HAR-BER HIGH SCHOOL CHAPTER


BY-LAWS
ARTICLEI:NAMEANDPURPOSE

Section1ThenameofthischaptershallbetheHarBerHighSchoolChapteroftheNational
HonorSociety.
Section2Thepurposeofthischaptershallbetocreateanenthusiasmforscholarship,to
stimulateadesiretorenderservice,topromoteworthyleadershipand
citizenship,andtoencouragethedevelopmentofcharacterinstudentsof
SpringdaleHarBerHighSchool.

ARTICLEII:MEMBERSHIP

Section1Membershipinthischaptershallbeknownasactive,honorary,andgraduate.
Activemembersbecomegraduatemembersatgraduation.Graduateand
honorarymembershavenovoiceorvoteinchapteraffairs.
Section2Membershipinthischapterisanhonorbestowedupondeservingstudentsbythe
faculty,andshallbebasedonthecriteriaofscholarship,service,leadership,
citizenship,andcharacter.
Section3Eligibility
a.
Candidateseligibleforelectiontothischaptermustbemembersofthe
sophomore,juniororseniorclass.
b.
Tobeeligibleforselectiontomembershipinthischapter,thecandidates
musthavebeeninattendanceforaperiodofonesemesteratSpringdale
HarBerHighSchool.
c.
Candidateseligibleforselectiontothechaptershallhaveaminimum
cumulativeGradePointAverageof3.50ona4.0scale.Thisscholasticlevel
ofachievementshallremainfixedandshallbetherequiredminimumlevelof
scholasticachievementforadmissiontocandidacy.Allstudentswhocanrise
inscholarshiptoorabovesuchstandardmaybeadmittedtocandidacyfor
selectiontomembership.

ARTICLEIII:SELECTIONOFMEMBERS

Section1TheselectionofmemberstothischaptershallbebyamajorityvoteoftheFaculty
Councilconsistingoffivefacultymembersappointedbytheprincipal.The
chapteradvisershallbethesixth,nonvoting,exofficiomemberoftheFaculty
Council.
Thebuildingprincipalshallbethefinalapprovalonallselection
matters.


Section2Priortoselection,thefollowingshalloccur:
a. Studentsacademicrecordsshallbereviewedtodeterminescholasticeligibility.
b. Studentswhoareeligiblescholastically(candidates)shallbenotifiedand
askedtocompleteandsubmittheCandidateapplicationpacketforfurther
considerationforselection.
c. Thefacultyshallberequestedtoevaluatecandidatesdeterminedtobe
scholasticallyeligibleusingtheofficialevaluationformprovidedbythechapter
adviser.
d. TheFacultyCouncilshallreviewtheStudentActivityInformationFormand
facultyevaluationsinordertodeterminemembership.
Section3Theselectionofnewactivemembersshallbeheldonceayearduringthesecond
semesteroftheschoolyear.
Section4Candidatesbecomememberswheninductedinaspecialceremony.
Section5Onceselectedandinducted,allmembersareexpectedtomaintainthestandards
bywhichtheywereselectedandmaintainallobligationsofmembership.
Section6AnactivememberoftheNationalHonorSocietywhotransfersfromthisschool
willbegivenaletterindicatingthestatusofhisorhermembershipandsigned
bytheprincipalorchapteradviser.
Section7AnactivememberoftheNationalHonorSocietywhotransferstothisschoolwill
beautomaticallyacceptedformembershipinthischapter.TheFaculty
Councilshallgranttothetransferringmemberonesemestertoattainthe
membershiprequirementsand,thereafter,thismembermustmaintainthose
requirementsforthischapterinordertoretainhisorhermembership.

