Introduction
Alps (Advanced Level Performance Systems) is the result of 25 years of careful research and development, initially
at Greenhead College, Huddersfield by Dr Kevin Conway CBE, the principal, and over the last thirteen years at Alps.
All our development in this time has been geared to helping staff in schools and colleges and their advisory colleagues
at Local Authority levels, to enhance the recruitment, retention and achievements of students studying A levels,
AS levels and BTEC National qualifications. Annually, our A level reports cover well over 70% of all A levels taken
nationally, with our reports taken by over 1,400 schools and colleges. Alps has been developed educationally
by teachers for teachers and we believe this is one key factor for its popularity.

There are three sets of principles which underpin all our work
Firstly, the simple idea that each of us is an individual, an exception and needs to be valued
Secondly, aspiration, inspiration and motivation are key elements needed in work with young people
Thirdly, powerful leadership and high quality teaching and learning, coupled with high quality target-setting,
monitoring, guidance and support are the three elements that define good schools and colleges.
(Constant organisational change does not!!!)
Powerful Alps schools work to these principles consistently year on year and their students benefit.

Over this past thirteen years, we have developed into a team of 22 employed staff with a further team of educational
consultants. We have some of the most outstanding educationalists at this level both past and present working
for us, as many of you will know from your training sessions. Equally, we are blessed with outstanding administrators
and technical staff. Our sole aim has been to develop our reports to give schools and colleges the clearest view
of where their performance lies for each individual student, for each subject/course department, for each provider
annually, and then to support any provider who asks for advice on how improvements can be made. As the decade
has progressed we have created summative reports for Local Authorities and groups of providers, federations
and trusts who have worked with their providers to improve performance.
Thus we have risen from around 40 schools and the collective group of Sixth Form colleges in 2001 to well over 1,400
schools, sixth form colleges and FE colleges, representing over 70% of students taking A levels. We have a presence
in every LA in the country.
The key feedback we have got and continuously work on is that the presentation of our reports is simple to understand
while creating a powerful common language for students, staff, parents and LA staff alike. The performance indicators
we have developed and continue to develop are each significant in their own right for each provider. Summative reports
for LAs and groups of providers, such as trusts, allow the identification of good practice down to subject/course level
which can be spread between providers in organised training sessions.
Alps reports and training are aids to culture change within senior leadership teams for staff and for students.
They challenge participants to continuously improve incrementally to the levels of the 75th percentile providers.
They identify strengths and weaknesses on a nine point scale, first developed by Alps, so that good practice can
be shared and weaknesses can be strengthened. It is a positive process.
What defines us ahead of others is the timeliness of our reports, which can be available for the start of the Autumn
term, the clear yet detailed presentation of analysis in the reports as well as the ease of sending in the data we
require. However, the biggest difference is that we do not just give information, but are available to help spread
the proper use of data in an integrated fashion through the training we offer.
In 2010 we introduced the progression measures from AS to A level in our student performance reports. This indicator
is a very significant one. It shows drop-out rates of over 20% nationally and identifies that providers are demanding
D grades and sometimes higher at AS level for progression. We passionately disagree with this as a policy in any
college/school. What futures do youngsters have who are prevented from continuing their courses in this way?
There are many examples of providers demonstrating that such students going on to be very successful at A level
when given the chance.

New Benchmarks for 2014


We have used the full Department for Education national dataset to create new benchmarks for our 2014 A level
and AS level reports. In the Alps BTEC reports this affects the Student Performance (A level & BTEC) Indicator only.
Each time we change benchmarks, the performance will change in your report relative to the previous year.
When we re-benchmark, only the top 25% of performers will receive a RED grade 1, 2 or 3, while only the bottom
25% of performers will receive BLUE grades of 7, 8 and 9 in the first year.
Obviously as we start anew, then, some centres that were RED will drop back to the BLACK in the first year with
a challenge to aim to break through to RED grades 1, 2 and 3 again.
The landscape of students programmes has changed over the last few years, due to a number of influences
including funding and students studying mixed programmes. Due to fluctuations in trends, in 2014, the new A level
and AS level benchmark tables (Tables 1a, 2a and 3a on pages 8, 9 and 10) have been created using students
who are studying A levels or AS levels only. This creates the starting point for all our benchmark calculations.
Each benchmark indicator has then been calculated based on all students, to reflect the performance of the whole
cohort at a national level.
Important: For this reason, because we have changed the methodology for this indicator, we will compare your
2014 performance against the new benchmark in each report, and keep the previous 3 years against the previous
benchmark, as used last year. You will still be able to chart trends over time, as the Alps grades are comparable.

Finally
Government policies in education over the past few years have radically changed the landscape with schools,
new academies and free schools now co-existing. We also see new groupings of schools in trusts, federations
and consortia emerging alongside different roles for Local Authorities. Post-16 funding is also being squeezed,
and the role of Local Authorities is being developed with increased demands in school improvement services.
Key planks of the new arrangements are the qualities of provider leadership and teaching and learning. The emphasis
on results is clear and so we see our reports and training as being ever more helpful to senior staff and teachers in
delivering better results through the forensic analysis we provide for you.
Alps reports have been used in Ofsted inspections by many schools to support judgements. It is official Ofsted policy
that where Alps reports are made available, they must be given due consideration by inspectors. The timeliness of our
reports has often come into play here, especially in showing up-to-date progress being made. The uniqueness of our
4 year profile of A, AS and BTEC reports is especially helpful. Our helpdesk is always at hand at inspection time!

