In an apparent response
to the criticism Mr Odinga
levelled against the Jubilee
administration, the President
said his government will work
for all people irrespective of
how they voted.
He urged Opposition leaders
to work with the government to
empower the people economi-
cally even as they await election
time to start campaigns.
Governors, too, must know
that they have to work with the
government and we will work
together irrespective of the
party you belong to, he said.
The President addressed the
public after opening a modern
market and a sub-county oce
in Taveta.
Agreed to work
He inspected progress of the
Arusha Holili/Taveta/Voi Road
and the One Stop Border Post,
which is expected to open up
trade between Kenya and
Tanzania.
Taita Taveta Governor John
Mruttu said his government
was focused on development
and working for the people.
Coast governors, he said, had
also agreed to work together
to develop the region.
President Kenyatta an-
nounced that he would return
to Taveta with his Tanzanian
counterpart, President Jakaya
Kikwete, to open the two
projects.
He announced that at least
140,000 residents from the
Coast will be given title deeds
next month.
Issuance of the title deeds,
the President said, will go a
long way in ending the conicts
and wrangles in the region
whose main source is land.
The President supported the
directive by his Deputy William
Ruto to have schools release
all certicates they are holding
for students and pupils owing
them money.

ers Service Commission

Kenya National Union of
Teachers (Knut) secretary-
general Wilson Sossion
(below) alleged there was a
plot to usurp TSCs powers
and hand them to the National
Education Board.
Speaking at the Embu
University College during
the signing of a memoran-
dum of understanding
between the institution and
Knut, which oers teachers
and their spouses a 16 per
cent discount on tuition, Mr
Sossion said TSC was inde-
pendent and should not be
interfered with.
He said failure by the
minister to install a TSC
chairman and ve directors
in four years was a sign that
the government intended to
disband or limit the commis-
sions powers.
Mr Sossion alleged that
the plans were already at an
advanced stage and would be
executed soon.
He said he had already
written a protest letter to
Prof Kaimenyi.

darity between the

county direc-

TSC was under threat due to
the creation of two centres of
power, issuing instructions to
teachers.
Mr Sossion said lack of a
properly constituted TSC had
led to a vacuum and discipline
cases took almost two years
to be resolved.
In 2005, we shot down
the proposed constitution as
it called for the scrapping of
the TSC. In 2010, it was in-
cluded in the draft that sailed
through. We wanted an inde-
pendent TSC, he said.
Mr Sossion said county
governments were violating
the Constitution by employ-
ing pre-school teachers a
role for the TSC.
County governments have
usurped the role of the TSC
and consequently are paying
trained teachers way below the
minimum wage, he said.

said teachers did not want to
be drawn into politics but they
would demand that the law be
followed.

teaching fraternity will be met
with force. We work with the
government of the day, but to
the extent that everything is
within the Constitution. Let

DM lawmakers have
resolved to endorse the
13-point demand they
made earlier this month includ-
ing calls for a referendum.
Yesterday, 72 leaders includ-
ing MPs, one governor and two
members of the East African
Legislative Assembly (Eala) met
for three hours at Orange House
where they issued an eight-point
statement to compliment the one
publicised by the Coalition for
Reform and Democracy (Cord)
on Saba Saba Day.
They met under what they
called the ODM Parliamentary
group during which they accused
the government of messing up
the economy, ignoring the si-
lent genocide in Mandera and
Wajir and bastardising the
Constitution.

