the Jomo Kenyatta International
Airport on suspicion of drug trafcking. He was arrested at 2pm
on Monday after he disembarked
from a Kenya Airways ight from
Dubai. He was preparing to take a
connection ight to Abidjan, Cote
dIvoire, when ocers picked him
up. The airports criminal investigations chief, Mr Joseph Ngisa,
said the man had displayed

The 3am battle lasted for over half
an hour before neighbours came to
their rescue.
Mrs Lengoloya said the beast
violently pushed the door open and
entered.
I picked up a piece of rewood
and hit the hyena as it readied to bite
me. The hyena abandoned its mission
and ed screaming, leaving me with
a deep wound, she recalled.
Her 10-year-old son Supukia Lengoloya lost three teeth and suered
a jaw fracture when he was bitten on
the face.
His seven-year-old sister, Siato
Lengoloya, was bitten on the back
of the head. Two other children
were unhurt.

provider is signed.
This comes after the Teachers
Service Commission placed an
advertisement in local dailies,
inviting bids to provide medical
services to teaching sta.
Kenya National Union of Teachers secretary-general Wilson
Sossion said they had requested
comprehensive
counselling
services as part of the medical
scheme.
Chairman Mudzo Nzili said once
a deal with the universal medical
scheme service provider had been
signed, the union would demand
the services be extended to all
branches.
This comes after the Embu
branch signed such an agreement with the Teachers Service
Commission ocials in the area

The crackdown on hate speech
must be seen to be fair. Seeing a
young man in the name of Seth

spend nights in remand for alleged
hate speech when the usual hatemongers are out there really irks.
Detaining a young leader because
of the comments he made about the
societal evils land grabbing, corruption and ethnicity is not right,
particularly when others who fuel
hatred are left untouched.
What one candidate in the on-going Gatundu South by-election campaigns earlier said was much worse
than Dikembes alleged comment on
Mpeketoni attacks. Why has he been
left free? We should shun political
detention and bias at all costs.

NOTICE TO ALL HORTICULTURAL FRESH PRODUCE
EXPORTERS AND PRODUCERS
Kenyas horticultural sub-sector is a major source of employment, nutrition, food security,
and wealth creation and is a source of raw materials for industries. The European Union (EU)
is the single most important market for Kenyas horticultural produce, earning the country
approximately KES. 95 billion in foreign exchange (Economic Survey 2013); approximately 90%
of this value is from the EU.
Kenya exports our world renowned Kenyan beans (commonly known as French Beans), Mangetout
(Snow Peas), Baby Carrot, Baby Corn, Baby Spinach, Asian vegetables; fruits like Mangoes and cut
flowers such as Roses, Eryngium and Gypsophylia to name a few, to this key market.
Over the years, Kenya has endeavoured to nurture and protect this market. Indeed, over 6 million
Kenyans earn their livelihoods directly and indirectly through farming and exporting of the
various horticultural produce to the EU.
In recent years, however, the horticultural sub-sector has faced some challenges. Changes
in EU legislation that has made it difficult for our exported beans and peas in pods to meet
the requirements of pesticide Maximum Residue Limits (MRLs) for this market. The MRLs for
pesticides commonly used by farmers in Kenya such as dimethoate and chlorpyrifos were
lowered due to consumer preferences.
Through the EUs monitoring program, they realised some exceedances of MRLs on these
products and presence of harmful organisms especially in mangoes, gypsophila, eryngium, basil
and karella.
Subsequently, in January 2013, the EU decided to sample these exports at a frequency of 10% in
order to verify compliance. However, 90% of the beans and peas in pods still enters to the market
without being subject to the testing. Through the pre-entry testing program and inspection in
the EU, some consignments have been found to be non-compliant and resulted in notification and
interception due to exceedance of the MRLs and presence of harmful organisms.
The above has been occasioned by:
Inappropriate use of pesticides leading to higher levels of residues on the produce. Also
the presence of counterfeit pesticides has aggravated this problem due to their un-proven
performance in controlling pests and diseases on crops.
Interceptions of produce due to the presence of harmful organisms (pests) such as the fruit
fly, leaf miner and thrips which must be effectively controlled before the produce leaves that
production site (farms).
Collection of produce from unknown sources that has resulted in increasing the notifications
due to exceedance of MRLs, since the exporter in this case would have no control in the
management of the produce for export.
In view of the above, the Ministry of Agriculture, Livestock and Fisheries, State Department of
Agriculture and the Horticulture Competent Authority Structure (HCAS) {comprising of Kenya
Plant Health Inspectorate Service (KEPHIS), Pest Control Products Board (PCPB), Horticultural
Crops Development Authority (HCDA) and the Kenya Agricultural Research Institute (KARI)} have
implemented the following strategies to ensure compliance with market requirements:
1. Continuous training of small holder farmers in areas where high number of notifications and
interceptions have been found.
2. Regular monitoring of pesticide residues and inspection of produce at both farm level and
points of exit (such as airports and border points).
3. Withdrawal of phytosanitary (plant health export certification) services for exporters who have
Broccoli, Baby Corn and Baby Carrot: some of Kenyas renowned horticultural produce