Alps A level - The database


1. The process we are looking at compares input data derived from students GCSE results at the start
of level 3 A level courses with output data relating to results at A level and Applied A level.
2. Only students who have taken at least 2 A levels are included in the Provider A level value added Quality
and Breadth score. AS levels are not included in the analysis. AS level and BTEC National reports are
available separately.
3. Input data
The input data is an average GCSE score calculated for each student. There are two different GCSE scoring
systems that you can use. You can use whichever one you have on your management system.

GCSE points: GCSE points are the original way to calculate a level of performance based on level 2
qualifications. Each subject is given points as shown below.

QCA points: QCA points are a different way to calculate a level of performance based on level 2
qualifications. The points scores are different to GCSE points scores but make no difference
to the value added score in your Alps report.

Note: We do not include BTEC First awards or equivalent, level 1 or key skills qualifications in the GCSE
score as they distort the input data and make the reports less useful. The main educational reason is that
they inflate a students GCSE score and can lead to unrealistic level 3 target grades for the student.
4. Output data
Only results for A levels are included. We exclude A level General Studies and the Extended Project
Qualification as these distort outcomes.
5. Students have been allocated output scores based on the present system of UCAS scoring.

Performance per subject

The national database is created from the results of 685,377 A levels taken by 241,036 students in June 2013
in 2,580 providers, taken from the complete national dataset supplied to Alps by the Department for Education.

2.

The results of these examinations are displayed in Table 1a below in bands according to student GCSE scores.
These are taken as a baseline measure of students abilities and application at the start of their level 3 courses.
There are 11 key GCSE bands ranging from GCSE scores of 7.58.0 (55.0-58.0 points) showing 22,723 students
starting level 3 courses with mainly A*/A grades at GCSE to 0.04.0, showing 290 students starting with
4 or fewer grades of C plus Ds and Es etc. Most of this latter group actually have scores of >3.5 to <4.0.

For each band, the 2,580 sets of data have been ranked according to the UCAS score per subject entry in Table
1a and the average UCAS score per student in table 2. From the ranking, scores have been tabulated from best
to worst at the specific percentiles shown.

For example, subject data for the 24,766 students with GCSE scores of 5.86.1 (44.8-46.6 points), equivalent
to around 8 grades of B at GCSE, shows that students in the best provider averaged a grade B+ (103.33 points)
but students in the worst provider averaged a grade D- (55.00 points) per subject entry.

The aspiration is for all providers to achieve the scores at or greater than the 75th percentile, by focusing
on both strengths and weaknesses and using the experiences of the stronger departments/institutions
to promote good practice to those showing relative weakness. This may take one year, or maybe more
depending on your starting position.

This table does not include A level General Studies and the Extended Project Qualification. GCSE scores
do not include other courses such as key skills as these distort aspirational target grades leading to a flawed
methodology.

Subject data average performance per subject


For each band and percentile, the UCAS points per subject are tabulated in rank order of provider. A student with a GCSE score of 6.7-<7.0 at the middle ranking
provider (50th percentile row) in that band was scoring 100.00 UCAS points per subject, equivalent to a B grade. (GCSE score computed from A*=8pts, A=7pts,
B=6pts etc, totalled and divided by the number of GCSEs taken. UCAS points score: A*=140pts, A=120pts, B=100pts, C=80pts, D=60pts, E=40pts).

Table 2a below, shows the average number of subjects taken by students in each band of ability excluding
General Studies and the Extended Project Qualification. For example in band 4.0-4.7 (34.0-38.2 points)
at the 75th percentile students took on average 2.75 A levels excluding General Studies and EPQ, which equated
to 75% of students completing 3 A levels and 25% completing 2 A levels.

The aspiration is for all providers to achieve the scores at or greater than the 75th percentile, by focusing
on both strengths and weaknesses and using the experiences of the stronger departments/institutions
to promote good practice to those showing relative weakness. This may take one year, or maybe more
depending on your starting position.

For each band and percentile, the average number of A levels taken per student is tabulated in rank order of provider. A student with a GCSE score
of 6.4-<6.7 at the middle ranking provider (50th percentile row) in that band was taking 3.00 A levels per student. (GCSE score computed from A*=8pts,

of subjects students should be aiming for relative to their incoming GCSE score. Table 2b does not include AS levels
or students with fewer than 2 A levels and excludes A level General Studies and the Extended Project Qualification.

The average perfomance per student is displayed in Table 3a below in bands according to student GCSE scores.
These are taken as a baseline measure of students abilities and application at the start of their level 3 courses.
There are 11 key GCSE bands ranging from GCSE scores of 7.58.0 (55.0-58.0 points) showing 22,723 students
starting level 3 courses with mainly A*/A grades at GCSE to 0.04.0, showing 290 students starting with

to around 8 grades of B at GCSE, shows that students in the best provider averaged the equivalent to ABB+
(325.56 points) but students in the worst provider averaged the equivalent to grades DEE+ (146.67 points)
per student entry.

