RLC Online Testing Information

This package contains all forms and instructions for advisers and proctors required for the
RLC online testing during December 11-16, 2014, and January 7, 2015. Refer to the attached
checklist. Please use the following information to ensure that your school-site testing center
is in order. If all efforts to set up the technology in the school have been exhausted, please
contact me immediately for alternative testing arrangements. Please instruct students not to
take cell phones or other electronic devices to the testing area. Students may no longer
furnish their own calculators. A calculator application is provided with the online testing
system. Students may also use the calculator function in Microsoft Windows.
Please review your testing packet and verify that you have online testing login sheets for each
student participating in an online testing event. If you do not have a testing login sheet for a
member that is registered for an online testing event, please send an email to
conference@georgiafbla.org at least one day prior to your scheduled testing session. Please
note that you will not have login sheets for those who are competing in performance events or
who have submitted entries in the prejudged technical or skills events.
Operating System. Ensure that your school site-testing center meets the system
requirements. The testing program will work on Pentium II 450 or higher (or equivalent).
Choose the fastest machines available with the best Internet connection. Verify this
requirement prior to your testing date.
Sample Trial Test. You are strongly recommended to make sure that you can operate the
online testing system on your computers. You can test the online testing system on your
schools equipment by clicking on the online testing link.
To access the trial test and ensure that the online testing system is compatible with your
schools technology, please go to: http://www.techfluency.org/esess and enter the following

Please share this information with your technology coordinators so that they can assure that
your students have access to the testing site. Additionally, because the navigation of the
online testing system has changed, all students are encouraged to take the sample test to
become familiar with navigating through the testing application.

Online Testing Guide. The online testing system is very intuitive. However, if your students wish to review the
online testing guide prior to the testing session, you access the online testing guide at
http://www.techfluency.org/esess/ParticipantGuide/Intro.html.
Browser. The testing program is best viewed using Internet Explorer 5.0+. The program will work at 800 x 600
or higher resolution, but is best viewed at 1024 x 768 resolution. Remind the proctor to set the resolutions before
logging into the testing program. Click on Start, click on Settings, click on Control Panel, click on Display, click
on Settings, go to Screen Area and change to 1024 x 768.
Proctors. You should use the proctor you listed on your registration form. If there is a change, you must report
this prior to your testing session for approval. Remember, proctors may only be advisers from another chapter or
school administrators, guidance counselors, technology coordinators, or media specialists at your school. Under
no circumstances may another teacher at your school serve as a proctor. Chapters that use an ineligible
proctor will result in your members being disqualified. Proctors should be familiar with technology.
You may be present to observe the testing but you may not lend any assistance to your members once testing has
begun. However, any login or testing issues that arise during the testing should be reported to technical support
by your proctor. If a student needs an extension of time, this request must come from the proctor.
Following the testing session, your proctor must send an email to conference@georgiafbla.org listing the times
and competitors tested and verifying that all testing and proctoring procedures were followed. This email must
be sent from your proctors address. Emails sent from the advisers email account will not be accepted.
This email should be sent immediately after the testing session, but no later than 24 hours after the end of the
session. Competitors will be disqualified if this email is not received by Georgia FBLA. If your school system
has issues sending emails to georgiafbla.org addresses, please send this email to georgiafbla@aol.com.
Testing Period. Online testing will begin Thursday, December 11, and continue through Tuesday, January 16,
and then resume on Wednesday, January 7, from 7:30 a.m. until 7:00 p.m. each day. Members competing in the
same event MUST take their test at the same time. Students will only be allowed one login per test. They must
take the test during an uninterrupted period. Technical issues that cannot be resolved must be reported to me
immediately. Please review the enclosed Online Testing FAQs with your proctor so that he/she is ready for the
online testing session. All testing must be completed by 7:00 p.m. on January 7. The testing system will be
locked and no tests will be administered after this date. If you are testing on this final day, please ensure that your
network is up and running during your testing period.
Return of Testing Materials. Proctor Certification Forms must be completed and signed by your proctor and
returned with your materials. Failure to return a signed certification form will result in disqualification of all
competitors. If multiple advisers are serving as joint proctors for multiple chapters, each adviser must sign the
certification form (make additional copies, if necessary). A certification form must be returned for each testing
session. Please make sure your proctor instructs all competitors to sign their participant certification forms. If a
form is not returned or is returned unsigned, that competitor will be disqualified. Your proctor should verify this.
Do not mail these forms back to the state office. You will need to turn these completed forms in at the conference
registration desk at the conference, prior to the start of performance events. Failure to do so will result in
disqualification of all competitors. Advisers, please do not forget to bring these materials with you to the region
conference. If your chapter is not attending the Region Leadership Conference, you should either have a
neighboring school turn these materials in for you or you may mail them to the state office:

