With the advent of Confucianism comes the figure of the Magistrate.

The
Magistrate comes naturally out of Confucianism and is a mage, a priest, a
councilor and a judge all rolled into one. Confucianism not only creates the
magistrate, but also explains what kind of behavior is desired from this
individual. The Magistrate must be benevolent, just, and follow the Golden
Rule. The coming of the Magistrate changes the political scene
significantly.
