rosarto, 28 AGO 1997 VISTO el expediente n? 64.694, relacionado con el Acuerdo de Cooperacién Cientifica, suscripto entre la Universidad de Damasco de la Repiblica Siria de Arabia, y la Universidad Nacional de Rosario, el dfa 29 de mayo de 1997, y CONSIDERANDO: Que este Convenio tiene como finalidad desarrollar programas de trabajo conjunto, intercambio y cooperacién en el campo de la ensettenza, entrenamiento de alumos e investigacién. Atento e] Informe C.Pr. n® 478/96/993 de Direccién General de Contabilidad y Presupuesto y el Dictamen n® 7221 de Asesorfa Juridica. Il TIPOS DE COOPERACION: La cooperacion entre ambas univer- sidades incluira lo siguiente: 1. Intercambio de informacion v publicaciones, incluvendo sus materiales de biblioteca respectivos. %. Intercambio de docentes v de investigaciones con ei objeto de complementar cursos ofrecidos en las dos institu- ciones. 3. Seminarios. coloquios. simposice 4. Hetudios de investiaacion conjuntos. 5 Intercambio de experiencias en la redaccion de materias v programas. 6. Acceso a equipos v materiales. 7. Visitas a largo v corto plazo de docentes v de las personas responsables de ia administracion cientifica. %. Intercambio de graduados v de no - araduados. 9. Otras actividades en cooperacion acordadas entre ias partes. IIT AREAS DE COOPERACION: La cooperacion tendra lugar entre aquelias reas que sean comunes a ambas universidades. Los programas v el personal ofrecide para las actividades referidas han de ser aceptados por ambas partes con rigurosidad: dénde v cuando sea perti- nente.esta coopsracién incluird diterentes programas v actividades para ser adecuadamente establecidos dentro de los correspondientes Programas Kiecutivos posteriores. IV PROGRAMAS - PROYECIOS ESPKCIFICOS Las dos partes acordaran delinear Programas Kjecutivos 0 provectos de investigacion que incluiran la siguiente intor- macion: 1. En lo que respecta a programas de estudios comparados o de movilidad estudiantii dentro del marco de jos programas de intercambio Internacional. se estabiecerd un sistema acadé— mico de reconocimiento v validez ademas de la aprobacion de ias correspondientes autoridades académicas de ambas univer— sidades. Las patentes que se saquen seran sometidas a las normas v jeves sobre patentes entre cada descubridor 0 inventor v su anstitucion. Gos acuerdos sobre los usos de las vatentes debderan tener la aprobacion de todos Jos co-inventores v/o descubridores. RAUL ARINO =; convinced ‘of their mutual interest in establishing and promoting rela- tions of international cooperation between both institutions, establish the following General Bases for the Agreement, based on the Executive Programme of the Cultural Agreement between the Syrian Arab Republic and the Republic of Argentina signed in Damascus on the 23ed of Oct. 1994, and on Article No.6. of the aforementioned Agreement stating the necessity of holding direct ( twin ) Agreements between Syrian and Argentinian Universities. OBJECTIVES : This Agreement is made to develop programmes of joint studies, interchange and cooperation in the field of teaching, training of students and research, according to the terms mentioned below. 11. KINDS OF COOPERATION will include the following The cooperation between both universities 1+ Exchange of information and publications, including their respec- tive library materials. 2 Interchange of teaching staff and research papers with the aim of complementing courses offered in the two institutions. 3 Seminars, Colloquia, Symposia. 4- Joint research studies. 5- Exchange of experience in the drawing up of syllabi and curricula. 6- Aecess..to equipment and materials. 7 Persons responsible for the scientific administration. Short-term and medium-term visits for the teaching staff and the 8 Interchange’ of graduates and non-graduates. 9- Other cooperation activities agreed between the parties. I11. AREAS OF COOPERATION: The cooperation will take place between those areas common to both Universities. PROGRAMMES - SPECIFIC PROJECTS The two parties will agree on laying down Excutive Programmes or research projects which will include the following information: 1 The origin, nature and description of the program or project. 2. The names of the participants and individuals responsible in each Institution. * ‘ 3+ The lenght of the program or project. 4- The funds to cover the project expenses and their distribution. 5- The provisions for accommodation and the possibilities of visiting professors and/or students to take part in university activities,ete. The aforementioned later Excutive Programmes or research projects should have the approval of the authorities of each University. V._BINANCING: No financial commitment is undertaken by the Institutions signing this Agreement. The financing details will be indicated separately and specifically for each program or project. The two Universities shall attempt to find suitable sources to finance the cooperation terms either out of their own respective budgets or through the funds existing within the framework of International Agreements. V1. WAYS OF DEAKING WITH INTELLECTUAL PROPERT' All the information resulting from joint activities performed under the Present Agreement will be available to both parties. The patents that might be taken will be subject to the norms and laws on patents between edch discoverer or inventor and his/her institution. The Agreements on the uses of patents should have the consent of all the co-inventors and/or discoverers. VILL. CONFIDENTIAL INFORMATION: Any confidential information arising from this Agreement or its enfor- cement shall be protected according to the Law of the host country. IX, PERIODS OF ENFORCEMENT: a- This Agreement will last for TWO years as from the date it is enforced,” according to the Statutes of the parties, and it will be automatically renewed unless its cancellation be demanded by one of them. b- This Agreement may be revoked on demand by ONE of the parties involved. Such request should be submitted in writing with at least a six-monthé" notice. COORDINATION. In a term not longer than THREE months, the authority in each University will appoint a committee, commission or person respon- sible for the coordination and revision of the activities ( carried out ) within the framework of the Agreement.