the excessive borrowing by the
government that has deeply in-
debted Kenyans to unnecessary
debts (sic).
Boycott Safaricom products
(We) condemn the escala-
tion of ocial corruption in the
country and support Cords call
for the cancellation of the Sh15
billion security tender awarded
to Safaricom, Prof Anyang
Nyongo said after the meet-
ing, warning they would advise
Kenyans to boycott Safaricom
products if the deal goes on.
Safaricom was awarded the
security tender in what the
government said could help ad-
dress growing insecurity.
But the Sh15 billion deal has
been the subject of a court case
and a parliamentary investi-
gation, both questioning the
validity of the award.
The party also called for the
strengthening of devolution and
opposed what it called attempts
to reintroduce the provincial ad-
ministration.
During the Saba Saba rally,
Cord, to which ODM is a
member, demanded that the gov-
ernment addresses the escalating
cost of living, rising insecurity
through terrorism and ethnic
violence. They also called for
a referendum, disbandment of
the electoral commission and a
crackdown against the corrupt.
However, after the rally, some
of its leaders criticised the call
for the referendum.
Others like Nairobi Gover-
nor Evans Kidero criticised
the timing of the rally, saying
it had inconvenienced Nairobi
people. But yesterday, he was
the only governor at the meet-
ing. Sources told the Nation that
part of the agenda included how
to deal with MPs who oppose the
ODM agenda.
Prof Nyongo, who is ODMs
secretary-general, told reporters
the MPs had agreed to speak
with one voice in the quest for
a national referendum on issues
critical to the well-being of our
nation.
The Nation learnt that the
party was planning a retreat
early next month to address
the matter.
The referendum became a
new song after July 7 follow-
ing the failure of their demand
for national dialogue with the
government. Cord has yet to
decide which question will be
answered by voters should they
go to a referendum.
On July 7, Cord announced
they would form a team to push
for all-inclusive committee to
prepare Kenyans for the vote.
That team is yet to be formed
although the leaders were con-
verging at Orange House even
as their partners in Wiper
Movement and Ford Kenya met
simultaneously at dierent ven-
ues. They are expected to issue a
Cord statement this week.

Most members of a parliamentary
committee do not see the need to
further investigate top ocials in
the electoral commission.
The majority of the 28 members
of the Justice and Legal Aairs Com-
mittee said there was no justication
for the President to establish a tribu-
nal to investigate commissioners of
the countrys electoral agency.
The members of the committee
chaired by Mr Samuel Chepkonga
met on Wednesday evening to dis-
cuss the adoption of the nal report
on the petition.
The committees deliberations
were on the nal report to the House
on a petition by Mr Wafula Buke.
The political activist was seeking
the removal from oce of electoral
commission chairman Ahmed Isaack
Hassan, deputy Lilian Mahiri-Zaja and
members Abdullahi Sharawe, Thomas
Letangule, Mohammed Alawi Hus-
sun, Albert Camus Onyango Bwire,
Kule Galma Godana, Yusuf Nzibo and
Muthoni Wangai.

endorsed a report that says the pe-
tition does not disclose grounds for

But the five Cord MPs said

grounds, facts and evidence for
determination on matters of gross
professional misconduct and viola-
tion of the Constitution.

he government cannot
conrm whether Sh337
billion spent in 2012/
2013 was used lawfully as
required by the Constitution,
the Auditor General has said
in a new report that paints a
grim picture of how taxpayers
money is used.
According to the report tabled
in the National Assembly yes-
terday by Majority Leader Aden
Duale, the Sh337 billion came
from 130 nancial statements
with adverse and disclaimed
opinions out of 343 statements
scrutinised.
The Auditor Generals report
will now be scrutinised by the
Public Accounts Committee,
which invites accounting oc-
ers in each ministry to answer
the queries raised.
An adverse opinion from the
Auditor General means that the
accounts were incomplete or
misleading, and he could not
establish whether the money
was spent lawfully and in an
eective manner.
It also means that the auditor
cannot arrive at any meaning-
ful opinion from the scrutiny of
the statements. There were 45
statements with adverse opinion,
representing 13 per cent of those
studied by the auditors.
Among ministries and depart-
ments that failed to provide
documents to support their ex-
penditure for a total of Sh33.9
billion were; Internal Security,
State House, Foreign Aairs,
Home Aairs, Planning, Defence,
Information and Communication
and Education.
Mr Ouko said the audit
covered authorisation and ap-
proval of expenditure, budget
procedures, management of
bank accounts and a review of
the internal control systems set
up by the ministries and other
agencies.
Fuelled economic growth
The report also reveals that
only 17 per cent of the money
allocated in the Budget was
spent on development. This
represented a reduction by 10
per cent compared to the 2011/
2012 nancial year. The amount
was way below the 30 per cent
target that would have fuelled
economic growth.
Mr Ouko blamed the failure
to account for the Sh337 billion
on weak and inadequate main-
tenance of accounting records
in ministries and departments
during the year. There was also
a perennial problem on the
maintenance of bank and cash
accounts, poor management of
imprests and cases of expendi-
ture without the approval of
Parliament.
When the report was tabled in
the House, Speaker Justin Muturi
asked the Public Accounts Com-
mittee (PAC) to speed up the
scrutiny of the reports because
the money devolved to counties
is calculated based on the latest
audited accounts.
PAC, which is chaired
by Budalangi MP Ababu
Namwamba, is currently scru-
tinising the report from the
2011/2012 financial year. The
team aims to have its scrutiny
and recommendations on gov-
ernment spending influence
Budget allocations for ministries
in the future so that those that
have wasted or not accounted
for funds get less.
Unlike last year, when Mr
Ouko read the summary and then
tabled the reports in the House,
there was no formal presentation
and Mr Duale tabled the report
like he does other papers.

