Sharma, Section Officer, Haryana Khadi and Village Industries Board, Panchkula can not worked or re-designated as Secretary of the Board, where as he has been re-designated and working as Secretary, using seal and placed his name as Secretary on the website of the Board, hence section 4 and 6 of the said Act violated by the Chief Executive of the Board, misuse of power and position. It would be pertinent to mention here that duties and functions of SO (L&R) are totally different but as Secretary, he is directing other Board officers in senior pay scale, where as SO (L&R) is a Board official, getting pay and allowances from Board and he can demand benefits of the post of Secretary, enjoying status and protocol of Secretary with out eligibility and competency, hence he may be step down at once for natural justice to other Board officials.
