Structure report under the following headings:

Introduction including overview of area inspected and activities taking place


this report follows a workplace inspection of the warehouse of Misr petroleum
company in Sohag,Egypt on 28th March 2015 and identifies good & poor
practices to comply with companys policy, ILO occupational safety and health
convention C155 and Egyptian Labor Law no. 12 for the year 2003; for the aim
of continuous improvements of Health and Safety System in the company. That
leads to decreasing in accidents, increasing productivity, therefore the profit.

-The warehouse in Sohag has a big area about 31,500 m2 divided into three main
areas as following:1-Tank farm area includes eight petroleum product storage tanks.
2-Boilers area contains two water-tube boiler units .
3-workshop area contains miscellaneous forming machines .
4- Stowage area where spare parts and materials are stored.

5- Platform area contains four loading arms working individually.


6-Adminstration building where general manager, sub-managers, employees are
located.
-The warehouse is occupied by 128 workers in addition to visitors and
contractors crew.
-The main activity of Misr Petroleum Company is marketing of petroleum
products. the warehouse in Sohag related to Misr petroleum Co. is used for the
storage of petroleum products and distributing source in Sohag area where trucks
are used for delivery to clients & petroleum services stations in Sohag
government and nearby places.
-About 8,000 liter of petroleum products are stored in tank farms.
Potential hazards including fire, Noise, health, exposure to petrol vapor and other
biological, chemical, mechanical and electrical risks are most properly to occur.
-this inspection focuses on different activities inside the warehouse of Sohag.
- This inspection was conducted according to policy of the company,Egyptian
Labor Law no. 12 for the year 2003 that amended by law No.90 for the year 2005
and law No. 180 for the year 2008 and the legal Formulae of disputes and cases
of workers according to the Egyptian labor law and ILO occupational safety and
health convention C155 .

Executive Summary
It was pleasing to observe an aesthetic and clean administration building ,
good lighting and many facilities of welfare.Twenty negative observations were
observed during inspection in Sohag warehouse of Misr Petroleum Co.
Many different risks such as fire, falling, ergonomics, biological, physical and
chemical were observed. Fire risks and manual handling injury were frequent
inside the warehouse. Many other important observations were discussed in the
finding part of this report. All details of these observations seen during this

inspection are attached at the end of this report.Also mentioned below the
conclusion and the most urgent recommendations that are to be done.
Main findings of the inspection
3, 1-Observation 1,3:- risk of fire,
-Dealing with about 8,000 litres of petroleum products, stored in storage tanks
inside the tank farm,Any leakage around those tanks from the
feeding(marketing) valve can lead to catastrophe while presence of any possible
spark .Also,workers carrying non explosion proof light battery to determine the
petrol tank level at night, can increase the risk of causing fire
-For control measure,following immediate and long term measures should be put
into action:
workers must be informed by risk of fire
Petrol Pumping shall be stopped till maintenance takes place
Provide Explosion proof light batteries.
Change the system of manual determination by another automatic one.
Followed by monitoring for correct operation
Clean the area from petrol spillage.
- this observation violates the Egyptian labor law number 12 of 2003year and not
comply with its items for safe workplace, this can charge the organization with
penalties and legislation actions.
-the cost of the suggested control measures is about 10,000 L.E(Egyptian pounds)
3, 2-Observation 2,20- risk of falling,
-it is observed that many activities happen on the roof of the tank such as getting
a sample from the stored product or determine the product level inside the tank
and this requires climbing stairs of the tank so, if the stairs of the storage tank are
broken, it will risk the workers to fall and this which already been observed in
stairs of (tank 4).

