Collegiate NAfME at EMU

Official Constitution
Preamble
The reason for the formulation of Collegiate NAfME at EMU (a collegiate chapter of the National
Association for Music Education) is to provide music education students with opportunities for
professional development, teaching experience, networking, and building professional
community in the music education program at EMU.
Article I. Student Organization Name
The name of this student organization shall be Collegiate NAfME at EMU.
Article II. Organization Purpose
This student organization is a collegiate chapter of the National Association for Music Education
(NAfME). The purpose of this organization is to provide future music educators with
professional development opportunities that extend and go beyond what these students receive
in their coursework at EMU.
Article III. Membership
Section 1. Rights
All dues-paying members of Collegiate NAfME at EMU shall have the right to hold office and
vote in all mass meetings.
Section 2. Eligibility
Any EMU student majoring in music education or interested in becoming a music teacher is
eligible for membership in Collegiate NAfME at EMU. Membership is open to all students
regardless of race, religion, color, national origin, gender, age, sexual orientation, or disability.
All members and officers must be in good Academic and Judicial standing with the institution.
Section 3. Joining and Dues
To become a member of Collegiate NAfME at EMU, one should enroll in the National
Association for Music Education (NAfME) as a Collegiate Member and choose Eastern Michigan
University as ones institutional affiliation. This can be done via the NAfME website
(www.nafme.org) or through the NAfME Mobile Membership App. In doing so, one will
automatically be added to Collegiate NAfME at EMU membership roster. The cost shall reflect
National and State dues. New members can join at any time.
Once a member is added to the Collegiate NAfME at EMU roster, Local dues of $10 per member
per year are required. These dues will be due annually as announced by the treasurer after
having been decided as the Executive board. If a member has not paid dues by the appointed
date, they shall be unable to vote or hold office until dues are paid in full.
Article IV. Officers
Section 1. Executive Board
The executive board of Collegiate NAfME at EMU shall consist of strongly motivated individuals

who hold current membership in the organization. Officers serve one-year terms. There is no
limit on the number of terms an officer may serve, provided that he or she is re-elected
according to the procedures set out in this constitution.
The executive board will consist of the following officers:
1. President
The President shall:
(a) develop an agenda for all executive board and mass meetings;
(b) preside at all executive board and mass meetings;
(c) meet with the faculty advisor once a month to discuss further development of the
organization and program;
(d) enforce and update the Constitution as necessary.
2. Vice-President
The Vice-President shall:
(a) publicize meetings and other activities;
(b) coordinate the membership drive;
(c) maintain membership records;
(d) contact guest speakers with suggestions from the executive board;
(e) preside at all executive board and mass meetings in the absence of the President.
3. Secretary
The Secretary shall:
(a) record the minutes of all executive board and mass meetings;
(b) email all minutes to all members within two days of each meeting;
(c) handle correspondence for the chapter, including thank you letters to speakers;
(d) report chapter activities for publication in state or national periodicals;
(e) take attendance at all executive board and mass meetings
(f) keep record of all materials relating to the history of Collegiate NAfME at EMU.
4. Treasurer
The Treasurer shall:
(a) compose a proposed budget each semester;
(b) maintain all financial records;
(c) state the balance at all executive board and mass meetings;
(d) organize at least one fundraiser per semester;
5. Technology Chair
The Technology Chair shall:
(a) oversee and update the organizations website;
(b) oversee and update the organizations Facebook page.
Section 2. Advisor
Collegiate NAfME at EMU shall have a faculty advisor. The advisor shall:

(a) be a current member of NAfME;


