Policy Statement Paterson Charter School for Science and Technology Harassment, Intimidation and Bullying
The Board of Trustees prohibits acts of harassment, intimidation, or bullying of a student. A safe and civil environment in school is necessary for students to learn and achieve high academic standards. Harassment, intimidation, or bullying, like other disruptive or violent behaviors, is conduct that disrupts both a students ability to learn and a schools ability to educate its students in a safe and disciplined environment. Since students learn by example, school administrators, faculty, staff and volunteers should be commended for demonstrating appropriate behavior, treating others with civility and respect, and refusing to tolerate harassment, intimidation, or bullying.
For the purposes of this Policy, the term "parent," pursuant to N.J.A.C. 6A:16-1.3, means the natural parent(s) or adoptive parent(s), legal guardian(s), foster parent(s), or parent surrogate(s) of a student. Where parents are separated or divorced, "parent" means the person or agency which has legal custody of the student, as well as the natural or adoptive parent(s) of the student, provided such parental rights have not been terminated by a court of appropriate jurisdiction.

Harassment, Intimidation and Bullying Definition Harassment, intimidation, or bullying means any gesture, any written, verbal or physical act, or any electronic communication, as defined in N.J.S.A. 18A:37-14, whether it be a single incident or a series of incidents that:
1. Is reasonably perceived as being motivated by either any actual or perceived characteristic, such as race, color, religion, ancestry, national origin, gender, sexual orientation, gender identity and expression, or a mental, physical or sensory disability, or by any other distinguishing characteristic;
2. Takes place on school property, at any school-sponsored function, on a school bus, or off school grounds, as provided for in N.J.S.A. 18A:37-15.3;
3. Substantially disrupts or interferes with the orderly operation of the school or the rights of other students; and that a. A reasonable person should know, under the circumstances, that the act(s) will have the effect of physically or emotionally harming a student or damaging the students property, or placing a student in reasonable fear of physical or emotional harm to his/her person or damage to his/her property; or b. Has the effect of insulting or demeaning any student or group of students; or
c. Creates a hostile educational environment for the student by interfering with a students education or by severely or pervasively causing physical or emotional harm to the student
Electronic communication means a communication transmitted by means of an electronic device, including, but not limited to: a telephone, cellular phone, computer, or pager.

Is It Bullying? Use the checklist to determine if the situation is bullying. Check off YES or NO to the following questions: Does the individual always go for the same target? YES NO Does the individual have the intent to harm? YES NO Are the actions harmful, directed at vulnerabilities, YES NO and/or do negative acts increase with targets distress?
Does the individual seek power, control or material YES NO gain as a primary motive from the interaction?

HIB Coordinator Responsibilities Day 1 Incident is verbally reported to Ms. Remmert, Ms. Whyte, or Mr. Patterson. (Must provide writted report within 2 school days. Day 2 Appropriate Counselor or Dean of Diciplline will infomr parents or guardians of all students incloved . School Day 2-12 Investigation is initiated by Anti-Bullying Specialist (Ms. Remmert). Investigation must be completed within 10 schhool days of the written report . School day 13-14 Results of the investigation shall be reported to the Superintendent with in 2 school days o f the completed investigation. Results are reported to Board of Education by the next meeting following the completion of the investigation. The Board issues a decision in writing Parents or guardians of the students involved in the investigation shall be entiled to recieve informaiton about the investigation in accordance iwht Federal and State law Parents can request hearing after recieiving information that will be held within 10 school days of the reques. HIB Coordinator shall:
Be responsible for coordinating and strengthening the schools districts policies to prevent, identify, and address harassment, intimidation, or bullying of pupils;
Collaborate with school Anti-Bullying Specialists in the district, the Board of Education, and the Superintendent to prevent, identify, and respond to harassment, intimidation, or bullying of pupils in the District;
Provide data, in collaboration with the Superintendent, to the Department of Education regarding harassment, intimidation, or bullying of pupils;
Execute such other duties related to school harassment, intimidation, or bullying as requested by the Superintendent; and Meet at least twice a school year with the school Anti- Bullying Specialist(s) to discuss and strengthen procedures and policies to prevent, identify, and address harassment, intimidation, and bullying in the district.