-control of this observation is by informing workers by warning them of falling


risks immediately and apply suitable maintenance to the stairs/ladder without
welding within two days and continue to monitor work practices with storage
tank stairs/ladder ongoing. Carry out risk assessment during working on ladders.
A Use-Of-Ladders training should be carried out. Introduce automatic sounding
system in tanks

-this observation violates the Egyptian labor law number 12 of 2003year and not
comply with its items for safe workplace, this can charge the organization with
penalties and legislation actions.
-the cost of this corrective action is 2000 L.E.
3, 3 observation 9,10-risk of health hazard of chemical fumes
It is observed that exposure to vapour of petrol on the platform may lead to
chronic effect on health.Also noticed chemical laboratory is used in check and
analysis the products of petroleum for quality assurance and this laboratory
includes many chemical materials with different quantities .However, different
containers contain a kind of acidic substances which lead to fumes inside the
laboratory, and exposure to those fumes of acidic substances may lead to irritant
and allergic dermatitis to workers of laboratory so workers must be informed of
the risk of health hazard of acidic fumes immediately, also providing them with
personal protective equipments. Try to eliminate the acidic substances or reduce
its amount within working hours also the duration of exposure to chemical fumes
shall be reduced and providing workers with instructions, trainings and
supervision. this observation violates the Egyptian labor law number 12 of
2003year and not comply with its items for safe workplace, this can charge the
organization with penalties and legislation actions.
- Cost of control action is about 7000L.E

3, 4 Observation number 11 &12 Biological risk


-it is observed that biological risks are in waste handling during storage or
collecting also eating and drinking during work time in workplace area may lead
to contagious infections that may transmit among workers and also
contamination of food by oil and grease may lead to ill health.
-Control of this biological hazard need to inform workers by the risk of it to raise
the awareness of them, also workers have to wear suitable personal protective
equipments and guidance posters must be placed and labeled containers must be
use .
-it is necessary to provide workers with instructions, training and good
supervision monthly.in a six-month time frame a place for having meals shall be
assigned isolated and hygiene maintain.
- this observation violates the Egyptian labor law number 12 of 2003year and not
comply with its items for safe workplace, this can charge the organization with
penalties and legislation actions.
-cost of this corrective action is about 25,000 L E
3, 5 Observation no.17 Risk of working on confined area.
-through the inspection on tank farm area , it is observed that one of the storage
tanks is in engineering inspection and there are some contractors workers were
doing tasks without work permit,this risk may lead to fire and explosion hazards
-Control of this risk requires stop working immediately, isolation of all energy
sources, issue permits of work before starting job also suitable environment
conditions such as adequate lighting and good ventilation can reduce risk.
-Good supervision is important for workers to know how to face such difficult
conditions.
-determination of lower explosion limits (LEL) and oxygen level inside the tank
-wearing comfortable personal protective equipments is very important.

- this observation violates the Egyptian labor law number 12 of 2003year and not
comply with its items for safe workplace, this can charge the organization with
penalties and legislation actions.

Conclusions:- This report explains a workplace inspection of sohag warehouse of Misr


petroleum Co on 28th march 2015 and also identifies good and poor
practices which have to take place.
- This inspection focuses on alternatives for solving numbers of poor
practices where bad management of hazards were in place including health
hazards which resulted from vapour of petroleum and asbestos.
- During this inspection it was noticed that some areas are at risk of fire,
injury or ill health and they are in need of many improvements under the
ILO
Occupational safety and health convention C155 and Egyptian Labor law
no.12 of year 2003 which means that employers have a responsibility to
ensure the equipment is safe or not safe before using, including the
carrying out of different measurements to protect themselves and others
who may be in workplace or in contact with equipments.
-Fire, manual handling risk assessment after storage and handling of
petroleum need to be carried out immediately in order to comply with ILO
gaudiness on occupational safety and health management system also
comply with Egyptian Labor law no.12 of year 2003 part 5 to ensure the
safety of workers .
- Workers should have continuous training to remind them of the
consequences of fire risks and manual handling issues.
- Health and safety need to be first priorities and at high quality as failure
of risk management specially in petrol activities can lead to prosecution

and compensation claims which can only have an a adverse effect on the
warehouse In sohag .
So i suggest that the below recommendations are to be implemented as
soon as possible according to company's priorities.
-the advantages which company can get when applying the corrective
actions are that decreasing the number of accidents , increasing workers
moral and decreasing the loss of equipments also decreasing illness of
health and increasing of company reputation finally company will get
high profit which also benefit all workers.