Despite the reported failures in ac-
counting, the Auditor General notes
that the number of clean statements
has increased from 15 in 2011/2012 to
41 in 2012/2013. The other positive
news was that excess expenditure
incurred without the approval of
Parliament totalled Sh38.4 million,
down from Sh7 billion the previous
year.
There was also a high absorption
rate for Budget funds at 90 per
cent.
The report also reveals that although
in its Budget statement the govern-
ment had indicated that it intended
to spend Sh1.23 trillion, the actual
amount spent was Sh1.11 trillion.
This is an increase of Sh194 million
from the previous nancial year, when
Sh920 million was spent.
Recurrent expenditure
Of the Sh1.11 trillion, Sh611 billion
was spent on recurrent expenditure,
Sh190 billion was spent on devel-
opment and Sh312 billion on the
Consolidated Fund Services.
The Consolidated Fund is the prin-
cipal government account into which
all government revenue is deposited
and whose expenditure must be ap-
proved by Parliament.
According to Mr Ouko, recurrent
expenditure increased by Sh118 billion
and Consolidated Fund Services by
Sh97 billion but development expendi-
ture dropped by 10 per cent.
It is unfortunate that development
expenditure not only decreased by 10
per cent compared to last year (2011/
2012) but was also 17 per cent of the
total expenditure which falls below
the target threshold of about 30 per
cent recommended for the countrys
economic growth,

failing to spend Sh22 billion.

he National Police Service Com-
mission yesterday gave a clean bill
of health to Mondays recruitment.
Chairman Johnston Kavuludi said
those with grievances should present
their evidence in seven days.
He said if allegations of malpractice
are proven, results of an entire recruit-
ment centre will be cancelled.
A total of 10,000 candidates aged
between 18 and 30 years, among
nearly 100,000 applicants were
picked.
The attention of the Commis-
sion has been drawn to complaints
that the exercise was fraught with
irregularities.
All claims of impropriety will
be fully investigated before the re-
cruits report for training, said Mr
Kavuludi.
Inspector-General of Police David
Kimaiyo said some candidates did not
qualify because of rigorous exercise,
medical checks, physical tness and
written examinations.
Mr Kavuludi said besides cancelling
irregular results, action will be taken
against individuals found culpable.
He said complaints could either
be dropped at the Commissions
headquarters at Sky Park Plaza in
Westlands, Nairobi, or sent by e-mail
to info@npsc.go.ke, as well as to P.O
Box 47363-00100, Nairobi.
The Independent Policing Oversight
Authority and Consumer Federation
of Kenya are among the institutions
that claimed the recruitment was
tainted by corruption.
Separately, Nyamira County Com-
missioner Josephine Onunga said
investigations were conducted fol-
lowing press reports that Mr Charles
Kamemba collapsed and died after
learning his daughter was not picked
to join the police.
Reports further claimed that he
had given a bribe of Sh300,000 to
inuence her recruitment.
Ms Onunga said initial investiga-
tions showed he died at 11 am as he
underwent treatment for diabetes and
hypertension.
She said at that time his daughter,
Rhoda Kamemba, was taking part in
the interview until 9.30pm when the
nal results were announced.
She lost the only slot available
for a female candidate to another
applicant who had the advantage
of a diploma.

