For the purpose of Section 15(4)(a) of the Professional Engineers Act, the two certificates of good conduct

and character of the applicant shall be given by two responsible persons who are not immediately related to
the applicants, but who have known the applicant for two years or more and have had opportunities of
judging his conduct and character.
