DEMANDS BY CHEMICAL & METALLURGICAL (CMT) CADRE FOR
CONSIDERATION IN 7
TH
CENTRAL PAY COMMISSION.

Introduction:-
Chemical & Metallurgical Organization is engaged in testing and certifying of all raw
materials and vital safety items like Wheels, Axles, Springs, Bogie frames and
controlling production-processes in the manufacture of Rolling stocks / Coaches,
thereby assuring usage of standard materials and ensuring safety of travelling public.
The Railway Board Management Services has considered C&M Organization as the
back bone of entire Quality Control and preventive maintenance exercise of all
Engineering departments.

Role of CMT staffs:-
To ensure the effective quality control and safe running of trains following important
functions are performed by CMAs & CMS working in the Chemical and Metallurgical
wing of Mechanical Department in Indian Railways:
i) Testing and certifying of all raw materials and vital safety items and assess suitability
of metallic and non-metallic items like Wheels, Axles, Springs, Bogie frames and
controlling production-processes in the manufacture of Rolling stocks / Coaches,
thereby assuring usage of standard materials and ensuring safety of travelling public.
ii) Formulate and carryout both destructive & non-destructive testing and techniques to
all the components which are critical for safety.
iii) Conduct metallurgical surveillance as well as strength improvement in parts which are
unable to withstand normal service conditions.
iv) Suggest remedial methods/process to avoid further failure of components.
v) Assess the quality of welder and welding and suggest the suitable improved welding
techniques.
vi) Check the quality of paints.
vii) Assess the quality of fuel and lubricants to ensure smooth and safe running of rolling
stocks and Locos.
viii) Measuring, monitoring and improving the environment around work premises to
comply with the standards of Environment Management system (ISO-14001/2004)
and Occupational Health & Safety Assessment service (OHASA - BS-18001/2007).
ix) Spectrography of Lube oil & Metals and Radiography of highly critical components
and weld joints are the master specialisation of the CMT cadre in Indian Railways.
x) Have expertise monopoly in Ultrasonic Testing for detecting internal flaws/cracks of
Wheels, Axles, Rails, Bearings during manufacture & service which are considered to
be very highly safety items in Indian Railways.







Responsibilities of CMT staffs:-
CMT supervisors are responsible for the following aspects besides numerous
others.

Effective execution of administrative policies and plans.
Timely clearance of Inspection Demand Notes and Products of
Processes to achieve Production targets and schedules of Rolling Stock
etc.
Procurement and Maintenance of Stores
Inventory Control and Material Management.
Optimum utilization of men and material resources - including machines
tools & equipments costing lakhs of rupees.
Safety of Men & Material through intensive Supervision and Quality
Control.
Ensure staff discipline, holding inquiries and effective house-keeping.
Human Resource Management and maintenance of Industrial peace
through redressal of on the spot and day-to-day grievances of staff.

Cadre Related Demands


1. Removal of Anomalies with Retro-effect: - The CMT cadre had been neglected by
Rail Administration since long back due to which several critical issues remain
anomalous till date. The following are the severe anomalies:-

From the above fig. it may be seen that only CRA were selectively
promoted/upgraded to Gr-B with designation ARO(7500-14000), while Lab
Superintendent-I were denied the same and were kept in Gr-C with designation
CMS(7450-13500). Hence it is demanded that all the CMS posts in open line/PUs be
upgraded to Gr-B as given to CRA (RDSO) with retrospective effect.

CPC report has recommended through para 3.4.7 that all posts in
Subordinate Engineering cadres carrying minimum qualifications of a degree in
engineering and having an element of direct recruitment should be placed in the
running Pay Band PB-2 of Rs.9300-34800 along with the grade pay of Rs.4600
corresponding to the pre-revised pay scale of Rs.7450-11500.

