The deployment of administrative personnel for beat patrol duties increased police presence on the streets which contributed to the decrease in crime incidents. The decline of the Total Crime Volume (TCV) serves as one of the major gains in the implementation of PIPS. Comparing the data for the same period in 2011 and 2012, the Crime Clearance Efficiency (CCE) increased by 9.14% from 41.81% to 50.95% while Index Crime Clearance Efficiency increased by 5.89% from 33% to 39.03%. The Crime Solution Efficiency (CSE) in 2012 increased by 7.81 from 28.87 in 2011 to 36.67% while the Index Crime Solution Efficiency is 26.06%, which registered an increase of 4.39% from 21.67% of the same period in 2011. The increases in CCE and CSE are breakthroughs in the PNPs investigation capability. Campaign against Wanted Persons with Head Prize. The crackdown on the countrys Top Most Wanted Persons (TMWPs) with head prize or monetary rewards for their capture, resulted in the arrest/surrender of 115 TMWPs that include the arrest of a national level most wanted person with a reward of Php1,000,000.00 from the province of Nueva Ecija, Jonathan Carpio y Agustin @ Atan on February 4, 2012 in Guimba, Nueva Ecija.

Campaign against Wanted Persons without Head Prize. A total of 33,232 other wanted persons were arrested, 270 surrendered and 9 were in 2012. Campaign against Criminal Gangs. Operations against criminal gangs resulted in the neutralization of 138 gangs and 765 persons, filing of 237 cases in courts and recovery of 147 assorted firearms. . Campaign against Bank Robbery. Fifteen incidents were reported in 2012 of which three cases were solved. Four suspects were arrested and the stolen items were recovered in the bank robbery incident that transpired in RCBC Savings Bank located along Susano Road, Brgy. 175 Caloocan City on January 21, 2012.

B. Law Enforcement On the aspect of intensified law enforcement operations, the PNP implements and monitors its programs through the following Letters of Instructions: Campaign against Illegal Drugs. LOI 16/2012 Kontra Droga Charlie serves as the PNPs plan for a revitalized campaign against illegal drugs and strengthen the support mechanism of the PNP to the Philippine Drug Enforcement Agency (PDEA). The 8,588 anti-illegal drugs operations conducted which consist of buy-bust operations, house raids/searches and marijuana plantation eradications resulted in the arrest of 14,900 pushers and users, confiscation of illegal drugs with an estimated DDB value of Php1.884 billion and subsequent filing of 10,598 cases in courts.

Compared with the data in 2011, operations conducted registered an increase of 18% from 7,277 to 8,588. A 4% increase was recorded in the number of cases filed in courts from 10,162 to 10,598. The notable accomplishments include the dismantling of Shabu laboratories and eradication of Marijuana plantations.

Campaign against Carnapping. LOI 08/2011 PNP Integrated AntiCarnapping Strategy dated April 12, 2011 directs all PNP units to undertake an integrated anticarnapping strategy orchestrated through the development of operational and tactical responses, collaboration with other government agencies and with the active support of the community. The anti-carnapping operations resulted in the recovery of 1,437 motor vehicles registering a recovery efficiency of 21%. The average lost per day decreased by 3%.

Campaign against Kidnapping-for-Ransom. LOI 01/2011 PNP AntiKidnapping Strategy dated February 15, 2011 undertakes revitalized, sustained, proactive and holistic efforts with focus on intensified law enforcement operations, anticriminality campaign and public safety services in coordination and collaboration with other law enforcement agencies, force multipliers, and the community to address kidnapping. Eleven KFR incidents were reported to PACER in 2012 which registered a 54% decrease compared with the 24 incidents reported in 2011. A total of 29 suspects were arrested and five cases were solved.

Campaign against highway robbery. LOI 57/10 PNPs Campaign Plan Against Highway Robbery/Holdup/Carnapping Criminals dated October 14, 2010 reinforces the PNPs anti-carnapping campaign. PNP units conduct aggressive and sustained police operations to address the spate of robbery/holdup/carnapping incidents, especially in
Metro Manila and neutralize groups engaged in these activities, including their network and support systems. Six hundred sixty-six incidents were reported in 2012 of which 166

cases were solved registering 25% solution efficiency.