The Alps value added Quality and Breadth indicator is calculated from this table. It is affected by the breadth
of study and by the number of UCAS points a student achieves in each subject.

provider (50th percentile row) in that band was scoring 300.00 UCAS points, equivalent to grades BBB. (GCSE score computed from A*=8pts, A=7pts, B=6pts etc,

What an Alps score of 1.0 means in this report


1.

Our Alps score of 1.0 has been created as the benchmark based on the average performance of students
taking A levels in 2013 in 2,580 providers and performing at the 75th percentile of the sector at that time.

2.

It is created as an aspirational target for all colleges and schools that are involved in using Alps systems
to raise student and staff esteem and achievement. This will be used as a fixed point for schools and colleges
against which to measure themselves and their annual progress.

3.

The aspirational targets for students differ using the incoming average GCSE scores at the start
of the advanced course as in Table 4 below. This represents what was achieved at the 75th percentile
nationally in June 2013.

In analysing a set of data from any institution, the UCAS points expected from an institution can be computed
using column B as multipliers applied to the number of students in each GCSE band in the year group.
This is compared to the actual UCAS points scored by the year group.

6.

A score of 1.0 means the year group in a provider on average matched the total UCAS points score predicted
by using the scores in column B multiplied by the numbers of students in each band. This accurately reflects
the quality of the providers student group as measured by their GCSE scores.

7.

At a subject level, an Alps score of 1.0 means that students in this subject group on average achieved
the target UCAS points set in column A. However, subject thermometers show that some students may need
to exceed their minimum target grade to match the top 25% for that subject.

8.

We do not differentiate between subjects in setting target grades as the variation between the vast majority
of subjects is +/- 0.25 of a grade. Effectively this means that in most classes 75% of students at least should
achieve the target grade in the table above. Please look at pages 18/19 for more detail on this important
dimension.

Provider A level value added Quality and Breadth score Thermometer
1. Each school or college will receive a Provider A level value added Quality and Breadth score. This will give
a feel of where your school or college is performing relative to data on the next page represented in the form
of a thermometer.
2. The scale on this thermometer is created from the Provider A level value added Quality and Breadth scores
achieved by 2,580 providers covering all schools and colleges offering A levels in 2013.
3. In total, there are over 241,036 students involved who have taken 685,377 A levels in these 2,580 providers,
covering all regions in England, all types of economic and social environments and all types of religious
and ethnic backgrounds.
4. The thermometer is divided into two sections. The 2,580 sets are each given a value added score.
In the right-hand thermometer these scores are ranked from best to worst. The left-hand thermometer
gives an identifying provider number.
5. The right-hand thermometer has scores highlighted at key percentile markers (90th, 75th, 60th, 40th,
25th etc). You will then be able to see with your own score at what percentile you reside for each year,
usually within this scale.
6. Alps grades
The numbers running down the centre of the thermometers show how Alps grades are identified for this
indicator. These run from 1 (best) to 9 (worst). The grades are related exactly to the percentiles as shown
in the central thermometer.

An Example of a subject value added scoreThermometer
1. Each provider will receive a subject analysis producing a set of subject value added scores. This will show
you exactly where your school/college is performing for each subject relative to the Department for Education
national data-set for that subject, represented in the form of a thermometer as on the next page.
2. The scale on the thermometer is created from the subject value added scores achieved by groups
of generally 10+ taking the subject, collected from 2,580 providers in 2013. Numbers of groups vary
by subject depending on its popularity nationally. However, where more than 15% of students are taught
in groups of fewer than 10, we include a sufficient number of groups to make up to 85% of students taking
the subject irrespective of size. For A level English literature in 2013, there were 38,438 students in 1,527
sets used to produce the A level English literature subject scores.
3. On the thermometer opposite, these scores are ranked from best to worst.
4. Scores are highlighted at key percentiles (90th, 75th, 60th, 40th, 25th etc). You can see with your own
score at what percentile you reside for each subject, for example, English literature, for each year.

