This is the policy paper of Govt of Odisha, Depart of school and Mass education in India to promote mother tongue based Multilingual Education in the state.The credit goes to Hon'ble Chief Minister Sri Naveen Patnaik and Dr Usha Padhee , Secretary School and Mass Education Odisha and the Education Minister Mr Debi Mishra who had taken their political and bureaucratic will to recognize the hearning needs of tribal children of Odisha who were historically marginalized.by the dominant groups
The programme of Multilingual Education was introduced in Odisha in 2006 and in 2010 it was scaled up to 547 schools in ten tribal languages, in primary schools in which about 200 teachers have been involved for over 8 years under the leadership of Dr Mahendra Mishra who took this up in 1996 in DPEP supported by the Govt of Odisha.
The policy paper was prepared by the expert committee commissioned by the govt of Odiha and was approved in June 2014.
The policy was backed up by the programme taken up by the government for tribal children of Odisha. Odisha has about 23 % tribal and the dominant language is Odia.Now Odia will be the second language for the tribal children and children from tribal communities will get benefit. The linguists and scholars and the tribal teachers will also get direct benefit from the adoption of policy.
So far the MLE policy in this country is concerned , this is the first of its kind in the country. How ever the policy need to be implemented by the dedicated group of people who really need this programme for promotion of elementary education. The committee responsible for preparation of this policy were Dr Minati Panda, Dr Mohit Mohanty, Dr Manmath Kundu, Dr Ajit Mohanty , Chairman of the committee , Mr Anil Pradhan and Dr Mahendra Kumar Mishra ,Founding Coordinator of Multilingual Education in Odisha
