For Providing Seaplane Services at Lakshadweep Islands On behalf of Administrator, UT of Lakshadweep , Government of India Expression of Interest (Eo!) are invited in e-mode from competent parties including Firms / Companies / Proprietary Firms in their own capacity or Joint Venture (IV) with entities having the desired expertise / qualifications, for providing seaplane services at Lakshadweep Islands. The proposed seaplane services are targeted for enabling better connectivity to the various islands and increase the Inflow of tourists in the area The URL of the Eol is hitos://www.tenderwizard.com/UTL. The interested vendors are required to register in the website www,tenderwizard.com/UTL by clicking “Register Me” option in order to obtain User ID & Password first. The Eol documents are required to be submitted through e-mode offered in the website www.tenderwizard.com/UTL. The Eol documents are required to be submitted through e-mode only. However the applicants can also send a hard copy of the uploaded documents by post addressed to the Director, Department of Tourism Development, Lakshadweep Office, Incira Gandhi Road, Willngcon Island, Kochi, Kerala-. Pin 682003, in their own interest to avoid any discrepancies in future. The hard copy of documents sent by post will be used only to verify correctness of the documents uploaded and only the uploaded documents will be taken as valid documents. Detailed Eol Tender Notice Department Of Tourism — Lakshadweep Administration, Government of India Expression of Interest (Eol) For Providing Seaplane Services at Lakshadweep Islands The Department of Tourism, Lakshadweep Administration invites Expression of Interest from competent parties including Firms / Companies / Proprietary Firms in their own capacity or Joint Venture (JV) with entities having the desired expertise / qualifications, for providing Seaplanes Services at Lakshadweep Islands. Eligibility Criteria The intended parties, either individually or jointly {consortium} should fuifill all the following criteria: A. The bidders may be (i) proprietary concern (ii) registered partnership firms, (ii) a ‘company induding a joint venture company incorporated under the Companies ‘Act, 1956. (iv) Joint Venture of any combination of i, ii, and iil, The maximum members of Joint Venture shall not exceed two. 8. Bidder should own/possess the title of the Seaplane offered or have firm arrangements with the owner of the See Plane. Introduction 3.1 Project Overview The Union Territory of Lakshadweep is considered to be among the most beautiful beach destinations of the country. The destination Is the Ideal spot to experience serene beaches, blue lagoons and water sports. ‘Kavaratti’ is the capital of Lakshadweep and it is also the principal town of the UT. There are 27 islands in total and each is about 220 to 440 km away from the coast of Kerala. Only 20 of the Islands namely, Agatti, Amini, Androth, Bitra, Chetlat, Kedmat, Kalpeni, Kavaratti, Kiitan and Minicoy are inhabited. Tourism is identified as one of the potential driver of the Lakshacweep economy. Considering the sare Lakshadweep Administration jointly with SPORTS is taking several initiatives to develop tourism. The Islands are linked with the main land via Ships and Flights. Agatti Aerodrome on Agatti Island is the only airport of the UT. Lakshadweep is linked to the mainland through CIAL (Cochin Intemational Airport Limited). The other islands are also linked by the Pawan Hans Helicopter or Speed Vessel Service. Hence to enhance the connectivity with the mainland and inter islands, it has been proposed to provide seaplane services. There is immense scope to introduce seaplane activities and in turn improve tourist inflow at the islands. The Department of Tourism Development, Lakshadweep Administration envisages introducing seaplanes at the following islands of Lakshadweep. 1) Agatti The island lies between 100 48'and 100 53'N latitudeand720 09'and 7o 13'E longitude, having an area of 3.82 Sq Km, with @ maximum length of 10 km and width of 1 km. it has a north-east, south-west trend with a long tail on the south. ‘The lagoon area of this island is 17.50 sq km. The only Airport is situated in this island and therefore proposes to develop the Base Station for Amphibian Seaplane also in this Island 2) Bangaram The island is situated very near to Agatti island at 10" 56! N latitude and 72" 17" longitude and is an uninhabited. Land area is about 2.30 Sq.Kms. It is surrounded bya shallow lagoon area of 46.25 Sa.kms enclosed by coral reef. Co Mepis Expression of Interest for Providing Seoplene Services at Lakshadweep Islands 3) Kadmat The Kadmat Island is long and narrow. It is only 0.57 km wide at the broadest point having maximum length of 11 km. It lies between 11° 10! and 11" 16' N latitude and 72" 45" and 72” 48’ E longitude, having an area of 3.20 sq km. It has lagoon on the western side, measuring about? km at the broadest point with a total lagoon area of 37.50 Sq km 4) Kavaratti This Island is the Headquarters of the Union Territory of Lakshadweep. It lies between 100 32! and 100 35'N latitude and 720 25' and 720 40’ € longitude, having land area of 4.22 sq kn. Maximum length of the island is 5.8 km and width 15 1.6 km. It has a lagoon having a length of about 6 km and an area of 4.96 sq km 5) Minicoy The Minicoy Island is the southern-most island of Lakshadweep, situated between 8'15'and 8" 20'N latitude and 73’ Ol'and 73" O5'E longitude, having an area of 4.80 sq km, This island lies near the 9 Degree Channel, which is one of the busiest shipping routes and is about 130 km from the northern-most island of Maldives. ‘The island is having a lagoon area of 30.60 Sq.kms 6) Kalpeni The Kalpeni sland is also long and narrow. It is only 0.57 km wide at the broadest point having maximum length of 11 km. The procedure for submission of Eol is described in this section. The Applicant would provide all the information as per