No.Q.13018/6/2009-Al V&MC (RD) Ministry of Rural Development Government of India Monitoring Division V&MC Cell Krishi Bhavan, New Delhi Dated 24 December 2009 To Secretary (RD) All States and UTs Subject: Guidelines for Vigilance and Monitoring Committees for Rural Development Programmes at State/UT and District levels — Clarifications -reg Sir, The guidelines regarding Vigilance and Monitoring Committees for Rural Development Programmes at State/UT and District levels forwarded vide this Ministry's communication no. of even number dated 26" August 2009 provide that “The district Administration may incur expenditure on holding the meeting of Vigilance & Monitoring Committees as per the norms applicable. The total expenditure should not, however, exceed Rs. 50,000 per meeting and the bills will be cleared by the DRDA of the State administration based on actual”. Nowa in this regard were earlier issued vide this Ministry's letter number Q.13018/2/2004-AI (RD) dated 6" July 2005. In this connection, the following clarifications are issued for the use of the District Vigilance & Monitoring Committees. 1) Non official members of District level V&MCs may be entitled for reimbursement of expenditure on local travel within the district for attending the V&MC meetings. : 2) Daily allowance may be allowed to non official members at the rate of Rs.150/- per day or at the State Government DA rate which ever is lower. 3) The District Administration may incur expenditure on light. refreshment, arrangement of venue, minimum stationary required, etc. " 4) The total expenditure should not exceéd Rs.50,000 per meeting and the bills will be cleared by the DRDA administration based on actuals, 5) Regarding other logistics and infrastructural facilities required for the functioning of the District V&MCs, the facilities available with the District Headquarter may be made use of. vi. No expenditure would be allowed on items like computer, office accommodation, furniture, telephone etc. vii. The expenditure should be maintained at the district level and claims should be made by DRDA based on actuals. viii.