Technical Support: Please make sure that your proctor has the technical support number. That number is 678523-2694. I will have several individuals assisting me during the day with technical support issues. Therefore, it
is extremely important that your proctor calls that number rather than other numbers that you may have for me. I
will be on the road and involved in several meetings during the testing period so I will not be able to answer my
other phones during other parts of the day. If you are missing tests or participant sheets, you must send an email
to monty@georgiafbla.org at least one day in advance. We will not be able to create test IDs or add tests during
technical support calls. All tests assignments were based on RLC registration. No additional changes will be
accepted at this time as the last day to make changes was Tuesday, December 9.
Proctors Packet. You may share the instructions, script and FAQs with your proctor prior to the testing time.
This proctors packet includes login IDs and passwords for each registered online competitor. Note: Competitors
in performance or technical events will not have a login sheet as they do not participate in online testing. Login
names were copied from the registration form. If there is a misspelling, please instruct the student to log in using
the misspelled name. Please review the enclosed competitors sheets for accuracy. If there are changes, please
send an email immediately to conference@georgiafbla.org so that this change can be made to the official
competitive event rosters.

Georgia FBLA Online Testing FAQs


Q: Can students take tests at different times during the testing period?
A: Yes, students do not need to take their test all at the same time for RLC competition. However, students
competing in the same events must take their tests within the same testing time block. Failure to do so will result in
disqualification.
Q: What happens if my proctor is unable to administer the test?
A: You must arrange for another individual (limited to school administrator, guidance counselor, media specialist, or
an adviser from another chapter) to proctor the tests. Under no circumstances may another teacher or adviser at
your school proctor the tests. If an ineligible proctor is used, your students will be disqualified. If you are unable to
get another independent individual to proctor the tests, you must reschedule the tests during the period of December
11-16 and January 7.
Q: What happens if I have to reschedule the test to another date?
A: If you are simply just changing the testing date/time but keeping the same proctor, you need to send an email to
conference@georgiafbla.org giving the new testing date and time. However, if you are making changes to your
proctor, you must complete a new RLC Online Testing Sites Form (link on LiveBinder). The rescheduled date must
be on December 11, December 12, December 15, December 16, or January 7.
Q: What happens if a competitors name is misspelled on their Participant Certification/Login Information Form?
A: Students should login using the spelling given on their form, even if incorrect. If it is incorrect, have the student
cross out the name on his/her form and spell it correctly before returning it to the state office.
Q: What if a student is unable to login using the given login name and password?
A: The proctor should immediately contact Technical Support at 678-523-2694 to have the password/login ID reset.
Q: How will anyone know who actually proctors the test?
A: A major premise of the online testing process is honesty when dealing with who serves as the proctors. The state
office will contact a random sample of the proctors following the testing to make sure those individuals actually
proctored the online tests.
Q: What happens if a student is absent on the day of testing?
A: If the student is absent on the scheduled day and needs to test on another day during the testing window
(December 11-16, 2014, and January 7, 2015), he/she may do so, provided an independent person (limited to school
administrator, guidance counselor, media specialist) is able to proctor the test. However, any other students signed
up for the same event(s) as the absent student must also wait until the make-up date. If two students competing
in the same event do not test at the same time, the students will be disqualified. No make-up tests may be given after
January 7.
Q: What happens if the Internet is not available at the school during the testing?
A: The testing session must be rescheduled to another period during December 11-12, December 15-16, or January 7.
If you plan to test on Wednesday, January 7, please note that all tests must be completed prior to the end of day on
Wednesday, January 7, so no makeup sessions will be allowed after January 7. If you run into a technical issue on the
final day (the network goes down), you unfortunately will not be able to test after January 7. We discourage chapters
from waiting until the final test day as this eliminates any safety net. Advisers should work with their local
technology department ahead of the time to ensure that internet traffic is permissible, stable, and normal during the
scheduled testing session. In a worst case situation, a hard copy test will be emailed to the proctor to be administered
should the system be unavailable during the scheduled testing session. In this case, the proctor should contact
Technical Support at 678-523-2694 at the beginning of the testing session.
Q: What if a student is unable to take the test during the scheduled testing window?
A: The student will be disqualified as all unused test IDs will be deleted at 9:00 pm on Wednesday, January 7.
Because results will need to be tabulated on January 7, no one will be permitted to take a test after that date.