Subject value added scores at different percentiles
1. The next table shows Subject value added scores for 91 A level subjects. Column 2 identifies the subject.
Columns 3 and 4 give the number of students and sets of data collected for the subject. For statistical
robustness, we have included results from departments where at least 10 or more students completed
the A level so long as this represents at least 85% of students taking the subject overall. However, where
more than 15% of students are taught in groups of fewer than 10, we include a sufficient number of groups
to make up 85% of students taking the subject irrespective of group size.
2. Columns 5 to 13 show the scores achieved by the individual institutions at a range of percentiles.
3. The scores in the horizontal row for English literature are exactly the same as on the English literature
thermometer on the previous page.
4. The challenge is to get to and consistently beat the score at the 75th percentile, and particularly
to look for systematic change that gets you out of the BLUE region if that is where you are at present.
Showing how this table takes account of subject variations nationally
5. This table provides targets for individual subjects that take account of the national variations in these
subjects. It is clear that the 75th percentile score, for example, varies from subject to subject. The 75th
percentile score for English language and literature is 1.03 which is the score of the English department
placed 25% from the best score for that subject. For physics, the equivalent score is 0.93. As 0.20
of a difference represents exactly one grade per entry difference, and we have a difference of 0.10 here
then this suggests that a student with an equal flair for both will achieve 0.50 of a grade less on average
in physics if both departments are operating at the level of the 75th percentile.
6. As an aside, the usual explanation is that physics and other science subjects are harder, but there is an
equally compelling evidential argument, from analysing a large number of science groups, that the quality
of teaching and learning nationally in these subjects is, on average, not as good as in other subjects.
Equally there has to be a question as to whether the grade boundaries for physics relative to most other
subjects set by examiners continues to be valid. These are both contributing factors.
7. The table can be used to create reasonable targets. A department can then look at systems for improvement.
For example a provider with an English language & literature score of 0.93 sits at the 25th percentile mark,
grade 6/7 boundary. To move to 1.03, grade 3, requires an increase of 0.10. Put another way, half of the
students need to rise by one grade to get to 1.03, an achievable and concrete target for improvement.
8. The question for the department then is what do we need to do to make the change happen?
Applying this analysis to all departments provides the lever for continuous improvement.
9. Collectively, if we continuously improve incrementally in this way we can raise the grades of a significant
number of students which improves both their life chances and their self-esteem.
10. A question that often arises in training sessions is why do we not differentiate target grades depending
on the difficulty of subjects. The 75th percentile score for English language and literature is 1.03,
for physics it is 0.93, why is the target grade the same when it appears there is a difference between subjects
at the 75th percentile? Target grades are set to create a score of 1.00 irrespective of perceived differences
between the subjects. To get a red grade 3 requires a different VA score depending on the subject.
The reasons for these differences are complex - some might say it reflects subject difficulty, others the
quality of resources, or teaching, or the structure of the exam, or perhaps even the UMS/raw mark grade
boundaries. It certainly reflects the comparative performance across these subjects in schools and colleges
nationally. In A level maths, every student would have to hit their target grade for the subject to be a grade 3
(since the VA boundary is 1.00), whereas in A level film studies, half the students will have to exceed their
target grade for the subject to be in the top 25% (since the VA boundary 1.10).

1. In terms of an Alps analysis, the definition of top class RED teaching and learning is when a group of
students taking a subject achieves an Alps subject grade of 1, 2 or 3, matching performance in the top 25%
of the Alps national database for that subject.

2. Each provider receives a figure for RED teaching and learning for each year.

3. The calculation is computed as follows


Let us take a provider where there were 300 entries leading to A level grades. These will be spread
across the range of subjects taken in the institution. Say we had 15 students completing art with an Alps
grade 1 outcome, 25 taking chemistry with an Alps grade 2 outcome, 30 taking English literature with
an Alps grade 3 outcome, 30 taking mathematics with a grade 3 outcome and 20 taking psychology with
an Alps grade 2 outcome. In total we have 120 entries in groups where students achieved at grades
1, 2 and 3 RED teaching. So 120 out of the 300 entries or 40% overall fall in the RED category. In this
case, 40% is the RED teaching and learning score for the provider.

4. Each year, each provider receives a figure for this indicator. This can be compared with an Alps national
dataset of scores collected from 2,580 providers in June 2013. The RED teaching and learning thermometer
against which comparisons are made is on the next page.

5. Alps grades
The numbers running down the centre of each thermometer shows how Alps grades are identified for this
indicator. These run from 1 (best) to 9 (worst). The grades are related exactly to the percentiles as shown
in the left-hand thermometer.

T score
The Alps 3 year T score can provide a more accurate overall picture of the performance of a school or college
than the Provider A level value added Quality and Breadth score alone. It gives extra weight to the quality of teaching
and learning over the number of subjects taken, which in extreme cases can distort the Provider A level value added
Quality and Breadth indicator for some schools and colleges.
Provider A level value added Quality and Breadth score
The Provider A level value added Quality and Breadth score shows the overall student performance within a provider.
This indicator takes into account the number of subjects taken per student as well as the quality of teaching and
learning of the subjects.
% RED Teaching & Learning
The % RED teaching & learning indicator shows how many students experienced teaching and learning at a high
level in a school as measured by examination performance. This measure takes into account variations in subject
value added scores and focuses on performance in each subject. This measure does not take account of the number
of subjects taken per student.
% BLUE Teaching & Learning
The % BLUE teaching & learning indicator shows how many students experienced teaching and learning at a poor
level in a school as measured by examination performance. This measure takes into account variations in subject
value added scores and focuses on performance in each subject. This measure does not take account of the number
of subjects taken per student.
Creating a 3 year T score
Each of the measures above is graded each year. The grading system ranges from 1 to 9 with 1 being the best,
5 being average and 9 being the worst grade achievable.
The 3 year T score for a provider sums all of the grades for each indicator over the last three years and averages
the result.

The 3 year T score is equal to the average of these 9 results = 44/9 = 4.89
The table shown above provides several pieces of information. The Provider A level value added Quality and Breadth
score is around 5 for all three years which is close to the national average. The % RED teaching & learning is a grade
3 or 4 in all three years. This indicates a high number of students in classes performing well. The % BLUE teaching
& learning is a grade 6 or 7 in all three years. This indicates a high number of students in classes performing below
target.
So from these three indicators we can see that the school performs averagely overall but there is a large number
of classes that perform well and also a large number of classes that perform badly to produce this average result.
The 3 year T score brings together all of these factors to give one score that represents the performance in all three
of these indicators over three years.