And also through Para 3.5.7 that The Fifth CPC had recommended parity between
posts of scientific staff carrying minimum qualifications of engineering degree and a
postgraduate degree with the scale of Rs.6500-10500 being recommended for these
posts. This relativity, wherever already conceded, may need to be continued in light
of the fact that this Commission has recommended placement of all posts carrying
minimum direct recruitment qualifications of a degree in engineering in pay band
PB-2 of Rs.9300-34800 along with grade pay of Rs.4600 corresponding to the pre-
revised pay scale of Rs 7450-11500. This clause has also been overlooked by
Railways for directly recruited CMA- who are placed in Gr. Pay of Rs 4200 instead of
PB-2, Gr Pay 4600.

It is clear from above figure that parity has not been maintained by the Railways as the
directly recruited CMA have been placed in the Gr. Pay of Rs 4200 unlike other Engineering
Graduates or Post Graduates (Science) who are in Gr. Pay of Rs. 4600. No other
organization in central government is having posts of Engineering Graduates/PG with
different pay scales, recruited with same selection board. Hence it is requested to grant
entry pay in PB-2 with 4600 GP to directly recruited CMA (BE/Met/Chem) or
M.Sc.(Chemistry) with effect from 01.01.2006. This severe anomaly has been included
in the PNM meeting at Railway Board level by both the recognised Rail federation i.e.
NFIR and AIRF in their PNM agenda with Item No.02/2011 and 21/2011 respectively
which is still under consideration.


2. Grant of incentives:-
Despite being the only quality controller and certifying authority at the field
levels of all the production units/sheds/workshops in Indian Railways, CMT
cadre is denied PCO allowance/incentives while their counterparts in the same
Mechanical department avail it. No components or materials can be fitted or
used in Indian Railways without certification from C&M staffs. The C & M
Organization of Indian Railways is primarily responsible for quality control &
consequential safety on Indian Railways. Their duties include checking &
testing the Raw materials used in the manufacture of Rolling stocks to exact
specifications to avoid the use of sub standard materials in the production
repair & maintenance of Railway Coaches, Wagons and Locomotives. Safety
items like Wheels, Axles, Rails, Bogie Frames and Springs etc. supplied by the
Production & Repair Shops, Firms & Suppliers etc. are tested and certified by
CMT Staff. All the testing has to be done on a time bound basis to ensure
productivity and efficiency in production, repair and maintenance of Rolling
Stock and punctuality of Train services even while ensuring optimum safety
& quality control. They are equally and directly responsible in the better out-
turn of all Production Units, Workshop sheds, yards etc, but unfortunately they
are denied any PCO/Incentive as given to their Mechanical counterpart. This is
extreme exploitation of the intellect, highly qualified and Expertise man power
in Indian Railways.


3. Increase the Post of Group A & B Officers in C&M Wing.

Despite being very vital and back bone of Indian Railways, this cadre has
negligible officers at any level. Executive Director (M&C)/RDSO, is the only
post that is in Special Administrative Grade. With the expansion of Indian
Railways there is a need to increase the posts of the Chemical & Metallurgical
staffs and officers as well. A single CMT (Chemist & Metallurgist) which is
equivalent to Divisional Mechanical Engineer (DME), is handling the C&M
works of at least 2-3 zonal Railways/Production Units, while about 10-20
DME or equivalents exist in a single Division of Indian Railways.









It can be seen from the above table that out of total 15,500 Gr-A&B officers
present in Indian Railways(as per 6