Q: Are students taking the same test permitted to sit next to each other?
A: No. Students competing in the same event must have at least one workstation between them. If possible, it is
recommended that there be one empty workstation between all competitors. However, students competing in different
events may sit next to each other.
Q: Are students permitted to print any portions of the test?
A: No. No portions of the test may be printed.
Q: What if a students computer freezes during the test?
A: The proctor should note the amount of time lost. Generally, the student should be able to simply re-launch Internet
Explorer and login again. Under some circumstances, the students may need to go to another machine to complete the
test. If possible, it is highly recommended that proctors already have several workstations available and booted up
should students need to go to another machine. Answers to questions already answered will not be lost. Once the
test has been clocked, if the student needs more time due to a technical malfunction involving the testing system, the
proctor needs to call Technical Support at 678-523-2694 immediately to request additional time. Please do not make
this request until the student has run out of time. The student may not leave the room as any additional time will only
be granted for that testing session. The student will not be allowed to finish the test at another time. Additional time
for a later testing session will not be granted. Additional time will only be granted for technical issues involving the
online testing system, and not for scheduling conflicts involving the competitors.
Q: What happens if a student does not sign or return his/her Participant Certification Form?
A: The student will be automatically disqualified. All Participant Certification Forms must be returned at the Region
Leadership Conference registration desk. If you are not attending the Region Leadership Conference, you should mail
the tests to: Georgia FBLA, 3316-A South Cobb Drive, Suite #229, Smyrna, GA 30080. These sheets must be
received by January 12 if you are mailing them.
Q: Does the Proctor Certification Form need to be returned?
A: Yes. The Proctor Certification Form must be returned at the conference as well with the other testing materials. If
you are not attending the conference, you should mail it to Georgia FBLA, 3316-A South Cobb Drive, Suite #229,
Smyrna, GA 30080, so that it is received in the Georgia FBLA office no later than January 12. If the form is not
returned or is unsigned, the students tests will be disqualified.
Q: Who signs the Proctor Certification Form if multiple advisers serve as group proctors?
A: If multiple advisers serve as group proctors for multiple chapters, all advisers serving as proctors must sign the
certification form (make additional copies if necessary).
Q: What needs to be returned to the state office?
A: You only need to return the Proctor Certification Form, the individual Participant Certification/Login Information
Forms, and any scratch paper used. You do not need to return the online testing proctor script, FAQs, or proctor
instructions. All materials must be returned at the conference or mailed so that it is received by January 12.
Failure to do so will result in disqualification of competitors.
Q: What if a student brings a calculator to the test?
A: Students may not furnish their own calculators. There will be a calculator function within the online testing
application that students can use. Students may also use the standard calculator function with their computers
operating system.
Q: Are the students permitted to visit other sites on the Internet during the test?
A: No. Proctors must actively supervise the students during the test to ensure that they do not go to other sites on the
Internet. The only application, other than the testing system, that may be open during the test is the calculator. After
accessing the testing system, the students should close the www.georgiafbla.org website.