Strategic Integrated Urban Development Plan for the period 2014-2035. The development plan covers an area

development control of the town in a sustainable environment. The plan preparation project is expected to take 12
month from April 2014.

We shall remember the late Prof Ole Karei for spearheading the formation of the taskforce on education in 2006 whose main objective was to improve
academic performance at all levels in Narok County. This became a reality when the then Narok TTC was upgraded to a Campus of Moi University in
2007. Before long the late professor rallied leaders and called for meeting with the former head of state to request for the elevation of the status of the
campus to a constituent college of Moi university. Consequently, the Kenya government elevated the campus to a university college in 2008, with the late
professor as the founding Chairman of the governing Council.
As Chairman of the governing council of Narok University College, the late Prof. Ole Karei had a clear dream and vision of what he wanted for the institution
and the education standard in Narok County. He wanted the then Narok University College to be fully fledged before the end of the life of the council. With
his resilience, he wasted no time in ensuring that this dream and vision came through by February 2013 when the university was awarded the charter by
the former president H.E. Mwai Kibaki.
The establishment of a University in Narok County has transformed the community in many ways. It has increased access to higher education to both
the young and the old locally, nationally and internationally. Graduates from the University have gotten opportunity to work in the county governments,
national government, private and international organizations. His vision for Education in the county has spurred economic growth. Very soon, Maasai Mara
University is going to be a hub of climate change in Africa, an initiative of the Organization of Social Science and Research in Africa (OSSREA).
The establishment of Maasai Mara University has spurred the economic and social growth in Narok County. People from the region and beyond are
beginning to feel the benefit of social cohesion. As they integrate they are able to learn from one another. We owe this to the late Prof. Karei who had
the ability to embrace diversity.
Other than from his role as founding Chairman of Narok University governing Council, the late Professor also contributed immensely to national growth and
development. He served in many capacities such as Chief Academic Officer of Moi University; Chairman of Ewaso Ngiro South Development Authority;
Chairman Board of Directors, Kenya Literature Bureau and Chancellor Jaramogi Oginga Odinga University of Science and Technology.
The late Prof. Karei will be remembered for being selfless, receptive and responsive to people of all cadre in the society. The Maasai Mara University
fraternity pays a special tribute to the late Prof. Ole Karei.

to address congregations in church. Some say it is
an inherit trait of hero worship, while others believe
it has to do with the latters generous contributions

It seems as if there is an
unwritten rule in Kenya and
in many African countries
that whenever a politician
or government ocial visits a
church, he or she must be given
VIP treatment. He/she gets the
senior pastors parking lot, a VIP
seat in the front pew, and after
the service, a chance to address
the congregation. In fact, it is
considered odd for a politician
to attend a church service and
leave without addressing the
congregation.
So the leaders come prepared
to speak in churches, and even
at funerals. They carry prepared
speeches and their
public
relations
ocers send press
invites to media
houses in advance.
What might appear like
a purely spontaneous
invitation by the pastor
is a preplanned

