Memorandum 09 - 22
Subject: Revised vehicle pursuit policy
To: Captain UPD
Captain ATSD
Captain CID
Captain CSD
Lieutenant V&N
Our current vehicle pursuit policy allows for pursuits that do not pose an “unreasonable or
unnecessary risk to public safety and property.” The pursuit of vehicles, bicyclists or pedestrians.
through apartment complexes, yards or other populated off-road locations carries such a risk.
Effective immediately, these pursuits are prohibited. Officers may attempt to secure a perimeter
in order to affect an arrest by utilizing roadways or locations where the risk is minimized.
Additionally, pursuing bicyclists or pedestrians carries a greater risk of injury. Officers engaged
in such shall make only the attempt to sccurc a perimeter in order to affect an arrest. Setting this
perimeter should be done in such a manner that the injury risk will not be elevated by a vehicle's
proximity to the suspect.