The Alps T score thermometer


We have created a T score thermometer that shows the position of schools against the position of the 2,580 providers
that undertook Alps analysis in 2013. The position of each provider on the thermometer gives a good indication
of the performance relative to national performance.
A provider that appears high up on the thermometer has done well, a provider that appears towards the bottom
of the thermometer has done relatively poorly.

Student progression scores
1. Success rates for A and AS level courses compare how many students achieved their qualification aims with the number
who started the courses. There are separate success rates for AS and A levels but no measure of how many students
progress from AS level to A level programmes of study. In response to requests from schools and colleges, we have
developed a student progression score which will enable them to see how their progression rate, from AS to A level,
compares with other schools and colleges.
2. The Alps student progression measure looks at how many students, who completed 2 or more AS levels, go on to
complete 2 or more A levels.
3. The progression rate benchmark is created from the progression rates achieved by the 2,580 providers in 2013.
Table 1 on page 27 gives the Alps 75% progression rates in column D for the 11 GCSE bands
4. The progression rate benchmark allows a provider to compare its actual progression rates to the national benchmark.
Educationally we believe, and have the evidence, that students who achieve an E grade or higher at AS level should
and can progress successfully to A level. In some schools and colleges students may do a mixed programme of study.
For example a student taking two AS levels with a BTEC certificate in the first year of study, and one A level and the
BTEC certificate in the second year, would not be included in the calculation of the progression score. In such
circumstances it is important to refer to the student performance report, as this includes all A level and BTEC/OCR
qualifications achieved, to obtain an overall view of courses completed.
5. Table 1 on page 27 shows the actual and expected A level student progression rates for an example school or college
and compares them with the progression rates for providers at the 75th percentile in the national benchmark (column D).
The national data clearly shows that students in the lower GCSE bands have lower progression rates than those
in the higher ability bands. To calculate the number of students expected to progress the number of AS level students
(column C) is multiplied by the national progression rate (column D). For example, the number of AS level students
(who completed 2 or more AS levels) in the band of ability 5.5-5.8 was 13: of these 11 completed 2 or more A levels,
a progression rate of 84.6% (column G). The target progression rate (derived from the 75th percentile provider in the
database) is 86% (column D), therefore on average we would have expected 11.2 students to progress (column E).
In this example the actual progression rate (84.6%) is less than expected (86%).
6. To calculate a providers progression score the total number of AS level students completing 2 or more A levels
is divided by the expected number of students using the 75th percentile benchmark. In our example 53 students
completed 2 or more A levels out of the 72 who completed 2 or more AS levels. The expected number of students
who progressed (based on the numbers progressing at the 75th percentile provider in the database) was 59.3, therefore
the progression score is 0.89. Schools and colleges have been ranked by their progression scores to produce the student
progression thermometer (see page 27). As with the other Alps indicators grades are assigned. This enables a school
or college to see clearly how they compare with other providers. In our example the progression score of 0.89 is a grade
5 which is a solid outcome as it matches the performance of schools and colleges between the 60th & 40th percentile
in the national benchmark.
7. Schools and colleges who have students on a mixed programme of BTEC and A level will need to interpret this
report carefully and understand the story of the group of young people in this report. For example, some providers
allow a course of one A level to be studied alongside a BTEC Diploma, and this will affect the inputs which inform
the progression score.

Number of exams taken - The third column on the table is called No. Exams. This column shows
the number of A level and BTEC entries that each student has taken. The target number of subjects
for all ability students is 3 subjects.
If a student hits or exceeds their target number of subjects the No. Exams column is coloured RED.
If a student misses their target number of subjects the No. Exams column is coloured BLUE.

RED students - Students who have achieved both the target number of subjects and also the target
grades in their subjects are termed Alps RED students and their identifier is coloured RED.

10. RED student % thermometer - At the top of the Student Performance Table the % of students that
are Alps RED students is shown. We have calculated this value for all schools and colleges in the Alps
benchmark and these results are shown on the RED student % thermometer. This gives an indication
of how many of your students were Alps RED students compared to national performance.

Student Performance Report - A level programme students only
1.

This report was new in 2013 and indicates how the students who were on pure A level programmes have
performed. This allows comparison without the influence of BTEC qualifications on the indicator.

2.

The same methodology for the Student Performance Report - combined A level & BTEC is applied to this subset
of students.

3.

Students are ranked by initial GCSE score in this table, running from 8.0 (straight A* grades) to the lowest GCSE
score in the year group, usually around 4.0 (4/5 grades of C and 4/5 grades of D at GCSE).

4.

There is one line per student. Each line shows the number of subjects per student, the A level and BTEC subjects
taken and grades they achieved. A level General Studies is not included.

5.

Explanation of the Alps grading system


1. In the pages following, your institutional data for A levels is compared with a large dataset created
from data collected in 2,580 providers covering A levels taken by 241,036 students in over 685,377 entries
in June 2013.
2. There are 8 key indicators for you to consider, which should help you as a provider to create agendas
for development leading to higher levels of recruitment, retention and achievement.