ARTICLEIV:DISCIPLINEANDDISMISSAL

Section1Anymemberwhofallsbelowthestandardsofscholarship,leadership,character,
citizenship,orservicemaybeconsideredfordismissalfromtheHarBer
chapteroftheNationalHonorSociety.AmemberoftheNationalHonor
Societyisexpectedtomaintainhisorheracademicstandingandtakean
activeroleinserviceandleadershiptohisorherschoolandcommunity.
Section2IfamemberscumulativeGPAfallsbelowthestandardineffectwhenheorshe
wasselected(3.50),heorshewillbegivenawrittenorverbalwarninganda
timeperiodforimprovement.IfthecumulativeGPAremainsbelowstandardat
theendofthewarningperiod,thestudentwillbesubjecttofurtherdisciplinary
actionbytheFacultyCouncil,whichmayincludeconsiderationofdismissal
fromthechapter.
Section3Ifamemberfailstoperformanyofthepublishedobligationsofmembership,heor
shewillbegivenawrittenorverbalwarningandatimeperiodfor
improvement.Iftheobligationremainsunmetattheendofthewarningperiod,
thestudentwillbesubjecttofurtherdisciplinaryactionbytheFacultyCouncil,
whichmayincludedismissalfromthechapter.

Section4Violationofthelaworschoolregulationscanresultindismissalofamember.
Theseviolationsinclude,butarenotlimitedto,stealing,destructionof
property,cheating,truancyorpossession,selling,orbeingunderthe
influenceofdrugsoralcoholatschoolorschoolrelatedactivities.
Section5Offendersoftheschoolconductcode(suchasuseofprofanity,failuretocomply,
unexcusedabsence,excessivetardiness,etc.)willreceiveawrittenorverbal
warningnotification.Aconferencemayberequestedbyeitherparty(Faculty
Council,student,orparent).Ifthememberisinvolvedinanotherviolationof
theschoolconductcode,themembermaybeconsideredfordismissal.
Section6Inallcasesorpendingdismissal:
a. Thememberwillreceivewrittenorverbalnotificationindicatingthereasonfor
thepossibledismissalfromtheadvisororFacultyCouncil.Thememberand
advisorwilldiscussthenotificationinaconference.Situationsthatinvolve
flagrantviolationsofschoolrulesorthelawcanwarrantdisciplinaryaction
withoutawrittenorverbalwarning.
b. Thememberwillbegiventheopportunitytorespondtothechargeagainsthim
orheratahearingbeforetheFacultyCouncilpriortothevoteondismissal.
TheFacultyCouncilwillthenvoteonwhethertodismiss.Amajorityvoteofthe
FacultyCouncilisneededtodismissanymember(ortheruleofthebuilding
principal).
c. TheresultsoftheFacultyCouncilvotewillbereviewedbytheprincipaland
then,ifconfirmed,expressedinalettersenttothestudent,parents,and
principal.
d. Dismissedmembersmustsurrenderanymembershipemblemstotheadvisor.
e. TheFacultyCouncilsdecisionmaybeappealedtothebuildingprincipaland
afterwardsthroughtheschooldistrictdisciplinepolicy.
f. Whenastudentisdismissedorresigns,heorsheisnolongeramemberand
maynotbereconsideredformembershipintheNationalHonorSociety.
Section7Inlieuofdismissal,theFacultyCouncilmayimposedisciplinarysanctionsupona
memberasdeemedappropriate.

ARTICLEV:OFFICERS

Section1Theofficersofthechaptershallbepresident,vicepresident,secretary,and
treasurer.
Section2Studentofficersshallbeelectedatthelastmeetingofeachschoolyear.All
returningactivemembersareeligibletorunforapositionasanofficer.
Presidentshallbeaseniormember.Allactivemembersofthechapterare
eligibletovote.
Section3Amajorityvoteshallbenecessarytoelectanyofficerofthischapter.Ifthefirst
votedoesnotyieldamajority,asecondvoteshallbetakenofthetwo
candidatesreceivingthehighestnumberofvotes.
Section4Itshallbethedutyofthepresidenttoresideatthemeetingsforthischapter.

Section5Thevicepresidentshallpresideintheabsenceofthepresidentandshallalso
keeparecordofmemberscontributionstoleadershipandservice.
Section6Thesecretaryshallkeeptheminutesofmeetings,andberesponsibleforall
officialchaptercorrespondence.
Section7Thetreasurershallkeeptherecordofchapterexpenses,dues,andallother
financialtransactionsofthechapter.
Section8Theofficersaresubjecttoremovalfromtheirpositioniftheycannotupholdtheir
dutiesoutlinedaboveandeverythingtheyentail.

