    Step 3:from right top to bottom left hold your mouse and draw......as shown in the picture

    Step 4: you wil get some thing like this


    Step 5: from here on you need to use Dodge/Burn Tool and Smudge Tool alternatively.Start
    with Dodge.... hold down your mouse and draw a cloud.....

    Step 6: use smudge tool around the corner of the cloud and smudge it.....
    step 7: again Dodge tool...

    Step 8: again Smudge Tool.....


    step 9: upon repeated use of Dodge and smudge Tool you can create beautiful clouds....
