Based on the criminological
theory of the Broken Windows
Theory, Yards Not Cars, the
CRNA initiative to curb yard
parking has been in effect since
January 1, 2014. The Broken
Windows Theory is a simple one,
maintaining and monitoring
urban environments in a well-
ordered condition may stop
further vandal ism, property
deterioration and escalation into
more serious crime.
The following is from the
March 1982 edition of The
Atlantic:
Consider a building with a
few broken windows. If the
windows are not repaired, the
tendency is for vandals to break a
few more windows. Eventually,
they may even break into the
building, and if it's unoccupied,
perhaps become squatters or light
res inside.
We have all seen this in our
neighborhood. The purpose of
Yards Not Cars is not to be
unf r i endl y but t o l et t he
community know that standards
of living are returning to Carter
Riverside. We are a diverse, urban
area but we must band in unity
and pride to entice new business
and to create more of a family
friendly atmosphere. We have a
lovely neighborhood with great
yards - let them shine! Cars
should be on the road, not on our

The egrets are coming! The egrets are
coming!
Our favorite endangered feathered
friends are on their annual migration
toward CRNA territory. There are
spotters scouting out places to nest this
year. If everyone remembers (and who
doesnt) the mess and destruction of the
park in wake of their roosting city ofcials
are in the park intermittently shooting off
noise devises to deter them from roosting
in the park again.
What Can We Do?
- Watch for sentry birds and
report sightings to your neighbors.
- Check daily for birds and
nesting material in your trees.
- Begin scare tactics as soon as
you see birds on or near your
property. Use noisemakers, water
spray or shine lights at night.
Hang scare eye balloons or
other moving objects in trees. Use
long poles, tennis balls or water
hoses to disturb early nesting
material.
- MOST IMPORTANTLY do
not harm birds or eggs.
Migratory birds are
protected by international
treaty. Once birds begin
sitting on nests, eggs are
probably present. You
cannot kill, harass, move
or disturb the birds during
nesting season.

From last issues cover story - Update on the Six Points Urban Village planned streetscape design from
Patrina Newton, Senior Planner Planning and Development:
The City issued a RFQ to select a design rm for the streetscape project. The RFQ will advertise weekly (Wednesdays) from March 12 to April 9
in the Star-Telegram. This four week timeframe will ensure that a sufcient number of proposals are submitted. Yesterday, the City held the pre-
submittal conference for prospective consultants. There were approximately twenty-eight individuals, many of whom represented experienced
local design rms, in attendance. City staff presented an overview of the project scope, RFQ process, and answered questions from attendees.

Major milestones: Qualications are due on April 10 and contract negotiations are anticipated between April 21 and May 2. The Citys
consultant selection committee will review the proposals based on the rms qualications and the proposed fee. The selection committee
includes highly experienced City professional engineers and urban planners that have worked on other streetscape projects.
After a successful negotiation, Council approval will be sought to enter into a design contract. It is the selection committees hope to issue a notice
to proceed before the end of May but this is contingent upon several factors including a successful negotiation, TxDOT concurrence, Council
approval, and contract execution. The Six Points streetscape design is a priority to us and we will move expeditiously on the consultant selection
process with the intent of hiring a highly qualied rm with experience working on a federally funded streetscape design project that includes
stakeholder engagement.

As this project moves forward I and other staff will keep stakeholders posted on key milestones. After Council approval, City staff will present a
draft public engagement process to the Six Points Urban Village stakeholders (business and property owners and residents). It is the Citys intent
to engage stakeholders in the design process.