(b) be a member of the music faculty, dedicated to the preparation of music educators;
(c) act as a liaison between the EMU Department of Music & Dance and Collegiate
NAfME at EMU;
(d) share NAfME promotional and recruitment materials with returning and prospective
member students;
(e) distribute NAfME publications to members;
(f) explain the nature, purpose, and function of NAfME during chapter meetings;
(g) promote the benefits of NAfME Collegiate membership to students and faculty
during orientation meetings, methods classes, and other department functions;
(h) discuss and promote professional behaviors and attitudes among chapter members;
(i) encourage interest and participation of students in NAfME Collegiate on campus and
at state and national conferences and events;
(j) help officers fulfill their respective duties, including the maintenance of chapter
records.
Section 3. Nominations, Time of Elections
The executive board shall call the Nomination Meeting no later than April 1 for the purpose of
nominating new officers. All members shall be able to nominate members for any office,
including themselves, for any number of offices. Each nominated member has one week
following this meeting to submit to the Secretary a short explanation of their qualifications and
what they seek to accomplish while holding office. The secretary shall email these submissions
to all members one week after the Nomination Meeting.
Section 4. Method of Election, Term of Office
One week after the Nomination Meeting, voting shall open for officers using BallotBin.com. The
polls shall be open for one week. New officers shall be officially installed by the retiring
President at an executive board meeting called by the President at the first time all new officers
can meet. The term of office shall be one year or until the officers successor is elected.
Section 5. Office-Holding Limitations
No officers shall be eligible to serve more than two consecutive terms in the same office. In the
event that there are fewer than five qualified members to hold office, one member may hold two
offices. The President and Vice-President may not hold another office.
Section 6. Vacancies
In the event of a vacancy in any office, either by resignation or removal, an interim officer shall
be appointed by the President and approved by the executive board. If the office of President is
vacant, the Vice President shall temporarily fulfill his/her duties. A special election must then be
held to elect a new officer.
Section 7. Special Elections
If it is necessary to hold a special election to fill a vacancy, the President shall be responsible for
calling a Nomination Meeting as soon as possible. The procedure shall be the same as during
normal elections as outlined in Article IV, Sections 3 and 4.

Article V. Meetings
Section 1. Executive Board Meetings
Executive board meetings shall be held at least twice per month. The president shall be
responsible for polling the executive board members to determine a date and time at which the
greatest number of board members are available. The President shall give at least one weeks
notice of each meeting.
Section 2. Mass Meetings
Mass meetings shall be defined as meetings at which all members are present. Mass meetings
shall be held as needed, determined by the executive board. The president shall be responsible
for determining the date and meeting time based on the availability of board members and
general members. The President shall give at least one weeks notice of each meeting.
Section 3. Nomination Meeting
The Nomination Meeting shall be a mass meeting. The executive board shall call the Nomination
Meeting no later than April 1 for the purpose of nominating new officers, as outlined in Article
IV, Section 2.
Section 4. Special Meetings
Special executive council or mass meetings may be called by the President and executive board
upon written request of 25% of the membership. The purpose of the meeting shall be stated in
the call. Except in the case of emergency, the President shall give at least three days notice of
the meeting.
Section 5. Quorum
Three officers shall constitute a quorum for executive board meetings. One half of the
membership shall constitute a quorum for mass meetings.
Article VI. Committees
Section 1. Finance Committee
If desired, the President shall appoint the members of the Finance Committee to aid in the
duties of the treasurer. The Finance Committee may from time to time make amendments to the
budget, which may be adopted by a majority vote of the executive board.
Section 2. Programming Committee
If desired, the President shall appoint the members of the Programming Committee to plan all
programs. This committee shall report at all mass meetings regarding upcoming programs.
Section 3. Other Committees; Presidents Ex-Officio Committee Membership
Such other committees, standing or special, shall be appointed by the President as the executive

board shall from time to time deem necessary to carry on the work of the chapter. The President
shall be ex officio a member of all committees.
Article VII. Parliamentary Authority
The rules contained in the current edition of Roberts Rules of Order Newly Revised shall
govern Collegiate NAfME at EMU in all cases to which they are applicable and in which they are
not inconsistent with this Constitution and any special rules of order Collegiate NAfME at EMU
may adopt.
Article VIII. Amendment of Constitution
Amendments to this Constitution require a 2/3 majority vote in a mass meeting. Proposed
amendments must be emailed to all members no less than one week in advance.