Q: Are students permitted to use scratch paper or reference materials during the test?
A: Students may use blank scratch paper when taking the test. Any scratch paper written on must be returned with
the certification forms. However, they may NOT use any reference materials during the test.
Q: What if a student feels the test contains a bad question?
A: The student should note the event name and test question number and then provide an explanation as to why
question either contains multiple correct answers or no correct answers. Due to time considerations, these explanations
should be written once the student is finished with the test. These appeals need to be emailed to Monty Rhodes at
monty@georgiafbla.org no later than January 7.
Q: Are students answers saved automatically?
A: If a student takes the test in the individual question mode (default), the answers will be saved to the system after
he/she advances to the next question. So, in the event that the system crashes or your computer loses its network
connection, the answers will be saved. In the student is taking the test in the Review Page, the system will save the
answer once the answer is selected. Students should not click the DONE button as this will lock the test.
Q: What happens if the system locks the test before the 45-minute period is over?
A: Occasionally, with some versions of operating systems, a fluke will happen and the students test will be locked
before the 45 minutes are over. If this is the case, you should call Technical Support at 678-523-2694 to have the test
reset. If you get the voicemail, they are likely helping someone else on the other line. Please send an email to
monty@georgiafbla.org for assistance.
Q: What if a student doesnt see the navigation buttons?
A: The student should make sure that the testing window is fully maximized. The student may also need to scroll
down to find the buttons. If the buttons still are not visible, exit the testing system and log back in.
Q: Are the answers saved after the student submits the test?
A: Yes, answers will be saved. Once a student submits his/her tests, the test should then be marked completed.
However, there are times when it is not marked completed. Please be advised that answers have been recorded and the
question has been scored even if the test is not marked completed. You may find that after a student has completed a
tested, it will not be logged as Locked. Please know that the test has been recorded (each answer is sent to the server
when going to the next question when using the Individual Question mode). The test will eventually be locked, even if
for some reason, it does not show this.

Proctor Instructions and Information Online


Thank you for agreeing to support the educational and career preparation of FBLA by agreeing to serve as a Proctor
for this competitive event. Your involvement and commitment makes this program possible for our students. We
appreciate your willingness to help!
As you prepare to administer the event, please take a few minutes and familiarize yourself with the appropriate event
guidelines and with the instructions that follow. It is important that the guidelines and instructions be followed
carefully to ensure fairness to all competitors. If you have any questions or require clarification, please email Monty
Rhodes at monty@georgiafbla.org or 678-231-7640 prior to the testing. Should any issues arrive during the testing
session, please contact Technical Support at 678-523-2694.
Before the Event:
1. Familiarize yourself with the test instructions so that you will be better prepared to anticipate the needs of your
students.
2. Familiarize yourself with the equipment and facility in which the testing will take place. Be sure you know how to
turn on the machines, access the Internet, troubleshoot common problems, etc. You need to check specifically for
if students can log onto the computers and also access the Internet.
3. Verify that students will be able to sign into a local network. The program is best viewed using Internet Explorer
5.0+. The program will work at 800 x 600 or higher resolution, but is best viewed at 1024 x 768 resolution. Set
the resolutions before participants log into the program. (Click on Start, click on Settings, click on Control Panel,
click on Display, click on Settings, go to Screen Area and change to 1024 x 768).
4. Students competing in the same event must not sit next to each other. Please note that there are no longer
collaborative test for any events. All competitors will take separate individual tests.
5. You should distribute the login sheets/certification forms to each competitor. It is imperative that the students
enter the login information exactly as provided on the sheet, even if names are spelled incorrectly.
6. For those students that do not show, please cross through their Participant Certification Form(s) and write NO
SHOW across it prior to sending it back to the state office. Please note that some students may be testing in a later
session.
7. Students may not furnish their own calculators. There is a calculator function that is available within the online
testing application. Cell phones with calculator functions must also not be used. Students may use the basic
calculator application provided by the computers operating system. A student may not use an application such as
Excel to calculate values.
8. Students should not have any other application other than the calculator application (if necessary) open on their
desktops during the test.
During the Event:
1. It is important that the one-hour time limit indicated for each event is strictly followed. Once the clock has started
on an event, it will continue to run. The clock will not be stopped for any reason as it is run by the system.
2. Students are permitted to review their test and change answers as necessary during the course of the hour.
However, the students are not allowed to print any portion of the test.
3. Students are not permitted to visit any other site on the Internet. As a proctor, you should strictly and closely
monitor the students at all times making sure no one is accessing a screen other than the testing system.
4. Proctors are not to provide ANY assistance in using the software. Proctors are permitted to assist only with
equipment problems (i.e. screen freezes, network connections, etc.).

