States,wouldbemoreconvenientthanonewhosecurrencyislimitedtoa
singleState.Soitwouldbestillmoreconvenientthatthereshouldbeabank,
whosebillsshouldhaveacurrencyallovertheworld.Butitdoesnotfollow
fromthissuperiorconveniency,thatthereexistsanywhereapowertoestablish
suchabank;orthattheworldmaynotgoonverywellwithoutit...

ofarightremainingexclusivelywiththeStates,andconsequentlyoneofthose
intendedbytheConstitutiontobeplacedunderitsprotection.
Itmustbeadded,however,thatunlessthePresidentsmindonaviewof
everythingwhichisurgedforandagainstthisbill,istolerablyclearthatitis
unauthorisedbytheConstitution;iftheproandtheconhangsoevenasto
balancehisjudgment,ajustrespectforthewisdomofthelegislaturewould
naturallydecidethebalanceinfavoroftheiropinion.Itischieflyforcases
wheretheyareclearlymisledbyerror,ambition,orinterest,thatthe
ConstitutionhasplacedacheckinthenegativeofthePresident.