Campaign against Illegal Gambling. LOI 05/2012 Revised PNP Anti-Illegal Gambling Special Operations Task Force (AIGSOTF) sets forth the organization of an Oversight Committee and the creation of a revitalized AIGSOTF in every Police Regional Office (PRO) which will serve as the main task force of the PNP in the conduct of forceful, intensive and unrelenting campaign against all forms of illegal gambling and illegal numbers game nationwide. The 24,424 anti-illegal gambling operations conducted in 2012 resulted in the arrests of 12,035 persons, confiscation of cash bets amounting to Php19.581 million and the filing of 5,017 criminal cases in courts which is 28% higher than the 3,919 cases filed in courts in 2011.

Environment and Natural Resources Protection Campaign. LOI 11/2011 Kagubatan Anti-Illegal Logging Campaign dated March 23, 2011 directs all PNP units, in support of the Department of Environment and Natural Resources (DENR), and in coordination with the Anti-Illegal Logging Task Force to undertake concerted efforts to protect the natural and residual forests from illegal logging operations pursuant to Executive Order No.23 Declaring a Moratorium on the Cutting and Harvesting of Timber in the Natural and Residual Forests and Creating the Anti-Illegal Logging Task Force. From the 19,110 anti-illegal logging operations conducted, 10,565,708 board feet of logs/lumber were confiscated in 2012. In the process, 1,901 persons were arrested, and 310 cases were filed in courts.

The 14,893 anti-illegal fishing operations resulted in the arrest of 11,229 persons, confiscation of assorted fish and fishing paraphernalia with an estimated value of Php160.878 million and the filing of 800 cases in courts. Campaign against Prostitution/ Vagrancy and Child Abuse. From the 11,344 anti-prostitution/vagrancy operations conducted, 1,318 persons were arrested and 616 cases were filed in courts. On the campaign against child abuse/pedophilia, 16,597 operations were conducted that resulted in the arrest of 4,686 persons, and the filing of 5,101 criminal cases in courts.

Campaign against Smuggling/Piracy. An estimated Php46.3 million worth of smuggled and pirated goods were confiscated during the conduct of 6,663 antismuggling/anti-piracy operations where 73 persons were arrested and 33 cases were filed in courts. Campaign against Cattle Rustling. Two hundred fifty cases of stolen cattle were reported during the period which is 31% lower than the 361 cases reported for the same period last year. Operations conducted against cattle rustling resulted in the recovery of 242 large cattle, arrest of 121 suspects and filing of 73 criminal cases in courts.

Campaign against Loose Firearms. LOI 64/2010 Kontra Boga-Bravo (Post Election Campaign Against Loose Firearms) signed on November 18, 2010 further intensifies the campaign against loose firearms, particularly those in the possession of criminal elements including private armies. Firearms confiscated for violation of Republic Act No. 8294 increased by 27% from 6,292 in 2011 to 7,960 in 2012. Consequently, a total of 5,304 persons were arrested and 3,848 cases were filed in courts. The PNP continuously implements LOI KONTRA BOGA since the conclusion of the National Firearms Control Summit in May 2009. From then, a total of 16,730 operations have been conducted that resulted in the confiscation/recovery/surrender of 28,327 firearms. The PNP also implements the accounting, inventory and registration of all firearms pursuant to LOI BILANG BOGA. A total of 225,446 firearms were accounted from government agencies and entities; 307,658 from private security agencies, and 10,302 from private entities.

C. Public Safety and Security Accomplishments on public safety and security operations are as follows: The National Tourist-Oriented Police for Community Order and Protection (NTOPCOP) Program is being implemented through the PNP Bantay Turista project. LOI 56/2010 Bantay Turista dated October 5, 2010 ensures the safety foreign and domestic tourists and promotes a secured environment in priority tourist destination areas through the National Tourist-Oriented Police for Community Order and Protection (NTOPCOP) Program. Along with the 558 Tourist Assistance Centers (TACs) established by DOT and LGUs, the PNP has also established 1,026 Tourist Assistance Desks (TADs) nationwide since the implementation of LOI 56/210 Bantay Turista. A total of 1,288 Tourist Police have been trained and have graduated under the NTOPCOP project in coordination with the Department of Tourism. The Tourist Police are deployed in the 19 Priority Tourist Destination Areas.