In Kenya, the vilest, most
corrupt politicians are allowed
to stand in houses of worship
and preach to congregations. In
our highly unequal country, not

place in our churches, mosques
and temples, she wrote.
But the question that arises,
and often remains unanswered,
is, how did we get here?
When did houses of prayer
become political playgrounds?
Indeed, it is remarkable that
churches, which do not allow
ordinary members to address
congregations, have no qualms
about letting politicians use the
same sacred space to criticise
their rivals?

explanation by looking at

While politicians love the idea of a readily or
self-mobilised crowd, I think, as a country, we need
to have some values and sacred arenas... Of what
use is the Referendum agenda or the government
programmes to the deceased? Ama ni anayetuaga
aende akijua yanayojiri duniani? (Or is it to update the
deceased on whats happening in the world?)
As for the living, we can always nd other arenas
to share the politics of the day... We need to cut out
politics at funerals and allow our family members and
loved ones to rest in peace.
Decorum is rarely present in our politics. Any
wonder, then that many people have such a negative
attitude towards politics?
The Merriam Webster Dictionary denes politics
as the art or science concerned with guiding or
inuencing governmental policy, and a politician
as a person experienced in the art or science of
government, especially one actively engaged in
conducting the business of a government.
Our politicians seem to have lost both the art and
the science of politics.

A reversal of roles
THE CHURCH IS a symbol of
authority in society. That authority
might not be formal and enforceable
by law, but it is powerful and
eective. It is an authority that often
demands the laws of the land to
concede to its wishes.
In the United States, the church
has been the greatest opponent
of legislation requiring employers
to include contraceptives in their
employees medical cover. The church
also strongly opposes the legalisation
of homosexuality and gay marriage.
It leads the ght against abortion,
and when the state seeks to enact
laws permitting some of the things
forbidden by religion, it often has to
face the wrath of the church.
But it seems as if the state has
been eecting a reversal recently.
Some argue that this is due to the
democratisation and secularisation
of many societies in the world. There
has been a drastic shift over the
centuries.
In the Middle Ages (around 476
AD 1517AD), monarchy was the
prevailing form of government and
the kings religion was the religion of
the land. The church and the state
were not just partner organisations;
they were one. The church was the
head, while the laws of the land often
existed to ensure the dictates of the
church were enforced.
But the tables seem to have
turned today. Of course, everyone
likes to speak about the separation
of the church and the state, but
this is mere political correctness.
The shift has been more radical. The
church has been re-united with the
state, except this time, the order of
authority has been reversed. Afraid
to oend, the church panders to the
powers that be.
This is very sad indeed, says
Mr Muluka. These religious leaders
seem to forget that a congregation
is not a political gathering. The
people worshipping on Sunday come
from dierent political persuasions.
Forcing them to listen and applaud
someone they disagree with is not
only disrespectful, but an aront to
their faith.

Thanks a lot for your motoring advice.
In your column of June 18, I read about
Davids Toyota Mark X problem. I have a Toyota
Noah 2004 model and it had the same problem.
Prepare for a rather long read, but heres how I
was able to get the alternator xed for Sh200.
The alternators in todays modern vehicles are
tted with some kind of magnetic alternator,
meaning the pulley and the main hub shaft are
separate, unlike what were used to.
When the batterys charge is below 10
volts or thereabouts, an extra charge is sent
to the electric magnet so that it connects the
alternators interior shaft with the pulley. And
as time goes by, this charging and discharging
process tends to wear out.
Like David, I tried to change my battery
but that didnt work. I also tried to pinpoint

The Volkswagen Golf and the Audi A3 are
essentially the same vehicle under the skin, so it
mostly boils down to which badge you prefer.
The A3 is not as common as the Golf, so if you
want to stand out of the pack, then that is the
car to go for. It also has a slightly better interior,
though this is a purely subjective approach: I
am talking about my own preference. There are