A.

A level student numbers


The number here represents the number of students that have been included in the Provider A level value added Quality
and Breadth score calculation. The number represents students that have attempted 2 or more A level examinations.
Students attempting fewer than 2 A level examinations and those with no GCSE score in the data received to produce
the report are not included in calculations relating to Provider A level value added Quality and Breadth scores and banded
results calculations. However, students completing 1 A level are included in the single subject reports and the calculation
of RED and BLUE teaching and learning scores and therefore in the T score.

B.

AS level student numbers from the previous year


This is the number of students that successfully completed 2 or more AS levels in the previous year. This number is used
to generate the Alps student progression score.

C/D.

Alps student progression score and grade


A description of this indicator can be found on pages 52-53.

E.

% students (2 or more A levels) on a mixed study programme


This is the percentage of students who have completed 2 or more A levels, who have also completed a vocational
qualification as well.

F/G.

Total Exam Entries (excluding A level General Studies and the Extended Project Qualification)

1. The national database is created from the results of 685,377 A levels taken by 241,036 students in June 2013
in 2,580 providers, from the Department for Educations full national dataset for 2013. The performance of
providers can be measured against the data in the benchmark.
2. A provider that achieves as well as or better than the best institutions within the benchmark data is a high
performing provider: conversely a provider that performs as poorly or worse than the lowest achieving institutions
in the benchmark is a relatively poorly performing provider.
3. The data shown on the previous page is shown in a tabular form on the page opposite.
The key pieces of information that can be compared are:

4. The coloured RED, BLACK or BLUE boxes relate to your institutions performance relative to the benchmark.
The higher the coloured box appears in the table, the better the average performance of the students as measured

performer in that band in the benchmark data.
6. The lowest box indicates a performance worse than the worst performer in that band in the benchmark data.

Alps A level - Analysis of students banded by ability 4 year summary


1. The top table on the opposite page again shows the performance of your students over 3 or 4 consecutive years
that have been banded by their GCSE grades and measured against the benchmark dataset. The information
in the form on the previous page is replicated in a different form in this table. There are, however, two differences.
2. The performance in each band is represented by a grade instead of being shown in tabular fashion. The grades
correspond exactly to the boundaries on the previous page. A grade of 1 is equivalent to the top square in the
previous table (outstanding performance). A grade of 9 represents the bottom square (poor performance).
The table shows a 4 year summary of the data instead of the 1 year summary represented before. This horizontal
data highlights trends over time.
3. Alps grades are given 1 to 9. Each grade represents:

The challenge is to get out of the BLUE and move towards the RED. If you are already
in the RED the challenge is to stay there. Continuous improvement is the underlying theme.

In some providers there are clear messages from this page:


Occasionally the UCAS points per subject scores are significantly higher in the top bands than in the UCAS points
per student table, indicating that students in these bands could achieve higher if they were entered for more
A level exams.
Sometimes the bottom 2 or 3 bands show significantly lower performance than the other bands in the providers.
This can indicate that the systems in place in an institution may not be not geared to teaching the students with more
modest prior attainment. A similar but reversed pattern would indicate that higher achieving students are not being
stretched perhaps.
The Alps analysis of students banded by ability gives another perspective for creating key agenda items
for discussion and action.

Alps A level - A level (VA) Quality and Breadth Indicator


The Alps national target scores for UCAS Points per student are used to calculate your Provider A level value added
Quality and Breadth indicator. The page opposite shows this calculation for your school/college for the present year.
It is divided into four sections.

Section 1 Expected UCAS points (this is the top section on the page opposite)
Each of the Alps GCSE bands is displayed in the table at the top of the page opposite.
The student numbers column shows the number of students in each GCSE band for your year group.
The Expected UCAS points total per student column shows the Alps aspirational UCAS points per student target
for each of the GCSE bands.
The Total Expected UCAS points column is calculated by multiplying the student numbers by the expected UCAS
points per student in each GCSE band. This gives an expected UCAS points total for each GCSE band.
At the bottom of this column is a total of the Expected UCAS points for this year group, defined as the number
of UCAS points that would be gained by the year group if on average they performed to the same level of the 75th
percentile scores in the Alps 2013 benchmark.

Section 2 Actual UCAS Points (this is the middle section on the page opposite)
The grades that score UCAS points are listed in the left hand column of the table
The number of each grade achieved by students is listed in the number of entries column

Column 2 Subject value added score: This is a measure of the comparison between the actual UCAS points
scored by the subject year group and the expected score using the 75th percentile scores for the basket of all
subjects. The higher this is, the better, and generally scores of 1.00 or above are more than satisfactory,
though a score of 1.00 in one subject does not equate to a score of 1.00 in another. Each subject has its own
thermometer scale. For example a value added score of 1.00 in mathematics will achieve an Alps grade 3,
whereas in sociology a value added score of 1.00 will achieve an Alps grade 6.

Column 3 Subject grade: A subject grade from 1 to 9 is assigned to each subject Value Added score.
The subject grades have been calculated by looking at the performance of large sets of students in the dataset
taking the particular subject. Subject grades are comparable between subjects. A grade 3 in mathematics
is an equivalent departmental performance to a grade 3 in art nationally.