5. If the students are not able to access the Online Testing system, are not able to access the Internet, or the Internet
goes down for a significant portion of time, you should call Technical Support immediately at 678-523-2694.
6. If a system locks up during the test, please reboot the machine or have the student move to another machine.
Please keep in mind that clock continues to run during this downtime. Please keep track of the downtime. If you
find at the end of the test that the student needs more time, you should call Technical Support immediately at 678523-2694. Extra time will only be granted to students who do not complete their tests and lose time because of a
system malfunction. Many tests are designed so that most students do not complete the test within the hour given.
7. If a student finds that he/she is unable to change their answers because of a system issue, you should have the
student write the number of the question as well as the new answer they wanted to select. Include the first several
words to differentiate one selection from another; do NOT simply provide A, B, C, or D as the orders are
randomized for each student. This should only be done if the system is malfunctioning and not allowing the
student to change his/her answer during the permitted hour. Once the time has ended, the student will not be able
to change their answers and thus must go with the answers already in the system. Include the students name,
school, and event on this sheet and fax to Monty Rhodes at 770-216-1749.
8. If a student is unable to view an image/chart/graphic, please call Technical Support immediately at 678-523-2694
and this image will be emailed to you.
9. Observation of cheating or any other unethical conduct should be report to the state office immediately.
After the Event:
1. If a student is competing in two events in a separate session, you should pull his/her participant login sheet as
he/she will use the same login information for both events.
2. After the students complete the test, they may leave. However, before they leave, each student must sign the
Participant Certification Form. You must also complete the Proctor Certification Form. A separate Proctor
Certification Form must be completed for each testing session. These materials must be placed in an envelope and
must be returned to the conference registration desk at the Region Leadership Conference. Forms not returned
during registration hours may result in disqualification of all competitors. If you are not attending the Region
Leadership Conference, these must be mailed no later than the day after the test.
3. Upon completion of the testing session, the proctor must send an email to conference@georgiafbla.org listing the
testing times, the competitors tested during that session, and a general statement that all competitors were
supervised without any assistance. This email must come from the proctors email account. Emails from an
advisers email account will not be accepted. If your school system has issues sending emails to georgiafbla.org
email addresses, please send this email to georgiafbla@aol.com.
4. Return the following materials in an envelope to the adviser to turn in at the conference registration desk:
Participant Certification Forms for each participant signed by each competitor. Unsigned or unreturned
participant certification forms will result in disqualification
Proctor Certification Form signed by you
All scratch paper used by participants
Any unused Participant Certification Forms
Any other materials used in proctoring this event.

Proctor Script Online (Subject to Change)


NOTE: Instructions to the Proctor are printed in regular type. Information which should be read to the participants is
printed in bold font.
Contestants must use a computer to complete these events. Allow students time to set up their equipment and ensure it
is working properly and are able to access the Internet.
Announce to the contestant(s):
Each of you will take a separate test today. You should not be sitting next to another competitor or
team in the same event as you. Please listen to me carefully and do not jump ahead of me in the screens.
If you do so, you may lose time to complete this test.
Instruct the students to now access the online testing system at this time. They should open the Georgia FBLA online testing
site at http://www.techfluency.org/esess.

