Constitution

of
Student Senate of California Community Colleges

Region VII
Article 1 - Name
The name of this student body organization shall be Student Senate for California Community Colleges
Region VII, hereafter referred to as Region VII.

Article 2 - Purpose
Region VII shall have the following purposes:
a) Representation: To serve as the voice of the student in matters of statewide and regional
concern and before the Board of Governors and all other relative entities.
b) Collaboration: To foster relationships with different student boards, local student
governments and other statewide agencies or organizations who have a vested interest in the
affairs of students.
c) Accountability: To function as a democratically elected and empowered body remaining
accountable to its constituency, expressing the general will of the students and the following
through with its responsibilities.
d) Communication: To provide ongoing and widespread dissemination of information to enhance
awareness of statewide and regional issues and maximize input from students.

Article 3 - Members
a) Member Colleges: All college student governments within Region VII, as defined by the
Student Senate for California Community Colleges, or its successor, are members of Region
VII.


b) Inactive Colleges: At such a time as a member college fails to attend three consecutive
meetings of Region VII, it shall be inactive. An inactive college has no rights and does not
count for quorum.
c) Active Colleges:

A college that attends one meeting will be active.

Article 4 - Officers
a) Executive Officers: The executive officers of Region VII shall be President, Vice-President,
Secretary, Treasurer, First Communications Officer, Second Communications Officer, and
Parliamentarian. Executive Officers shall be restricted only to actions authorized by the
Delegates.
b) Senators: The senators of Region VII shall be First Governance and Policy Senator, Second
Governance and Policy Senator, and External Affairs Senator.
c) Delegates: Each Member shall send one delegate to represent its interests at Region VII. Only
delegates may vote and the President may never be or act as a delegate.
d) Terms: Executive Officers and Senators shall serve one year terms beginning July 1st and
ending June 30th.
e) Duties: All of these officers shall perform the duties prescribed by this constitution, Region
VIIs bylaws, and by the parliamentary authority adopted by Region VII. The President has the
power to appoint the Parliamentarian with the approval of the Delegates.
f) Removal: Executive Officers and Senators may be removed from office as provided in the
parliamentary authority.
g) Term Limits: No individual may serve as a Delegate, Senator or other Executive Board member
in excess of 30 months. Each category stated shall allow for a separate 30-month period.

Article 5 - Oath of Office for Executives


I, __________________, do hereby swear or affirm to serve and represent the interests of the fourteen
locally elected associated student organizations within Region VII, and to faithfully uphold the
Constitution and Bylaws of the Region VII Council.


Article 6 - Action
a) Power Clause: In conjunction with the Student Senate for California Community Colleges,
Region VII shall be granted the authority to meet and conduct business for the Region VII
Student Council.
b) Quorum: At the Region VII meeting, a quorum to conduct Region VII Student Council
business shall consist of a simple majority of delegates in attendance with one authorized
voting delegate from each college as designated for Region VII, notwithstanding those
colleges who are certified as nonfunctioning in accordance with the bylaws.(a) Delegates that
teleconference into any Region VII meetings shall be considered for purposes of meeting
quorum and voting.
c) Referendum: A referendum on an action taken by the Region VII Student Council assembly
may be called by a resolution requesting such action by one-third of the Region VII Student
Council. Approval of the referendum shall require a majority vote.

Article 7 - Advisor
An advisor should be appointed for the Region VII Student Council at the beginning of the academic
year to provide guidance and support. The advisor will be approved by a majority of voting members
present.

Article 8 - Procedures
a) Ratification: The constitution becomes effective upon adoption by a two-thirds vote of the
Region VII Student Council voting delegates present
b) Constitution Amendments:
i) Constitution may be amended by a two-thirds vote of the Region VII Student Council
voting delegates present.
ii) Proposed amendments to the Constitution shall be acted upon at the Region VII meeting.
Any Region VII community college student can propose a resolution to their respective
voting delegate with a petition bearing at least 30 signatures of currently enrolled students
from their respective college. The petition must include printed names, signatures, and
student identification numbers to be verified by their respective voting delegate. Upon


verification, it shall be presented to the Region VII President no less than five (5) business
days prior to the next scheduled meeting by that colleges voting delegate and shall be
signed by a majority of voting membership for ratification.
c) Bylaws: Bylaws may be adopted or amended by a simple majority vote of Region VII voting
delegates present after two readings of the proposal. The proposal shall be read for the second
time not less than two regularly scheduled meetings after the first meeting.

Article 9 - Rules of Procedure


a) Parliamentary Authority: All meetings of Region VII shall be conducted according to the
current edition of Roberts Rules of Order.
b) Brown Act: All meetings of the Region VII Student Council shall abide by the provisions stated
in the Brown Act.

Article 10 - Ineligibility, Impeachment, Recall, and Notification


a) Academic Ineligibility: The Region VII Student Council shall declare any executive/regional
representative position vacant if the member becomes academically ineligible in accordance
with requirements set forth in Article IV, Section 2 of this constitution.
b) Attendance Ineligibility: Regional representatives and executive members will be declared
ineligible if they accumulate two (2) unexcused absences from SSCCC meetings and Region
VII Student Council-related meetings.
c) Impeachment: Region VII Student Council representatives may be charged with misconduct
or neglect of duty by a Region VII voting delegate. Misconduct is defined as those acts
pertaining to mismanagement of position responsibilities and/or funds; improper behavior as
defined under guidelines for Student Conduct in the Education Code of California and the
policies stated by the Student Senate for California Community Colleges. Neglect of Duty is
defined as unwillingness to comply with or fulfill duties of elected position.
d) Recall/Removal of Regional Representatives: Any Region VII Student Council executive
member may be charged with misconduct or neglect of duty by a Region VII Student Council
voting delegate and removed from Executive Office but shall remain a voting delegate of
Region VII in accordance with Region VII bylaws. Misconduct is defined as those acts
pertaining to mismanagement of position responsibilities and/or funds; improper behavior as
defined under guidelines for Student Conduct in the Education Code of California and the
policies stated by the Student Senate for California Community Colleges. Neglect of Duty is
defined as a lack of willingness to comply with or fulfill duties of elected position.


i) Removal of regional representatives shall be done by 2/3 vote of voting delegates
present at the Region VII meeting.
e) Voting Delegate Non-Participation Notification: Region VII Student Council reserves the
right to inform the non-participating voting delegates students association of the need to
replace said delegate of their non- participation.