crossed 150 C&M officers since the inception of this department. Therefore
adoption of following pattern is requested for the survival of this department.
One post of a Member(Quality Control/Safety) should be created in Railway
Board with its jurisdiction over the quality of Railway components, Rolling
stocks, fooding, passenger amenities, Environment, Air, Water, Effluents
and safety. C&M cadre should be brought directly under it. The same has
been recommended by the High Level Safety Review Committee
Report for Indian Railways, submitted by Sri Anil
Kakodkar/Former Chairman Atomic Energy Commission/GOI, in its
report in Para No. 8.5.5 for creation of new post of Member(Safety &
Research) at Railway Board level.
Each Zone/P.U. should have at least one post of C&M officer equivalent of
Chief Mechanical Engineer (CME). This necessity has been felt by Sri Anil
Kakodkar Committee on High Level Safety Review Committee
for Indian Railways where in Para No. 5.2.5 it recommends SAG level
officer of high integrity and strong background in Material Science &
Chemistry should be posted full time to monitor and control Rail Production
processes at Bhilai Steel Plant.
Each division should have at least one post of Deputy Chief Chemist &
Metallurgist (Dy.CCMT), equivalent to Sr. Divisional Mechanical Engineer
(Sr.DME).
Each Electric Loco Sheds, Diesel Loco Shed, wagon repair shops, yards etc.,
should have at least one post of CMT equivalent to DME/DEE/DEN with
about 1-2 Assistant Chemist & Metallurgist (ACMT), equivalent to
ADME/AEE/AEN, to assist him.
CMT Officers at Zonal Railways and M&C officers at M&C/Directorate /RDSO
be administratively merged and centrally controlled with unified seniority
and designation.
4 Re-designate B.Tech/PG qualified C&M staffs as Engineers :-
The matter for change in designation name CMA-I (chemical & Metallurgical
Assistant-I) had been raised to the board of 6th pay commission and the pay
commission was agreed with demand. The 6th Pay commission in its report in
Para no.7.36.89 & 7.36.91 has presented its view that issues relating to
change of designation etc.are best decided by the administrative
Ministry keeping in view of the functional exigencies. C&M
department was the only department for which 6
th
Central Pay Commission had
recommendation regarding change in designation, but unfortunately it was
overlooked by the Railway Board.
The true Engineering Graduates are suffering from low morale when it is seen
that a Khalasi or Technician with qualification of Matriculation and ITI in the
same Mechanical Department got promoted and called Junior Engineer,
Section Engineer, or Sr. Section Engineer, but a CMA-I having the required
qualification of Degree in Engineering & P.G is given a name that is unknown or
strange for its working unit officers and Mechanical Department itself.
Therefore, it is requested to designate C&M staffs as Junior Engineer (C&M)
and Executive Engineer (C&M), viewing their educational qualification.



5 Merger of similar functional cadre:-

CMT cadre has monopoly in one of the most important tests i.e.
Ultrasonic testing (UST) of Wheel, Axles of Coaches, Locomotives,
Wagons, Rails, Bearings, etc. which are highly safety components. The
only other cadre TXR in open line performs UST of Rails and Axles. This
cadre is also neglected of its importance in Indian Railways same as
CMT cadre. The requisite qualification in TXR is Diploma and B.Tech.
Hence both this similar functional cadre should be merged to make
CMT cadre stronger for greater quality and safety of Indian Railways.


6 Very Poor Cadre in Indian Railways to attract talent pool:-
It may be noticed that this cadre is the worst in attracting talent or highly
qualified man power in Indian Railways. At present there is about 40-50%
vacant posts out of total sanctioned posts. The main reason behind
unwillingness to join this department or leaving this cadre is the lower pay
scale (entry pay-13500/- in 4200 GP) to the BE/M.Sc qualified candidates as
compared to their counterparts in Mech/Electrical/Civil/S&T (entry pay-
17140/- in 4600 GP). Situation is alarming.


7 Grant of independent status to CMT cadre:-

Since C&M wing works as the quality assurance and certifying authority of all
the components and products of Indian Railways, sometime there are chances
of manipulation in the original quality report or certification, by the
Mechanical Officers, as per their need, which may be compromising with the
safety of Indian Railways. The same has been felt by the High Level Safety
Review Committee Report submitted by Sri Anil Kakodkar/Former
Chairman Atomic Energy Commission/GOI, where it says in its Para No. 8.3.1
that Railway Board has all in one authority, often results in a operational
compulsions supersede safety. Hence there is urgent need to setting an
independent authority for every aspects pertaining to safety.
Therefore, this department should be given independent status by making it a
separate department working independently and controlled directly under
new Member (Quality Control/Safety) at Board level.