A warrant of arrest issued
against Cord leader Raila Odingas
driver has been suspended.
Lawyers representing Mr Erick
Ominde Mbudwe, the Director of
Public Prosecutions and the In-
spector General of Police signed
a consent before High Court judge
Isaac Lenaola.
They all agreed to have the
warrant of arrest issued by a Kis-
umu Chief Magistrate on July 10
suspended.
Even though he may have been
saved from being arrested, Mr
Mbudwe is required still to ap-
pear before the Chief magistrate
in Kisumu on July 25 to plead to the
charges of robbing with violence
and sexually assaulting Ms Nancy
Sembaror.

State lawyer Lilian Obuo told
court that the director of public
prosecutions and the police inspec-
tor-general were not opposed to
the suspension of the warrant of
arrest.
However the accused should
present himself to the criminal
court on July 25 to discuss the lift-
ing of the arrest warrant, plead to
the charges and seek to be released
on bond.
Mr Mbudwe had moved to court
on Tuesday seeking to stop his ar-
rest on grounds that he was likely
to be detained without a justiable
reason.

Police gunned down
three people while two
others were lynched by a
mob yesterday.
This brings to nine the
number of people killed
in crime incidents around
Nairobi in less than 24
hours.
Cases of shooting by
Kenyans privately licensed
to carry rearms have also
increased, according to of-
cial reports.
In Ongata Rongai, po-
lice shot dead a robbery
suspect, while two accom-
plices were stoned to death
by a mob at 11.30am.
Police boss Silas Ringera
said the suspects had lured
a man and his wife out of
their home in Ruaka and
later carjacked them.
The criminals
went to the cou-
ples house at 11am
pretending they
wanted him to take
up a job. The man is
a contractor. They
drove out of
the home in
his car and
on the way
they forcibly
took control
of the ve-
hicle. The
wife jumped
out and
screamed for
help, said Mr Ringera.
The suspects shot at
police ocers who pursued
them before they were in-
tercepted near Maasai Mall
near Kiserian.
Mr Ringera said the of-
cers shot dead one of the
gangsters after the vehicle
stopped. The one who was
armed escaped, while two
others were cornered and
beaten to death by a crowd,
he said.
In another incident,
around the same time, po-
lice shot and killed a man

cash crunch at the
Judiciary threatens
to ground delivery of
justice in the courts.
Hardest hit is witness sup-
port under the deputy registrar
that provides travel, food and
accommodation subsidies
for prosecution witnesses
from upcountry and other
far-ung areas.
A circular released on July 9
said the fund dried up a month
ago following delays by the
Treasury in releasing money
and asked the courts to advise
witnesses accordingly.
We have received com-
plaints from witnesses for
non-payment of expenses
incurred when travelling to
give evidence in court fol-
lowing the closure of the
nancial year 2013/2014, the
circular, signed by an assistant
to nance director Susan K.
Oyatsi, says.
Witnesses have been told to
record their personal details
in the nance and accounts
departments and have been
assured that payment will
be made later.
Judges and magistrates have
had to either postpone cases
until funds become available
or rely on the goodwill of in-
vestigating ocers to dig into
their own pockets to assist wit-
nesses to travel to court.
Witnesses are unlikely to
attend hearings, and this will
be detrimental to prosecu-
tion cases that rely on their
testimonies. If they are unable
to testify, the case goes up in
smoke, lawyer John Swaka
said.
For example, you would not
expect a protected witness to
spend a night in River Road,
but they cannot aord decent
accommodation uptown, he
said.
The situation is a blessing
for the defence as cases are
withdrawn for lack of wit-
nesses, the lawyer said.
A murder trial had to be
adjourned at the High Court
in Nairobi after a state coun-
sel said the witnesses are too
poor to pay for their transport
from Isinya to Nairobi.
A day earlier the investigat-
ing ocer had paid the four
witnesses bus fares.
Court ocials who are not
allowed to discuss ocial mat-
ters with the media admitted
the crisis and attributed it to
a shoe-string budget.

