In Much 2007. Shelby County Sheriff Mark Luttrell reque'ted a meeting about pal1ieipating in
the 287(g) program. On April 9. 2007. Assistant Special AgeDt in Charge Roland Ion ... Group
SUpen'isor Jeffrey Powell and Supervisory Detention and Deportation Officer (SDDO) James
MOlUlCC mmet with Sheriff LuareU and members of his staff in Memphis, Tennessee.
Sheriff Luttrell, who was interested in the correctional officer implementation model. had
previously reviewed. the informational materials on the 287(g:) program and discussed the
program with Sheriff Daron Hall in Nashville, Tennessee. ASAC Jones discussed in detail the
purpose. scope, limitations and responsibilities of the Title 8 delegated authority program,
including the time and financial commitments necessary for success and the ICE 1'C6OUtCes
available to support his request. At the conclusion. Sheriff Luttrell indicllted he would Lake the
inronnation under advisement and further review.

On June 28, 2007, sono Mounce met again with Sheriff Luttrell and members of his staff.
The Shelby County jail had conducted a survey of prisoner intake over a specific period and
dcletmined !hat only 4% of prisoners processed claimed fOreign birth, As a IeSul~ Sheriff

work extensively with DRO in the CAP process.
