You can activate using legit un-blocked keys by first

installing, then changing the key afterward and activating

over the phone. Run admin command prompt commands:
SLMGR -IPK XXXXX-XXXXX-XXXXX-XXXXX-XXXXX
SLUI 4 (to bring up phone activation window)
Follow phone instructions and say "One" if asked how many systems
To Activate ProWMC, first activate a legit key
Then run "wuapp.exe" and click the "add 8.1 features" link
Enter key and let it reboot 2x to finish the settings
run phone activation again with "SLUI 4" again say "One" if asked