You should now attempt to log into the system. You must enter your organization/school name, first
name, last name, and password exactly as you were given. At the login screen, enter G-A-space-F-B-LA as the Organization/School Name. You must then enter your first name, last name, and password
exactly as provided on the Login Sheet, even if the name is spelled incorrectly. Once you have entered
these correctly, you may click the <Log In> button but do not proceed further.
Wait for students to login. Once all students have successfully logged in, they should be at the Honor Code page.
You should now review the Honor Code. Upon reading the Honor Code, you should click the
CONTINUE button. Clicking this button signifies that you have read and agree to follow the Honor
Code. Do not proceed further.
Wait for students to review the Honor Code. Once they have all have all reviewed the Honor Code, they should be at
the Participant Menu.
You are not allowed to use any reference materials during the taking of this test. No other application
should be open on your computer at this time. You are not allowed to refer to any other website during
the taking of this test.
You may not use your own calculator. There is a calculator function within the testing application and
you may also use the Calculator provided with Microsoft Windows under the Accessories menu.
You will have an hour (or 45 minutes for Middle Level) to complete the test. Once you begin the test,
the online clock will begin. After an hour, the test will be automatically locked.
It is imperative that you do not click the BACK or REFRESH button on your Internet toolbar. You
should only use the navigation buttons presented on the testing screens. If you use the BACK or
REFRESH buttons you may need to login again and you will lose valuable time.
If the screen locks up during the test, you simply need to close the application and log back into the
application. If you do not see your navigation buttons, make sure your testing screen is completely
maximized. If you continue to not see your buttons, close the application and log back in.
You may view the test in the individual question mode or via the Review Page.

When in the Individual Question Mode, After answering a question, you should click on the Save
Answer button, not the Next or Previous button for your answer to be sent to the server. You will
still be able to change your answer during the Review phase.
PLEASE NOTE: If you select an answer and click the Next or Skip button, your answer may not
be sent to the server.
If you are taking the test in Individual Mode and it is taking a while to go from one question to another
or your screen is freezing, click on the Review button and complete the test in the Review mode. Each
time you select an answer, it will save it to the server. While on the Review Page, do NOT click the
Submit for Grading or Close Assessment button as this will lock your test and you will lose valuable
time. You can go back to Individual Mode by clicking on the Next or Previous Button. Again, do
not click on the Submit for Grading or Close Assessment button until you are finished with the test.
If you have to log out and log back in, the system will return you to the first unanswered question.
However, the clock continues to run once you have started the test.
Once you select an answer, you may change that answer up until the time you lock the test by clicking
the Submit for Grading button.
Once you have completed the test, you must then report to me to sign the Participant Certification
Form. Your score will not be validated until you have signed this form.
If you are competing in a second event, you may then begin that test as soon as you complete the first
test.
All results will be announced at the Awards Program at the Region Leadership Conference.
Once you are ready, you may click on the BEGIN button under the Assessment column.
The Test Proctor may assist with any hardware problems. The testing system will only allow an hour to complete the
test (45 minutes for Middle Level). If a student is unable to spend the entire time testing, he/she will not be permitted
to finish the test later in another session. Proctors should keep distractions, including conversation, to a minimum.
Please sign the Proctor Certification Form, and return it along with this script and all other event materials to the
adviser to return at the Region Leadership Conference. You must also send an email to conference@georgiafbla.org
listing the testing times and the competitors testing for each testing session. This email must come from the proctors
email account. Emails from an advisers email account will not be accepted. Thank you for your help!

As Proctor for the above indicated event(s), I certify that the following statements are true.

If I am an adviser of a chapter with a competitor or team competing after this test, I did not view the questions on the test to give
my students an unfair advantage over the competitors I proctored.

5.

I was the only person in the room, other than the competitor(s), during the testing.

6.

I gave no help to the competitor(s) beyond that allowed in the instructions (i.e. equipment problems).

7.

I proctored each student and no competitor(s) used any textbook, reference materials, website, or other aids not specifically
allowed in the Event Guidelines. Competitors did not speak to each other during the test.

I attest that all test materials generated are the original work of the competitor(s) unless otherwise allowed in the event guidelines.

9.

I attest to the fact that no test materials were saved, copied, or printed in any way, and no test materials remain in my possession or
in the possession of anyone else at this location.

I have enough computer knowledge to assist the students with logging in to the network and accessing the Internet.

When completed, collect all required testing materials and place in an envelope. You should then give this
envelope to the adviser to return at the Region Leadership Conference registration desk.
You must then send an email to conference@georgiafbla.org listing the times of testing, the competitors
tested, and a general statement that you proctored the test and the students did not receive any assistance.
This email must come from your email account, rather than the advisers email account. If your school
system has issues sending emails to georgiafbla.org email addresses, please send this email to
georgiafbla@aol.com instead.