Security Coverage and Foreign Visits. LOI 13/2011 SANG INGAT-CHARLIE dated April 13, 2011 sets the operational guidelines and procedures to be undertaken by the PNP to ensure peace and order and public safety during the year-round observance of holidays, festivals, fiestas and other related celebrations; the safe and orderly conduct of local and international meetings/conferences; special events; presidential visits; elections, plebiscites or referendums; and the peaceful conduct of mass actions and/or demonstrations in all parts of the country. There were 89,770 VIP security operations conducted with 13,765,687 manhours spent. Likewise, a total of 35,888 security operations were conducted nationwide on special events wherein the PNP spent 20,213,820 man-hours.

Internal Security Operations. PNP ISO Campaign Plan SAMAHAN 2011 dated March 9, 2011shall steer the PNPs internal security efforts and complement the AFP Internal Peace and Security Plan Bayanihan against all internal security threats, such as Communist Terrorists Movement (CTM), the Southern Philippines Secessionist Groups (SPSG), Abu Sayaff Group (ASG), and Jemaah Islamiya (JI). It shall guide the PNP Commanders in the field in planning and addressing internal peace and security concerns in the country through the active support of the community. Campaign against Communist Terrorists (CTs). The police figured in 30 government-initiated encounters against CTs that resulted in five captured, ten killed and one wounded including the recovery of 15 high-powered and two low-powered firearms. In other operations against the CTs, 37 were arrested and 38 surrendered while four high-powered and five low-powered firearms were recovered. Campaign against Southern Philippines Terrorist (SPTs). Two governmentinitiated encounters against SPTs were reported resulting in four SPTs killed and recovered one high-powered firearm. In other operations against SPTs, 19 were arrested.

Strengthening Linkages with Other Law Enforcement Agencies National Law Enforcement Coordinating Committee (NALECC). The Chief, PNP chairs the NALECC that has 59 member-agencies. Strengthening linkages with other law enforcement agencies was sustained during four regular meetings aside from the lateral coordination and liaising of the PNP with the NALECC member-agencies. The meeting resulted in the approval of the following Resolutions on March 8, 2012: a. Resolution No. 001-2012 Inclusion of the Commission on Elections (COMELEC) as a Regular Member of the NALECC; b. Resolution No. 002-2012 Inclusion of the Department of Health (DOH) and the Department of Labor and Employment (DOLE) in the NALECC Sub-Committee on Traffic Management, Enforcement and Anti-Carnapping or SCTMEAC; c. Resolution No. 003-2012 A and Road Safety Summit Focused on the Accidents, Including the Proliferation of Pedicabs and Related Transport Vehicles Manila; Proposal to Conduct Traffic Management Increasing Number of Motorcycle-Related Motorcycle-Operated Sidecars, Kuliglig Along the Major Thoroughfares of Metro

d. Resolution No. 004-2012 Declaration of Support for Senate/House Bills on Subscriber Identity Module (SIM) Card Registration; and e. Resolution No. 005-2012 Inclusion of the Office for Transportation Security in the NALECC Sub-Committee on Anti-Money Laundering/Combating the Financing of Terrorism (AML/CFT). Joint Anti-Bank Robbery Action Committee (JABRAC). The creation and activation of the PNP Anti-Bank Robbery Special Operation Task Force (ABR SOTF) (LOI 32/2004) serves as the main task force of the PNP in the campaign against organized crime groups and criminal gangs involved in bank robberies and related