BBC News to cut 400 jobs in austerity drive

The BBC said today it will
cut 415 jobs from its news
department in the latest
cost-cutting measures by the
worlds largest public broad-
caster.
Director of News James
Harding said the cuts were
part of savings needed as
a result of a freeze in the
licence fee, which all British
households with a television
must pay.
The cuts will save 48 mil-
lion (KSh7.1bn) a year over the
next two years and are part of
a total of 800 million in sav-
ings that began in 2010.
The British Broadcasting
Corporation would restruc-
ture its news operations
while increasing its invest-
ment in digital journalism,
Harding said.
It will be a testing time
of uncertainty and change,
Mr Harding was quoted by
the BBC as telling sta in a
brieng at its headquarters
in London.
The challenge is how to
make BBC News even better,
despite having less money.
But he said the BBC would
create 195 new posts in the
news division as part of a
restructuring plan, meaning
an overall reduction of 220
full-time jobs.
Mr Harding joined the BBC
last August, having previously
edited The Times newspa-
per, owned by media mogul
Rupert Murdochs News UK.
BBC News currently employs
around 8,400 people, includ-
ing some 5,000 journalists, the

Israel and Hamas militants had
agreed to hold their re.
As relative calm returned to
the skies over Gaza for the rst
time since July 8, Palestinian
president Mahmud Abbas was
due to meet with his Egyptian
counterpart, Abdel Fattah al-
Sisi as Cairo pushed regional
eorts to broker a new cease-
re deal. An earlier Egyptian
attempt to end hostilities
collapsed on Tuesday, with
Hamas claiming it had not
been included in the negotia-
tions.
Speaking on condition of
anonymity, an Israeli ocial
told AFP the Jewish state
and Hamas have agreed on a
ceasere that would begin at
0300 GMT on Friday.
But Hamas shot down the
report. The news about a
ceasere is incorrect. There
are continuing efforts but
no agreement until now,
spokesman Sami Abu Zuhri
told AFP in Gaza. Despite the
diplomacy, there seemed little
appetite from either side to end
their confrontation, which has
so far claimed the lives of 231
people in Gaza and one person

The number of babies born
in England and Wales showed
the biggest drop in 2013 for
nearly 40 years, ocial sta-
tistics showed yesterday, hit
by an uncertain economic
outlook and changes to the
welfare system.
The fall marked a departure
from previous years, as birth
numbers have risen annually
since 2001 except for a slight
fall in 2009. The decline could
be inuenced by uncertainty
about employment and lower
career and promotion op-
portunities and government
changes to the welfare system,
the Oce for National Statis-
tics said.
The 4.3 per cent decrease in
live births between 2013 and
2012 was the biggest annual
fall since 1975.
Over a quarter of live births
- 26.5 per cent compared to
25.9 per cent the previous year
- were by mothers who were
born outside Britain.
The average age of mother-
hood reached 30 for the rst
time since records began in
1938. Nearly half of all babies
were born outside marriage
or a civil partnership, a per
centage that has been rising
over the long-term.