this Invitation for Eol document. Issuing Authority would evaluate only those Eol that are received in the required format and complete in all resoects. The Eol including supporting documents and other submittals shall be typed and the Applicant shall initial each page. All the alterations, omissions, additions, or any other amendments made to the EOI shall be initialed by the person(s) signing the Eol. 4.4.4 Sealing & Marking The Applicant shall upload the cocuments under heading and addressed as below: "Eol for Providing Seaplane Services at Lakshadweep Islands" The Eol shall be addressed to: D. Original documents certifying applicant's legal status 2. Certificate of Incorporation (in case of companies) 3. For JV / Consortium, Memorandum of Understanding (MoU} signed by each partner 4. Letter of Authority in favor of Authorized Signatory 5. Latest Company Brochures / Capability Statement 6. Name, designation professionals in parent company, subsidiary company ete. indicating their deployment in the proposed work, 7. Curriculum Vitae of the key personnel (as per Format 1) 8. Information on any litigation / court case in which the applicant was involved during last 5 preceding years including any current litigation / court case S. Audited Annual Accounts for last 3 preceding years 10. Certificates of completed works/projects during last 3 years. 4.4.6 Due Date The Applicants shall submit their Eol in e-mode along with essential documents on or before Eo! Due Date - 12.00 Noon on 27.07.2015. 4.4.7 Modification The Applicant may modify or substitute its Eol after submission, provided that written notice of the modification, substitution is received by the Issuing Authority by the Eol Due Date. No Eo! shall be modified, substituted by the Applicant after the Eol Due Date. The modification, substitution notice shall be prepared, marked, and uploaded adcitionally marked “MODIFICATION”, “SUBSTITUTION”. 16 Tepe ST Expression of Interest for Providing Seaplane Services at Lakshadweep Islands 45 Jurisdiction All the disputes arising shall be subject to the jurisdiction of the District and Session court of Kavaratti, Lakshadweep and shall be governed by the Indian laws. 46 Final Decision Making Authority Director Tourism, Department of Tourism Development, Lakshadweep Administration reserves the right to accept or reject any/all application without assigning any reason or incurring any liability to the applicants. The discretion and cecision of Department of Tourism, Lakshadweep Administration in respect of the Eo! shall be final, 4.7 Other Relevant Information/instructions All Information called for in the enclosed forms should be furnished against the relevant columns in the forms. If for any reason, information is furnished on a separate sheet, this fact should be mentioned against the relevant column. Even if no information is to be provided in a column, a ‘nil’ or ‘no such case’ entry should be made In that column. If any particulars/ query is not applicable in case of the applicant, it should be stated as ‘not applicable’. The applicants are cautioned that not giving complete information called for in the application forms or not giving it in clear terms or making any change in the prescribed forms or deliberately suppressing the information may result in the applicant being summarily disqualified. Applications made by telegram or telex and those received late will not be entertained. The applicant may furnish any additional information, which is deemed necessary to establish capability to successfully complete the envisaged project. Superfluous Information need not be furnished and no information shall be entertained after submission of EO! document unless specifically called for. Any information furnished by the applicant found to be incorrect immediately or at a later date, would render him liable to be debarred from taking up the project. er The Authority reserves the right permit those who have not participated in the Eol to take part in the RFP stage and to call for additional applicants at the time of RFP if found necessary. vy Certs Expression of Interest for Providing Seaplane Services at Lakshadweep Islands The Applicants/bidders should not indulge or engage directly or indirectly in any corrupt practice, fraudulent practice, undesirable practice,, coercive practice or restrictive practice and should maintain probity in respect of this tender. 4.8 Project Advisor The Department has entered into a Tri- Partite Agreement with Fortress Infrastructure Advisory Services (A Division of Fortress Financial Services Ltd.) and Ministry of Tourism, Government of India. Fortress is appointed as a ‘State Level Project Management Agency for the UT of Lakshadweep’ for providing project development and PMU services for the prioritized integrated tourism circuit under the 12" Five year plan. In accordance with the terms of the said agreement between the Parties, Lakshadweep Administration, Government of India has engaged the professional services of Fortress Infrastructure Advisory Services to act as the Project Advisor for the development of the Project on PPP format. 18 Coser = ul. Expression of Interest for Providing Seoplone Services at Lakshadweep Islands 5 Tendering Process The competent parties short-listed for the assignment will be invited to attend the discussion session arranged with concerned Officials Lakshadweep Administretion for finalizing the scope of work and Terms of Reference to be incorporated in the RFP document. The finalized REP document will be subsequently issued to the short- listed parties on payment towards the cost of the document. 6 Disclaimer The information in this document has been prepared to assist the applicants in preparing the non-binding Eol and it is clarified that: It does not constitute an invitation to offer or an offer in relation to the transaction. This document does not constitute any contract or agreement of any kind whatsoever.
