Narrative:
‘On February 18, 2015 J was contacted by the Warren County Jail Staff and
advised that WLFI News Anchor Dan Klein was requesting that I contact hin, I
contacted Klein and he stated that he was in Warren County in reference to aosrzara0is 1323 Feo Poozions
‘complaint about mimal neglect and or abuse, Klein advised that he had received a
complaint from oat of state about horses that were located at 8045 W 600 Sin
Warren County. The original compleinant was apparently familiar with
nn bad ceived their information from her. The horses that were the
center of concern selong (0 (I GME Ex-Boyfriend) | advised
‘Klein of the history of the situation and stated that I would be on my way to see the
horses.
1 met Klein 11 0 ANN residence a short time later and was able
to see the five horses in question. In my personal opinion I do not believe the horse
to bein grave concition but certainly not inthe heelthiest condition either. Ali of
the animals appeared to be in need of grooming but only one appeared to be “too”
thin, The one horse was ¢ darker brown color and I could see the hip bones, ribs
‘and spine ofthe animel. I had seen this animal or what I believe to be the same
animal months earlier When WEP and IR were stil living together. The
horse had just been terribly sick and apparently « Veterinarian hsd been
‘dministering to itsneeds. The appearance of the horse this day appeared to be
very similar to it appearance months earlier. While looking atthe horses 1 observed
‘what was lef of lirge round bale of hay inthe pasture and « blue barrel cut in
half used for water. observed that the pasture was maybe 10 acres total and had a
large ridge running the west side, While this ridge would block the wind and
provide some shelter I observed no legitimate man made shelter for the animals.
(QWMMD vised that she was concemed thatthe horses were esting the bari off of
several of the tes inthe pastare and wht she edvised was hes property. did
(observe several tees with the back removed from e few feet off the ground to
severtl feet above my head. Due to previous investigations dealing with horses I
‘was aware that horses will strip bark off trees when they become bored no because
they are hungry. A was also very concemed over where INhad placed
his fence line, QM) advised that the fence was actuelly over onto her propery by
1 few feet. I advised that the fence was a civil matter and that she needed t0
address that problem with her neighbors who own the pasture or have the Warren
County Circuit Judge address the issue. I suggested taking photos of the fence and
damaged tres to have if it needed to go to civil cour.
Before leaving the property IIMB arrived atthe neighbor's residence.
WMMBae iad brought fresh water out to the horses, I addressed what Ife to be a
‘Violation forthe lackof shelter and he advised that there had been a shelter but it
had fallen down, NIMindicated that he was going to be replacing the crude
shelter the following Jay. NBO described the shelter as a Jean-to with one wall
and s 1008 SINR icdicated that everything he needed was there he just needed toosiza2o1s 1328 cy onsiooe
ppt it back up. [requested that when he finished the job to please contact the
‘Warren County Jil and notify us that the problem had been rectified da
agreed to do so.
My two concerms from the call are the one horse and te lack of legitimate
shelter. eel tha some follow-ups should be done to make sue the horse doesn’t
et ors nt ese ties infect provi some sort of sheer even
if the horses don't seit.
Treceived a call from Sg the following night QM advised that he
‘had finished the shelter and notified Kuiper also. I then contacted Kuiper to
cconficm. Kuiper advised that he had received a call fron QJM and that he would
0 and check on te shelter the nextday.
(On February 27, 2015 I met with Kuiper at the Warren County Jil, Kuiper
advised thatthe State Vet was had received e complaint about the horses and that
they were going to meet with us at 2:00 PM. At 2:00 PM Craig Bowen
Veterinarian for District 4 in Indiene met with us atthe jail and followed us to the
Deck property where the horses were located. Kuiper and I both attempted to
ona MN 20 soscess, Once on soene Bowen edge tha sone ofthe
horses were in good condition but he was only really concermed with one. The one
horse (sume I photographed earlier) was in need of medical care. However he was
lable to get close to the aninmals and had to do his evaluation from a short
distance. Due to the lack of knowledge as to why the animal was in tha
it would require a vet to examine the animal in controlled environment to
dtermine why the animal was sick, Bowen advised thet he would file a report and