ARTICLEVI:EXECUTIVECOMMITTEEANDCHARTERTEAM

Section1Theexecutivecommitteeshallconsistofthefacultyadvisorandchapterofficers.
Section2Theexecutivecommitteeshallhavegeneralchargeofthemeetingsandthe
businessofthechapter,butanyactionbytheexecutivecommitteeissubject
tothereviewofthechaptermembers.
Section3Thecharterteamshallconsistoffivememberselectedbythechaptermembers
(votingshallbethesameasstatedinArticleV).
Section4TheCharterteamshalljointheexecutivecommitteeinmakingdecisionson
chapteractivitiesandserviceprojects.

ARTICLEVII:MEETINGS

Section1Meetingsofthischaptershallbemonthly(Calledbyannouncementsorvia
email).
Section2ThischaptershallconductitsmeetingsaccordingtoRobertsRulesofOrder.
Section3Allchaptermembersareexpectedtoattendallregularlyscheduledchapter
meetings.Ifyouaretobeabsent,youMUSTnotifythechapteradvisorpriorto
themissedmeeting.Itwillbedeemedexcusedorunexcused.

ARTICLEVIII:ACTIVITIES

Section1Thechaptershalldetermineoneormoreserviceprojectsforeachyear.
Section2Allmembersshallregularlyparticipateintheseprojects.
Section3Theseprojectsshallhavethefollowingcharacteristics:fulfillaneedwithinthe
schoolorcommunityhavethesupportoftheadministrationandthefaculty
beappropriateandeducationallydefensibleandbewellplanned,organized,
andexecuted.
Section4Eachmembershallhavetheresponsibilityforchoosingandparticipatinginan
individualserviceprojectthatreflectshisorherparticulartalentsandinterests
andasapprovedbythechapteradvisor(5hours/semester).Thisisinaddition
tothechapterprojectstowhichallmemberscontribute.

ARTICLEIX:EMBLEM


Section1Eachmemberofthischapterwhoisingoodstandingwithregardtothe
membershipstandardsandmemberobligationsshallhavetheprivilegeof
wearingtheemblemadoptedbytheNationalHonorSociety.
Section2Anymemberwhowithdraws,resigns,orisdismissedfromthechaptershallreturn
theemblemtothechapter.
Section3Chaptermemberswhoareseniorsingoodstandingshallbegrantedtheprivilege
ofwearingthehonorcordsorotherinsigniaadoptedatthelocallevelat
graduation.

ARTICLEX:DUES

Section1Annualduesforthischaptershallbeaonetimefeeof$40.
Section2DueswillbepayabletothechapterAdvisorwithin30daysofinduction.

ARTICLEXI:POWERS

Section1Thechapteradvisorisgiventheauthoritytosupervisetheadministrationof
chapteractivities,asdelegatedbytheschoolprincipal.
Section2Theprincipalshallreservetherighttoapproveallactivitiesanddecisionsofthe
chapter.
Section3Thesebylawsaredesignedtoamplifyprovisionsofthenationalconstitutionand
cannotcontradictanycomponentsthereof.Thechapterisobligatedtoadhere
totheprovisionsofthenationalconstitutioninallactivitiesitundertakes.

ARTICLEXII:AMENDMENTS

Section1Thesebylawsmaybeamendedbyatwothirdsvoteofthechapter,provided
noticeoftheproposedamendmenthasbeengiventomembersatleastone
monthpriortothevote.TheexceptionsareArticlesIIIandIV(selectionand
discipline),whicharedevelopedbytheFacultyCouncilwiththeapprovalof
theprincipal.
Section2BylawsandamendmentsmustbeconsistentwiththeconstitutionoftheNational
HonorSociety.Additionalarticlescanbeaddedasneeded.Itisoften
convenienttohavethelastarticledealingwithamendments.Also,besureto
includethefollowingattheendofyourchapterbylaws.
