Reduce Potheads and Crackheads Act

BE IT ENACTED BY THE MILLERLAND CONGRESS


1 SECTION 1: FINDINGS

Congress makes the following findings:

1) The passage of the Act finds that increasing education and awareness of the
4
harmfulness of narcotics and drug addiction will effectively bolster the prevention of
5
citizens become drug addicts.

2) Depressants, opioid and antidepressants are responsible for more overdose
7
deaths (45%) than cocaine, heroin, methamphetamine and amphetamines (39%)
8
combined.
9
3) Of the 1.4 million drug-related emergency room admissions in 2005, 598,542
10
were associated with abuse of pharmaceuticals alone or with other drugs.
11
4) Teens who abuse prescription drugs are twice as likely to use alcohol, five
12
times more likely to use marijuana, and twelve to twenty times more likely to use
13
illegal street drugs such as heroin, Ecstasy and cocaine than teens who do not abuse
14
prescription drugs.

5) The use of medicinal marijuana should be allowed as it is a step into
16
advancing Americas medicinal front, and that with more strict policy on whom may
17
receive the prescription may effectively reduce the amount drug abusers.

19 SECTION 2: PURPOSE

This bill provides that the emphasis of drug regulation be shifted from
21
indictment and punishment to prevention and education, research on common
22
addictive drugs be publicised and increased, the public be educated for the purpose
23
of preventing harmful drug addiction, and unfair incarceration be reduced and
24
rehabilitation boosted instead.

26 SECTION 3: GENERAL PROVISIONS

1. Channel funds from prison security (especially those primarily concerned
29
with drug owners) into drug rehabilitation centers and research.

2. Increase government funding into drug education, and establish that drug
31
education is mandatory in all public high schools.

3. Increase government funding into research on drug addiction and
33
rehabilitation.

4. Allow the use of narcotics be prescribed by doctors, with the fit integrity
35
requirements, and increased research on its use in medicine and possible side effects
36
as a drug.

5. Maximum sentence for illegal drug possession (unless associated with drug
38
trafficking) across all states will be held at 2 years.

40 SECTION 4: DEFINITIONS

1.
Prevention: Reducing the percentage of the American population addicted
42
to/in danger of being addicted to drugs.

Indictment: Punishment by fines or incarceration.

3.
Drug Education: Increased awareness of the harmful effects of drugs and
45
the likely consequence of becoming addicted to drugs.

4.
Integrity requirements: Doctors may be liable to dishonestly prescribing
47
patients with drugs, so with an integrity title, only honest doctors will be allowed to
prescribe narcotics to patients.
5. Rehabilitation center: Centers providing inpatient and outpatient care for
drug addicts, whether through detox, counselling, therapy, and recovery, etc.