Subject grades are colour coded:


Results above the benchmark 75% are highlighted in red and show outstanding to excellent achievement.
Results between the benchmark 25% and 75% are highlighted in black. This indicates very good to below average performance.

On the opposite page there are three tables that relate to the quality of teaching and learning in your provider
to those in the Alps national dataset. This page will briefly summarise the content of these tables.
The first two tables contain the same information displayed in different ways. Each section in one table will
correspond to the same section in the other table. The third table is a grouped summary of the first two.

Table 1 Subject grades using numbers of students in each grade band


The figures from table 1 are computed straight from the subject analysis page on page 47. Each subject on the
subject analysis page is given a subject grade from 1 to 9 (1 is the best, 9 is the worst). All learners who were taught
in subjects that achieved a grade 2, can be said to have experienced grade 2 teaching and learning in those subjects.
Table 1 shows how many students experienced teaching and learning at each learning quality grade for each year.
For example, if there were 6 chemistry learners and 12 mathematics learners taught to grade 2 in 2013, and if these
were the only departments to gain a grade 2, there would be 18 in the grade 2 column and the 2013 row of table 1.
This information gives a picture of the range and the quality of the teaching and learning.

A high number in bands 1, 2 and 3 shows a large number of students being taught and learning with high quality.
A high number in bands 4, 5 and 6 shows a large number of students being taught and learning satisfactorily.
A high number in bands 7, 8 and 9 shows a large number of students being taught and learning relatively poorly.

Table 2 shows the same information as table 1 in percentage terms. This allows easier interpretation of the values
shown in the table.

Table 3 shows similar information to table 2 but with the results of subject grades grouped together as follows:
Grades 1, 2 and 3 in table 2 are grouped together into a RED teaching band in table 3.
Grades 4, 5 and 6 in table 2 are grouped together into a BLACK teaching band in table 3.
Grades 7, 8 and 9 in table 2 are grouped together into a BLUE teaching band in table 3.

Table 3 gives an overview of levels of performance in the provider.


A high percentage of RED teaching and learning indicates that there is a large amount of high quality teaching
and learning in the institution.
A high percentage of BLUE teaching and learning indicates that there is a large amount of poor or very poor quality
teaching and learning in the institution.
Alps has analysed the amounts of red and blue teaching and learning obtained by the providers in the benchmark.

Alps A level - National benchmarks


T score
The Alps 3 year T score can provide a more accurate overall picture of the performance of a school or college
than the Provider A level value added Quality and Breadth score alone. It gives extra weight to the quality of teaching
and learning over the number of subjects taken, which in extreme cases can distort the Provider A level value added
Quality and Breadth indicator for some schools and colleges.
Provider A level value added Quality and Breadth score
The Provider A level value added Quality and Breadth score shows the overall student performance within a provider.
This indicator takes into account the number of subjects taken per student as well as the quality of teaching and
learning of the subjects.
% RED Teaching & Learning
The % RED teaching & learning indicator shows how many students experienced teaching and learning at a high
level in a school as measured by examination performance. This measure takes into account variations in subject
value added scores and focuses on performance in each subject. This measure does not take account of the number
of subjects taken per student.
% BLUE Teaching & Learning
The % BLUE teaching & learning indicator shows how many students experienced teaching and learning at a poor
level in a school as measured by examination performance. This measure takes into account variations in subject
value added scores and focuses on performance in each subject. This measure does not take account of the number
of subjects taken per student.
Creating a 3 year T score
Each of the measures above is graded each year. The grading system ranges from 1 to 9 with 1 being the best,
5 being average and 9 being the worst grade achievable.
The 3 year T score for a provider sums all of the grades for each indicator over the last three years and averages
the result.

The 3 year T score is equal to the average of these 9 results = 44/9 = 4.89
The table shown above provides several pieces of information. The Provider A level value added Quality and Breadth
score is around 5 for all three years which is close to the national average. The % RED teaching & learning is a grade
3 or 4 in all three years. This indicates a high number of students in classes performing well. The % BLUE teaching
& learning is a grade 6 or 7 in all three years. This indicates a high number of students in classes performing below
target.
So from these three indicators we can see that the school performs averagely overall but there is a large number
of classes that perform well and also a large number of classes that perform badly to produce this average result.
The 3 year T score brings together all of these factors to give one score that represents the performance in all three
of these indicators over three years.

The Alps T score thermometer


We have created a T score thermometer that shows the position of schools against the position of the 2,580 providers
that undertook Alps analysis in 2013. The position of each provider on the thermometer gives a good indication
of the performance relative to national performance.
A provider that appears high up on the thermometer has done well, a provider that appears towards the bottom
of the thermometer has done relatively poorly.

Alps A level - Student progression score


Success rates for A and AS level courses compare how many students achieved their qualification aims with the
number who started the courses. Success rates are separate for the AS and A level year. A result of this is that
success rates take no account of how many students progress from AS level to A level programmes of study.
In response to requests from schools and colleges, we have developed a student progression score which will enable
you to compare how your student progression rate from AS to A level compares with the national average.
Educationally we believe, and have the evidence, that students who achieve an E grade or higher at AS level should
and can progress successfully to A level. The Alps student progression report aims to focus attention on these
students to create an agenda about how best to serve such students in the future.

