served in every conflict from
World War I to the present. The exploits of the
U.S. Navy Reserve have many times been chronicled in the pages of Proceedings and Naval History. This edition of Chronicles culls articles and
excerpts from that vast library.

WHAT'S THE SCUTTLEBUTT?

The building tension in the harbor at Santiago, Cuba, broke suddenly on 3 July 1898, when the Spanish battle fleet sailed into view
of the gathered American forces. As cruisers in both armadas and
Spanish shore batteries opened fire, Lt. Cdr. Richard Wainwright of
the gunboat Gloucester received the signal gunboats will advance
from the flagship Indiana. Disregarding fire from friend and foe
alike, Wainwright bore the Gloucester full-steam on several Spanish
destroyers. With the utmost skill of her crew the Gloucester attacked
both the Pluton and the Furor, capturing forty-three Spanish prisoners and sinking both vessels without suffering a single casualty
among her crew.
Wainwright returned a national hero. On 24 January 1900, he was
honored in his hometown of Washington, D.C., with the presentation of a handsome sword produced by Tiffany & Co. for the
occasion. On the stage of the Columbia Theater, before a throng
of thousands of spectators, including Admiral of the Navy George
Dewey, President William McKinley, and his cabinet, Wainwright
accepted the sword.

WHAT'S THE SCUTTLEBUTT?

Elegant, delicately-cut crystal glasses may seem wholly out of place
on the combat vessels of today, but from the early 1890s through
World War I such sophisticated drinkware was standard issue on
U.S. Naval vessels. Used in
officers wardrooms and captains cabins and admirals
quarters, glasses like this were
made to impress and to provide
a genteel experience aboard ship
when entertaining political, naval,
and foreign dignitaries.

Oral History
The Naval Institute Oral History Program, which was founded in 1969,
has created an unrivaled body of comprehensive personal narratives from
military professionals who have held the highest positions of leadership
in the U.S. Navy and U.S. Coast Guard, participated in crucial military
events, and contributed significantly to the history and heritage of the
United States through their leadership and expertise. Their recollections
have been painstakingly recorded, transcribed, annotated, indexed, and
published. They are intended for use by historians, students, veterans,
documentary filmmakers and any individual or institution interested in
obtaining a greater appreciation of U.S. naval history, issues in national and
international security and the conduct of military affairs. More than 270
oral histories have been completed, with dozens more planned or underway. The following flag officers are currently participating in the program:
Adm. Stanley R. Arthur, USN (Ret.)
Adm. Vernon E. Clark, USN (Ret.)
Adm. Michael G. Mullen, USN (Ret.)
Adm. Joseph W. Prueher, USN (Ret.)
Adm. James G. Stavridis, USN (Ret.)
Adm. William O. Studeman, USN (Ret.)
Adm. Carlisle A. H. Trost, USN (Ret.)
The Oral History Program is supported entirely by the generosity
of donors.

Making Historical Content Available

Thanks to the generosity of
donors, the Institute has digitized and preserved 141 years
of Proceedings magazine,
180,000 of its most important
images in the photo archives,
the oral history audio tapes of
greats such as Jimmy Doolittle
and Arleigh Burke, and more
than thirty years of Naval
History magazine. As additional funds are raisedand through a massive taxonomy, metadata,
and digital asset management projectall articles, images, and audio
bytes will be properly organized, protected, and stored. They will be
easily discoverable, searchable, accessible, and usable so they may be
leveraged to their fullest potential by Institute staff and members alike.
Additionally, they will become invaluable primary source material for
historians, Naval Academy and NROTC midshipmen, and Coast Guard
Academy cadets.

The Next Generation of Military Historians

The U.S. Naval Institute ensures that our citizenry understands military
history and appreciates the contribution of those who serve and have
served. In the coming years, the Institute is committed to capturing more
primary-source military history than ever before, creating and nurturing a
new generation of military historians, and bringing military history alive
for new generations of young Americans. Contributions to the Naval
Institute Press Fund will enable modest author advances, provide price
subventions, underwrite indexing costs, and offer author prizes and awards.
Such support will encourage scholars at all levels of career development to
undertake the serious study of military history and biography.
