Agaton Papa Cecilio (1871-1948)

Dr. Agaton Cecilio y Papa was a physician and labor leader from Santa Cruz, Manila. Along with General
Anastacio Francisco(1867- ), they opened the first military hospital in Cavite during the Revolution. The
two physicians of the hospital were both Chinese mestizos from Santa Cruz, Manila. Dr. Francisco
graduated from the University of Santo Tomas in 1892, while Dr. Cecilio finished in the same institution
and degree on 10 January 1896, just seven months before the outbreak of the Philippine Revolution.
Brigadier-General Anastacio Francisco known then as Jefe de Sanidad Militar, assisted by Colonels
Sebastian de Castro and Agaton Cecilio. This "Organization de Sanidad Militar" fell directly under the
Secretary of War.
Dr. Agaton Cecilio was among those exiled in Hong Kong in December 1897. He was elected President of
the Manila Municipal Board on Jan. 3, 1939.