Section 1 AS to A level expected and actual student numbers


The Alps student progression score measures the number of students in each GCSE band that completed two
or more AS level qualifications and went on to successfully complete two or more A level qualifications. These results
are compared to the Alps benchmark progression in each band. By comparing the actual and expected progression
in each band the Alps student progression measure gives a fair progression measure that takes into account prior
attainment.

The table opposite show the banded student numbers in your provider for AS in 2013 (column C)
and for A level in 2014 (column F).

Column D shows the Alps 75th percentile progression targets in each band.

Column E shows the expected number of A levels in 2014. This is calculated by multiplying the number
of AS levels in 2013 with the Alps progression targets. This can be compared to the actual number of A levels
in column F to see how your progression compares to the expected progression in each band.

Column G shows your progression percentage in each band. This is calculated as: number of AS levels
in 2013/Number of A level students in 2014.

How is my Alps score calculated?


Alps is designed to look at groups of students.
1. On the top left is a table titled Expected UCAS points. This shows how many students are in each band and what
their expected UCAS points outcome would be if they performed at the same level as the top 25% of providers
across the country. In this example we would expect 1,359 UCAS points in total.
2. To the right is the actual grades this group achieved, so the Total actual UCAS points was 1,280.
3. The subject VA score then combines these to give an Alps score, in this case 0.95.
4. The ICT subject specific thermometer shows that when comparing this ICT department with all other ICT
departments nationally, a score of 0.95 puts it just above the 60th percentile.
5. The list of students is in descending GCSE score order and shows how each student performed. By looking at this
list it is possible to determine if there is a particular group of students who appear to have underachieved relative
to the minimum target grades. By identifying potential weaknesses in performance, staff can be sure to focus
on students who may underachieve in their current classes.

What is an Alps subject thermometer?


Each subject has its own benchmark thermometer that compares that subject department to all other departments
of the same subject in the DfE national data set. An Alps score of 1.00 means that all students have achieved their
target grades. In the above, the top 25% of ICT departments score 0.99 nationally. For ICT, most students in the
national data set achieve their minimum target grades. If your subject has a score above 1.00 at the 75th percentile
then this means that in your subject a proportion of students nationally is exceeding their minimum target grades.

This report is useful in indicating how students in a year group fared in attempting to reach the
aspirational Alps targets.

Students are ranked by initial GCSE score in this table, running from 8.0 (straight A* grades) to the
lowest GCSE score in the year group, usually around 4.0 (4/5 grades of C and 4/5 grades of D at GCSE).

Alps A level - Student progression


Progression measure
In 2009 we introduced the Alps student progression report that measures the number of students that gain
2 A level courses after completing 2 AS level courses the previous year (See page 53).
Progression is an important dimension to the Alps report. Educationally we believe, and have the evidence,
that students who achieve an E grade or higher at AS level should and can progress successfully to A level.
The Alps student progression report allows schools and colleges to measure if the number of students progressing
from AS level to A level is good, average or below average by national standards. As with all Alps value added reports
the student prior attainment is taken into account in the measurement of progression performance.

Student performance - progression


In 2010 we added the Student performance - Progression report. This new report takes progression down
to the level of the individual student.
The following pages list students that completed 2 or more AS levels in the previous year and then did not progress
to sit 2 or more A levels this year along with the subjects they sat and the grades they achieved at AS level in the
previous year. This report allows the senior management to look at each individual student and ask the question:

Why did this student not complete 2 or more A levels after completing at least 2 or more AS levels?
For many students there can be valid reasons for inclusion in this report:

The student re-sat their AS level subjects

The student completed only 1 A level alongside a BTEC or another A level equivalent examination

The student moved away and sat the AS or A level year in another school or college

For each student the story will vary. Reflection on these reasons for non-progression on a student by student basis
will inform the senior staff if each student was best served by not progressing to A level after completing their course
of AS study.

Progression performance
At the top of the first page of the Student performance - Progression report is a sentence explaining your Alps
progression performance this year. Your progression performance adds context to this report.
A good progression rate (Alps grades 1, 2 or 3) suggests that the number of students in this report is low and is less
than we would expect to see taking into account the student prior attainment in your school or college.
A progression rate that is relatively poor by national standards (Alps grades 7, 8 or 9) suggests that too many students
appear on the page opposite and that other schools and colleges with a similar student profile would have a lower
number of students that do not progress from AS level to A level.

Health warning
The students in this report are matched across 2 years by using the student identifier sent through to Alps when you
submitted data. If the student identifiers do not match between one year and the next then the students in this report
will not represent students who failed to progress.
You will know if this happens as the number of students that appear in this report will be far higher than the number
of students that appear not to have progressed in your student progression report on page 53.
If there seems to be a much higher number of students in this report than you would expect, and on investigation
many of them do progress to do 2 or more A levels, then it is likely that the student IDs do not match over 2 years.
To correct this you can resubmit your data for the previous year using the same student IDs as your current years
data and we will re-run your report to give you accurate information in this report.
