Identifying a Standard,

Recovery-Based Outcomes
Measure for TAY

Todd Gilmer, PhD

Malamud Room, IOA

Recommendation #1: Implement a Standard,

Recovery-Based Outcomes Measure for TAY
The outcomes measure should include
developmentally appropriate indicators that are
relevant to multiple TAY populations
Use of a standard measure statewide would
provide benchmark data and would support
comparisons across programs
The measure would have clinical usefulness and
could be incorporated into treatment planning

The state has not given us [something that

says] all TAY programs should be measuring
this for prevention and early intervention,
and I cant compare to other TAY programs.
Not having that comparative piece is
incredibly frustrating because every county is
operating on a silo based on what they
developed their program for, and what the
stakeholders want to know in that particular
county... It would just be nice to be able to
see similar programs in other counties and
how we stack up against them, but thats not
available.

Potential Outcome Measure Domains

Identified by Survey and Interviews

Mental health recovery

Use of mental health services
Education/employment
Criminal justice involvement
Housing
Social functioning
TAY goal achievement

Steps in Identifying an Outcomes

Measure for TAY
Identify and evaluate existing outcomes
measures relevant for TAY
Adopt, adapt, or create an outcome
measure for TAY
Include diverse stakeholders: Counties,
TAY providers, TAY, other TAY stakeholders

Evaluating Outcomes Measures

Identify essential and important domains
Evaluate potential measures on their
ability to capture these domains
Additional considerations include:
Length of a measure and respondent burden
Clinical usefulness
Cultural appropriateness
Appropriateness for youth
Relevance to multiple TAY groups

Starting the Conversation

Compare two potential measures, and
discuss strengths and weaknesses
Identify important domains & other factors

Illness Management and Recovery Scale

(IMR)
3 domains, 15 items, general measure

Adult Needs and Strengths Assessment for

Transition Age Youth (ANSA-T)
8 domains, 58 items, TAY specific measure

Group Discussion
Comparing measures, comment on:
What important domains are covered, what
are missing?
What do you think about:?

Length of a measure and respondent burden

Clinical usefulness
Cultural appropriateness
Appropriateness for youth
Relevance to multiple TAY groups

What other measures should we consider?

Next Steps
Continue this process via web surveys
Send out an announcement, and those
who register to participate will:
Receive a compendium of outcome measures
Rate outcome measures on the extent to
which they cover important domains
Rate outcome measures on other factors
Provide overall comments on suitability of the
outcome measures