Chair the School Safety Team provided in N.J.S.A.18A:37 21;
Conduct monthly meetings with the School Safety Team providing an agenda and minutes for each meeting to HIB Coordinator
Lead the investigation of incidents of harassment, intimidation, or bullying in the school;
Act as the primary school official responsible for preventing, identifying, and addressing incidents of harassment, intimidation, or bullying in the school;
Execute other duties related to school harassment, intimidation, or bullying as requested by the principal and/or the HIB Coordinator; and
Meet at least twice a school year with the school HIB Coordinator to discuss and strengthen procedures and policies to prevent, identify, and address harassment, intimidation, and bullying in the district.

School Safety Team
The purposes of the team is to develop, foster and maintain a positive school climate by focusing on the ongoing, systematic operational procedures and educational practices in the school and to address issues, such as HIB, that affect school climate and culture.
The SST must consist of the following members: the principal or his or her designee who, when possible, is a senior administrator in the school, and the following appointees of the principal, a teacher, a parent, a student of the school, and other members determined by the principal.
The Team Receives copies of all reports prepared after an investigation of an HIB incident.
Identifies and addresses patterns of HIB of students in the school.
Reviews and strengthens school climate and the policies of the school in order to prevent HIB of students.
Educates the community, including students, teachers, administrative staff and parents, to prevent and address HIB of students.
Meets, at a minimum, twice each school year.

How can we minimize bullying in school?
Increase supervision in hallways, stairs, buses, bathrooms, cyberspace and other unstructured times.
Provide safety nets for students to provide a forum and activities to showcase students interests and talents (coffee houses, guitar club, peer tutoring, book club).
Bystanders are key to addressing issue. Encourage students to be an up stander, discourage students from empowering the bully.
Make sure that all students feel connected to both teachers and other students, remind students they are loved beyond recognition.
Ensure that students are not excluded during lunch, groups, sports, or other activities.
Conflict resolution programs and Peer Mediation programs should not be used in bullying situations because this may further victimize the targeted student.
Fair and consistent rules and discipline to set clear expectations.
Emphasize warmth, engagement, inclusion, and community.
Character education/social emotional learning/ universal social skills training to provide a whole school stakeholder approach.
Actively identify at risk students, investigate bullying as a factor or cause of academic problems, behavior problems, and attendance issues.
Support at risk children through activities, relationship building, and collaboration with school and community resources.
Parental involvement: notify of all incidents of concern.

Training and Prevention Programs
1. Week of Respect The Anti-Bullying Bill of Rights Act (P.L. 2010, c.122) requires that the week beginning with the first Monday in October of each year be designated as a Week of Respect in New Jersey. School districts and charter schools, in order to recognize the importance of character education, are required to observe the week by providing age appropriate instruction and focusing on preventing harassment, intimation or bullying (HIB).
2. Training must be provided on the Harassment, Intimidation, and Bullying Policy to school employees, contracted service providers, and volunteers.
3. Teachers shall complete at least two hours of instruction in harassment, intimidation and bullying prevention as part of the professional development requirement.

PCSST School Counseling Services
Harassment Intimidation and Bullying Referral Form
REFERRAL PROCESS:
1. The students who have academic/personal/social/emotional/career development and family related issues will be referred to the School Counseling Department by the teachers or any staff of the school first before seeing the HIB specialist.
2. The students who have behavior problems or discipline related issues will be referred to the dean of students by the teachers or any staff of the school first before seeing the HIB specialist.
3. If a case is relevant to a HIB case, the related school counselor or the dean of students will complete the HIB Referral Form
4. The HIB Referral Form will be given to the lead person of the school (Mr. Zini)
5. Lead person will inform the HIB specialist (Mr. Fortunato) to conduct an investigation
6. During the investigation, the HIB Specialist will work collaboratively with the lead person, the dean of students, related teachers and school counselor to resolve the issue.
7. Related faculty and staff will be notified when the investigation has been completed.
8. An HIB case will take no more than 10 days to be concluded
Note: In order to maintain confidentiality, PCSST School Counseling Department may need to limit or keep private information discussed after the referral is processed.