he Jomo Kenyatta Interna-
tional Airport is to build a new
terminal with lounges for the
auent visiting the country.
In a notice published in newspa-
pers yesterday, the Kenya Airports
Authority, which runs the airport,
called for investors to bid for the
construction, management and op-
eration of new terminal to handle
commercially important persons.
At the moment, the airport only
has VIP and Presidential lounges with
limited capacity. The new terminal
would handle premium passengers
and government dignitaries. In ad-
dition to the commercially important
person terminal.
The authority is also looking to
private investors to put money in a
planned industrial park, a shopping
mall, a hotel and a medical facility
at the airport.
All these developments will go
a long way in positioning Jomo
Kenyatta International Airport as
the premier aviation and commer-
cial hub in the region, the authority
noted.
Companies interested in investing
in the new terminal will have to show
that they have experience running
similar facilities around the world
and handling diplomatic protocol.
Going by global standards, pas-
sengers using the terminal will likely
pay a premium for the services.
Abu Dhabi International Airport,
for instance, charges users at least
Sh48,000 (AED 2,000) for arrival
and departure services and Sh84,000
(AED 3,500) for transit at its VIP
terminal. At London Heathrow Air-
port, moneyed passengers part with
at least Sh224,950 (1,500) for VIP
services, before value-added tax. This
covers one to six travellers.
Generally, passengers using these
terminals will be provided with
private lounges to relax or hold
meetings. Their choice of food and
beverages will be served as airport
staff process their immigration
documents, check-in or baggage
collection.
Private jet
The aim is to cater for the super-
rich ying in on private jets and who
would not technically t in the VIP
or Presidential lounges.
In London, passengers are also
provided private shoppers and a
chauffeur to drive them to their
aircraft for departures.
The hotel, medical centre and
the shopping mall at the Jomo
Kenyatta airport will be developed
under similar arrangements with
private rms expected to build and
manage them. The medical centre
is expected to provide diagnostic,
on-site laboratory, ambulance and
pharmacy services.
The hotel is likely to be built by
a giant hospitality chain with the
airport authority requesting that
bidders provide experience that
they have constructed facilities with
four-star ratings and are managing
at least 10 branded hotels in three
continents.
Economic zone
A 2.25 hectare land has been ear-
marked for the construction of the
mall that will house restaurants,
business centres, and other depart-
mental stores.
Land will be leased out to busi-
nesses wishing to be housed in the
airport business zone which will later
evolve into a special economic zone.
According to a report by the Busi-
ness Daily last week, the business
zone will host industries produc-
ing beauty and healthcare goods,
electronics, pharmaceuticals and
laboratory equipment.
The airport is being expanded.
Terminal 1, with a capacity of 2.5
million passengers annually, is ex-
pected to be fully working by the end
of the year. The airports authority
is also developing greeneld project
Terminal 3 which will handle
up to 20 million passengers once
completed.

Two civil rights activists want the
High Court to compel a private Ken-
yan company to prove ownership of
the frequencies it claims to have.
In a petition set for hearing today,
activists Okiya Omtatah and Wyclife
Nyakina, want the court to order Tetra
Radio to provide proof that it is the
bona de holder of a licence to the
frequency band originally reserved for
security and emergency services.
Issue an interim order ordering
Tetra Radio Limited to produce evi-
dence to back up their claims that they
are the bona de licensee of frequen-
cies in the bandwidth range 370 MHz
to 470 MHz (both inclusive) and the
broadband spectrum, a notice of mo-
tion seen by the Nation reads.
The petitioners are also seeking that
investigations into the circumstances
under which the Communication Au-
thority of Kenya awarded a licence
for frequencies reserved for security
forces to Tetra, a private company,
be launched.
The motion notes that the Com-
munications Authority of Kenya
purportedly awarded to Tetra Radio
Ltd the said licence for the frequen-
cies reserved for use by security and
emergency services and the broadband
spectrum bandwidth in the 2.3 GHz
to 2.5 GHz without the company pay-
ing the requisite $5.2 million (Sh452.4
million) in licence fees.
Tetra had last month demanded
to be paid Sh1.3 billion before the
government executes the police com-
munications and surveillance system
contract it has awarded Safaricom.
Respondents in the case include the
National Police Service and Inspec-
tor-General David Kimaiyo, Interior
Principal Secretary, the Attorney-Gen-
eral, Director of Public Prosecutions,
ZTE Kenya and the Ethics and Anti-
Corruption Commission.

1. RELEASE OF TECHNICIAN EXAMINATIONS RESULTS
KASNEB wishes to inform candidates who sat the May 2014 Technician Examinations that
the examination results have been released and can be accessed through either of the following
ways.
1.1 SMS (Safaricom and Airtel subscribers only)
Candidates should send their KASNEB registration number on SMS to 20558.
Example: ATC/87061 where ATC/87061 is the registration number of the candidate.
The SMS service is charged a premium rate of Sh.10 per sms.
1.2 KASNEB Website (www.kasneb.or.ke and click on student login) or (direct link to
the student portal http://online.kasneb.or.ke)
Candidates who have not created an account on the KASNEB website are required to
do so in order to access their examination results. The procedure for creating an account
is as follows:
(i) Click on the student login.
(ii) Enter your email address on the space provided.
(iii) Provide a strong password to unlock the site. This password will be used for future
access to self information.
(iv) Select the Course Choice tab.
(v) Select the examination from the dropdown box and enter your registration number
without the prefix (Example: if your registration number is ATC/87061, enter 87061 as
the registration number).
(vi) Select the Examination Results tab.
Candidates who already have an account should proceed from step (iii) above.
2. RESULT NOTIFICATIONS
Candidates are advised that result notifications will be sent to all candidates by post.
3. PAYMENT TO ENTER FOR THE NOVEMBER/DECEMBER 2014 EXAMINATIONS
Candidates who sat the May 2014 examinations and intend to enter the November/December
2014 examinations are advised to pay the annual registration renewal fees, examination entry
fees, exemption fees (where applicable) and other related charges as appropriate by Friday, 15
August 2014.
The candidates should note the following:
(a) Copies of result notifications ARE NOT required when paying for the examinations.
(b) Candidates should enter the November/December 2014 examinations immediately

