Ladies and Gentlemen:
2014. Is this 1984?
I arrived in MN in 1997. The first place I took my 2 yr old daughter to visit was Lego
Land. I am not going to lie to you I have never liked malls however, given the nature of

the weather in Minnesota specifically in winter and because we really enjoyed Camp
Snoopy we acquiesced. Post 9/11 I am going to be honest with you I have been
supremely adamant about not only spending $$ at MOA because of the rise of what I
felt was not only racial profiling but, overzealous policing in light of the Obama See
Something/Say Something Department of Homeland Security programs. I understand
this very high profile place might be a potential threat but I feel many of the persons of
interest the mall security and Bloomington Police have targeted were neither enemies
of the state nor potential security risks. I also feel this mall practices a very narrow
minded and racially motivated trajectory in the methodologies it employs to keep
people safe and unfairly targets persons of color for every potential risk from the
vantage point of asset protection to criminal elements. Statistically, shoplifters tend to
be the least of most retailers worries as internal employee shrink is really the issue
as is supplier based shrink:

In other top line U.S. findings, employee theft outranked shoplifting as the biggest
source of shrink, and fashion and mobile phone accessories, power tools, wines and
make-up products ranked among the most stolen merchandise in the United States.
The study, underwritten by Checkpoint Systems, was carried out in 2014 by The Smart
Cube and Ernie Deyle, a retail loss prevention analyst. It was conducted in 24 countries
among 222 retailers representing $744 billion in sales in 2013.
While shoplifting is the biggest cause of all retail shrink in 16 of the 24 countries
surveyed, in the United States, employee theft ranked first at 42.9%, with shoplifting

It is my belief that the Bloomington City Attorney Sandra Johnson has violated the
Minnesota Rules of Professional Conduct section 3.6, 3.8 and 8.4. The rules can be

These rules govern the conduct of all attorneys in Minnesota. I firmly believe that this
attorney has violated this and/or other sections of the rules of conduct and I plan on s
filing a report. IN my opinion, Ms. Johnsons recent news release today threatening to

target individual activists and pursue civil liability for financial losses incurred and
criminal charges endured doing the peaceful demonstration is completely insane and
a waste of public resources. The MOA has declared since BEFORE the onset of the
planned demonstration and stated it is a privately held space; please explain to me why
we are using public resources to not only intimidate but, unlawfully create not only a civil
case but a criminal case? We do not need public servants abusing the law and using it
as a tool to stifle the protected constitutional rights of the citizens of Minnesota and on
a local level-the Twin Cities.
Specifically this attorney has appeared to create a crime out of thin air, the act of
"inviting people illegally to an event on Faceboook". Bloomington city attorney Sandra
Johnson threatened that this action can bring legal sanctions. There is no crime in any
Minnesota statutes that can be possibly construed as "inviting people illegally to an
event on Faceboook".
By taking these actions the attorney in question has attempted to paint potential
targets in a lawsuit with the brush of criminality, and bias a potential jury pool before any
trial. By using the media to communicate this message Attorney Sandra Johnson
appears to have violated the rules section 3.6(a). I believe other violations also may have
occurred against section 8.4, I would encourage you to read the rules and see what
other violations have been committed by Bloomington city attorney Sandra Johnson.
It my right as a citizen to file a complaint against this attorney since I believe as I do
many of the Twin Cities public that a violation exists. If you are an attorney you "shall
inform the appropriate professional authority" if you believe a violation has occurred as
listed in the rules section 8.3(a).

I for one do not plan to support any store, which is currently anchored, franchised or
located as a unique start up of any sort. I have also empowered my communities of
color to also do the same. This includes online resources as well. There are plenty of
other places to shop, be entertained, see a film and/or visit. We have also discussed
NOT using any corporate cards from any of the anchor stores at MOA. You do not
possess a monopoly on entertainment or consumerism. However, I do not plan on
ever ordering, shopping or consuming anything from any retailer from one year from
this date unless the MOA public acknowledges their history of harassment of people
of color, changes their persons of interest protocol and trains their security staff
to deal with all clients in the same manner.

I think this is at an all time low for you, your fellow Twin Cities denizens and in general an
embarrassment to the nation as well. I mean riot gear and hiring extra law
enforcement from other agencies was a choice you took which not only was ridiculous
but, overzealous. SHAME. This is structural violence.
I also feel many of you are responding from a place of supreme privilege and I dare to
say white privilege it might behoove you to perhaps educate yourselves on some of the
theories we all hold dear and what #blacklivesmatters was initiated as an activism
hashtag. From the creator herself Alicia Garza #blacklivesmatter:
I created #BlackLivesMatter with Patrisse Cullors and Opal Tometi, two of my
sisters, as a call to action for Black people after 17-year-old Trayvon Martin was
post-humously placed on trial for his own murder and the killer, George Zimmerman,
was not held accountable for the crime he committed. It was a response to the antiBlack racism that permeates our society and also, unfortunately, our movements.
Black Lives Matter is an ideological and political intervention in a world where Black
lives are systematically and intentionally targeted for demise. It is an affirmation of
Black folks contributions to this society, our humanity, and our resilience in the face

So here is a guide to help each of you perhaps gain some insight as to why we are
here. Here is what I like to call my why be ignorant and in the dark, when you can
reach towards the light? Why are all these people of color, black people and insert
expletive so angry? We arent we are just fed up.

Young Leaders of Color Under Attack from MOA and Bloomington Attorney:
The Mall of America and Bloomington Police decided to shut down stores during a
peaceful gathering on Saturday where 3000 community members sang carols and
chants dedicated to black youth slain by the police.
City of Bloomington attorney Sandra Johnson says she will seek restitution for loss of
profits and police resources from young people of color she claims to identify as
organizers. These carols honoring Black youths Tamir Rice and Mike Brown should
have been welcomed with same the warmth and spirit of generosity as the 7,000+
gathering to sing in honor of a young white man who lost his life to cancer. Instead
Saturdays group was met with riot gear.
As a community, we are saddened by Mall of America and attorney Johnsons decision
to misdirect public resources to protect corporate profits instead of supporting justice
for Black people at this critical time in our nations history.
Its clear that the Bloomington City government, at the behest of one of the largest
centers of commerce in the country, hopes to set a precedent that will stifle dissent
and instill fear into young people of color and allies who refuse to watch their brothers
and sisters get gunned down in the streets with no consequences.
We also must be clear: #BlackXmas was not organized by any individual or small
group, but was a collective response and effort by the 3,000 community members and
families in attendance who can no longer remain silent to the injustices perpetrated
upon their communities.
