The threat of the leader of the IRAs Patrick ____ certainly rang in the ears of British
governmental officials everyday while the looming theta of the IRA was still posed during the

late twentieth century. THe idea that theterrorists organizations can attack at any time with the
advantage of secrecy adnd surprise on their side is a frightening idea. Additionally, it forces us to
consider how we are to fight them. Specifically during these early years of the twenty-first
century Western democracies have been forced to answer this questionwith troubling results.
Asymmetrical warfare, demonstrative acts of cruelty, and fighting that pushes tat the
bounds of morality have colored the American response to terrorism from the Middle East. One
of the most controversial responses to terrorism around the world is targeted killing. Clearly the