idco has received Sh3.2 billion
in loans from the International
Finance Corporation to fund
expansion and diversify to new con-
sumer goods.
Bidco chief executive Vimal Shah
signed the loan agreement with global
money-lender IFC. With the money,
the company will increase its annual
turnover to about Sh35.1 billion ($400
million) from the current Sh21.9 bil-
lion ($250 million) in three years.
The money is going to be used for
expanding our production in soaps
and detergents and also entering into
agriculture processing such as new
drinks, Mr Shah said.
The factories for these new prod-
ucts would be built in Kiambu and
Nakuru counties.
In soaps and detergents, Bidco
said that it will increase its annual
output by between 2,000 and 3,000
tonnes.
IFCs investment is structured in
two dierent loans. Directly, it will
lend Bidco Sh2 billion ($23 million),
while Sh1.2 billion ($13 million) is
extended through a syndicated loan

This week the Central Bank of Kenya offered 91-day Treasury Bills for a total of Kshs.3 Billion. The total number of bids
received was 170 amounting to Kshs.2.73Billion, representing a subscription of 90%. Total bids accepted amounted to

The World Bank shows

The ministry has set up a
team to do the study. This
is vital as ICT continues to

The survey will cover

make it thrive, how to tackle

(cyber security), the gap be-

Bank of America put $13
billion on the table in nego-
tiations with US authorities
over a mortgage-linked se-
curities settlement, although
talks are far from over, a source
familiar with the matter said
on Wednesday.
Bank of America, the second
largest US lender in terms of
assets, had been in talks for
several months with the Jus-
tice Department when it made
the oer on Tuesday during a
meeting with federal pros-
ecutors, the source told AFP,
conrming reports in The Wall
Street Journal.
The Department of Justice,
however, has demanded $17 bil-
lion from the bank, US media
reported.
Negotiations between the
two had become deadlocked in
mid-June, but the resumption
of talks were not an indication
that they were headed towards
a settlement, the source said.
Bank of America has ex-
pressed its desire to pay for
large parts of the settlement
under structuring that would
allow for payment of damages
to clients in dierent forms,
such as consumer relief.
The Department of Justice
alleges that Bank of America
proted from mortgage-linked
securities that sank in value
after the housing bust, generat-
ing billions of dollars in losses
for investors. These toxic loans
were related to complex nan-
cial products.
The penalty would be equal
in value to a record $13 billion
settlement between the Justice
Department and JPMorgan
Chase concerning high-risk
mortgage securities it sold
ahead of the housing bust.

Warner last month to com-
bine the two companies.

tors declined to pursue our

Tullow is very concerned
by this ruling which ignores
a contractual term signed
by a Government Minister
in Uganda, company chief
executive Aidan Heavey said
in a statement.
Tullow is Ugandas larg-
est foreign investor and a
major taxpayer. Over the last
10 years, Tullow has spent
$2.8 billion in Uganda and
discovered 1.7 billion barrels
of oil. This money was spent
by Tullow on the understand-
ing that our contracts with the
government, which contained
important incentives to invest
that were vital at a time when
no oil had been discovered in
Uganda, would be honoured,
he added.
Mr Heavey said the rm will
now carefully consider all our
options to robustly challenge
this ruling, and a company
statement said: Tullow con-
siders, based on external legal
advice, that the international
arbitration tribunal will award
in its favour.
Uganda discovered exploit-
able deposits of oil along its
volatile western border with
the Democratic Republic of
Congo in 2006, and ocials
now estimate reserves at up to
3.5 billion barrels. (AFP)