crimes. Thus, regular quarterly JABRAC meetings are conducted with other government agencies and stakeholders from the banking and pawnshop sectors. Joint Peace and Security Coordinating Center (JPSCC). The AFP-PNP Joint Letter Directive (JLD) No. 07-2010 prescribes the creation of JPSCC in the national, regional, provincial and independent city levels to ensure unity of efforts between the military and the police in addressing all peace and security concerns. At the national level, there were four meetings held that led to the approval of the following joint letters of instructions: a. AFP-PNP Joint Letter of Instructions No. 01-2012 (Implementation of Stricter Gun Control Measures) dated March 7, 2012; and b AFP-PNP Joint Letter of Instructions No. 02-2012 (Shift in Strategy from Security Operation to Law Enforcement Approach in Western Mindanao) dated March 7, 2012. In view of the JLD, JPSCC have been formed at the regional, provincial and independent city levels. For the period covered, there were 33 regional, 163 provincial, and 38 city level JPSCC meetings were held. Project Evaluation and Assessment In 2012, the PNP through the DO conducted an evaluation on the Police Integrated Patrol System (PIPS), the crime prevention program of the PNP. Recent incidents that were much publicized by the media left a perception to the public that there is an increase in the number of index and non-index crimes as well as those perpetrated by criminal gangs, organized crime groups and high-profile criminals. However, it must be noted that the statistics shows otherwise. The implementation of the Police Integrated Patrol System as one of the strategic initiatives by the PNP has greatly contributed to the decrease of the AMCR and the AMICR. This was achieved through focused operations and intensified anticriminality efforts with the implementation Patrulya Ng Pulis as well as in pursuing law enforcement initiatives. A concerted effort in the implementation of PIPS resulted in the decrease of crimes. But based on the 2012 assessment, there are other aspects in crime prevention which were overlooked particularly in law enforcement and community partnership. Thus, there is a need to further enhance the capabilities of the police stations to maximize its implementation and strict adherence to the guidelines making it more effective in preventing crimes With the issuance of the CMC No. 03-12 SMS Verification of Firearms dated December 11, 2012, PNP MC 2012-016 Revised Guidelines in the Annual Verification of Firearms dated November 28, 2012 and the crafting of the PNP PATROL Manual, the reduction of the crimes perpetrated by motorcycle-riding criminals, reduction of street crimes, reduction of incidents involving the use of firearms and the recovery of loose firearms will be realized. Moreover, the crafting of the PNP Patrol Manual will provide guidelines in the conduct of patrol operations which will set the limits and will direct the mindset of the personnel to be consistent with the patrol objectives.

For the initiative Standardization of Systems and Procedures, different Technical Working Groups were created to review and revise the Police Operational Procedures and the integration of Letter of Instructions Bilang Boga and Kontra Boga into one Command Memorandum Circular. To keep pace with the emerging crime situation in the country, the Directorate for Operations is currently conducting inventory of the operational issuances and revising its anti-criminality initiatives which will have a direct impact on the community. The operational issuances that are being reviewed are the campaign plans on loose firearms, the localized anti-criminality plan, and campaign against kidnapping, hijacking and carnapping. With the publication and implementation of the PNP Patrol Manual/Handbook, police visibility as a crime prevention strategy will be greatly improved; standard operational systems and procedures will be institutionalized; and the police organization will be able to enhance its crime prevention and control capabilities through modern systems resulting from the best practices acquired from implementing patrol operations and other related activities. The standardization of concepts and procedures in conducting patrol operations is in consonance with the transformation efforts of the PNP as contained in the PNP PATROL PLAN 2030 that provides direction and focus on the core functions of the PNP which are crime prevention, crime solution and public safety. The procedures in the PNP Patrol Manual intend to elicit a positive response from the public as the PNP works toward the attainment of a safer place to live, work, and do business. Revisiting the basics will foster closer ties between the PNP and the community, and in the process, give rise to several models of excellence in policecommunity partnership at the grassroots levels. The effectiveness of police patrols can be determined not just by the compliance to the guidelines specified in this manual but also on the positive impact it makes to the community. It is essential that PNP personnel utilize this manual to aid them in the performance of their duties as we realize our vision to become a highly capable, effective and credible police service.
