To utilize the technical and administration expertise to help create structures, systems and
policies that enhance the quality of life of people of our nation and world at large.
Have a reputation for hard-work, integrity and technical expertise. In over 33 years of service
have consistently delivered more, better, cheaper, more effective and lasting solutions. This is
the very habit that helped to ensure that despite all the limitations of a government department shrinking cadre strength, complicated procedures and slow approvals - under my supervision
IWRDs output, in terms of water available for Irrigation, has been nothing short of spectacular.
This has enriched the farmers of Haryana and propelled the state to win back to back prizes for
record agricultural produce. Not just this, today IWRD is the only department that executes a
wide array of activities without much dependence on external consultancy with its in-house
expertise and low cost solutions. This has been widely acknowledged and praised by
stakeholders within the state. This all helped me become the foremost contender for the post of
Chairman, Central Water Commission in the country when Ministry of Water Resources, Govt.
of India decided to look for most eligible expert for the job. Though the lateral entry has been put
on hold as a policy decision, the recognition, the file carrying my name on the top, itself has
motivated me enough to utilize my knowledge and experience in the service of nation further.
PROFESSIONAL EXPERIENCE:

2009-Present

The Job involves five major roles. First, technical advisor to the government in matters relating
to Irrigation, flood control and broader water resources management. Second, administrative
head of the IWRD achieving smooth functioning of the department ensuring compliance with all
legislations and various directives of the Government and the Courts. Third, regulator ensuring
compliance with provisions of Canal Act, periodic revision of water rates and fair distribution of
water with minimum losses. Fourth, planner and manager of finances prioritizing the
maintenance and construction works to be taken up according to the flood risk and water
demand assessment at minimum cost and within the allocated budget. Fifth, Representative of
State in various inter-state, national and international fora and as a Representative of
Government towards various stakeholders.
Key Achievements:
Big boost to administrative infrastructure towards making the system more efficient.
Computerisation of various processes especially the tendering process where-in
electronic tendering was completely adopted.
Better utilisation of existing infrastructure: drains, canals, barrages, bridges and roads;

achieved by persistent focus on maintenance.


Dedicated branch for handling interstate litigation that delivered significant successes.
Creation of infrastructure at record low cost using in-house design and expertise without
any external dependency on costly consultancies.

Succinctly, have provided reliable water supply in larger quantities and in more equitable
manner that has helped the state achieve record agricultural production despite the extreme
variations in rainfall and consistent interstate tussle for water. This along with technical expertise
to develop infrastructure within the narrow fiscal space has enhanced stakeholder satisfaction.

Head the organization and administer the construction and maintenance of Command Area
Infrastructure, to enhance the utilization of water from canals and raise the effective fraction of
canal water in irrigation, through administrative and technical supervision and control.
Chief Engineer,
2008 - 2009
IWRD, Government of Haryana
Two stints, Lift Canal Unit and Bhakra Water Services Unit respectively. Technical
superintendence with main focus on water regulation, utilization and maintenance of
infrastructure: canals, lift pumps, drains and other works. Liaising with other States, Inter-State
boards, stakeholders and other departments to above ends. Quasi-judicial work as Chief Canal
Officer.
Superintending Engineer,
2005 - 2008
IWRD, Government of Haryana
As head of Ambala Circle supervised running and maintenance of canals, drains and other flood
protection works in Ambala, Panchkula and Kurukshetra districts. Liaising with other
departments at district level. Quasi-judicial work as Superintending Canal Officer.

Major stints at Hathni Kund Barrage, Jagadhari Division; Police Housing Corporation,
Chandigarh; various circles, Ambala Division. Design of Irrigation structures, preparation of
Detailed Project Reports, implementation of projects , preparation of cost-estimates, water
quality analysis etc.
Key Achievements:
Construction of WJC Link Channel.
Construction of Pathrala Dam.
Construction of Sinchai Bhawan, Panchkula.
Design of various Irrigation and hydraulic structures.

Technique, Flood routing of reservoirs, Prediction of sediment deposition in reservoirs, Slip
circle analysis of earth dams using quantum graphics technique, Channel routing.
