Ocean Alert Installation & User Manual 5 OCEAN ALERT GENERAL DESCRIPTION

A008Y01 Issue 4

The OCEAN ALERT is a compact, low data rate, satellite terminal designed to operate over the INMARSAT satellites using the INMARSAT D+ protocol. OCEAN ALERT provides global coverage and fully automatic roaming across all of the worlds ocean regions. OCEAN ALERT complies fully with all SOLAS XI-2/6 mandatory regulations and performance standards for Ship Security Alert Systems. The OCEAN ALERT comprises of an antenna and a Main Module (containing a SAT101 transceiver with integral GPS receiver and battery pack) with a 3 position key switch (off/test/on) and two remote latching Alert Switches that are pushed in to activate and pushed again to deactivate. The OCEAN ALERT will continuously monitor the ships location, its external power supply and the alert activation points, and automatically transmit SSAS Position Report messages according to a preprogrammed tracking interval (this is determined by the air-time package) allowing the vessel to be tracked remotely by its fleet operators. All alert conditions detected on board the vessel through either manual activation of alert activation points or warning conditions detected through automatic monitoring of operating parameters (i.e. power cable removed), will trigger the automatic transmission of specific alert messages. Once an abnormal condition has been detected and reported, the ensuing reporting rate will increase until the alert condition is cancelled. Alerts may only be cancelled once all conditions revert to normal (i.e. Alert Switch is de-activated, power restored) and the terminal receives a specific cancellation message from the Control Centre. When the switches are de-activated, the terminal will send a cancellation report. It will, however, continue to send Alert reports every 30 minutes until such times as the cancellation message is received from the Control Centre at which time it will revert to normal position reporting. During an external power supply interruption, the terminal will continue to function in whatever mode it is currently in (i.e. normal or Alert mode), but will sleep between transmissions to preserve battery life. While sleeping, the terminal will no longer be capable of receiving forward channel messages this means that there will be no capability to remotely poll the terminal, change the alert interval or remotely reset any alerts. It is therefore essential that normal power is restored as soon as possible after the Alert to allow full control of the system (see Section 5.1.2.1 for more information on Battery Life). During sleep mode, the terminal will continue to monitor the alert button switches and external power supply and will still follow its scheduled report intervals for whichever mode it is in. If an alert is activated during sleep mode, the terminal will wake up, determine its current position via GPS, send the appropriate message, then go back to sleep.

5.1.2 Battery Pack

A008Y01 Issue 4

The battery pack is a sealed unit containing 10 AA cell NiMH batteries. The pack provides up to 1.2Ah capacity. The pack is fitted to the SAT101 Transceiver contained within the Main Module (see Section 7.1).

Figure 3 - SAT101 Transceiver and Battery Pack 5.1.2.1 Battery Backup

The battery will provide backup power for approximately 30 days or 100 transmissions whichever is the lesser. Therefore in a worst-case scenario where an Alert has been triggered and the terminal is transmitting every 30 minutes, the battery will last approximately 50 hours. 5.1.2.2 Battery Charging

Batteries are supplied in an uncharged state. Following installation of the unit, the OCEAN ALERT terminal takes a 9.6-30Vdc supply from an external source (e.g. ships emergency lighting system) and charges the battery using the inbuilt circuitry. The battery will be fully charged after 7 hours. The OCEAN ALERT requires 1 amp at 12v or 0.5 amp at 24v in normal operation. 5.1.2.3 Battery Life

The battery pack is designed to last for approximately 3 years. This will vary depending upon a range of factors, including environmental. It is therefore recommended that the pack is replaced every 3 years or when the backup time is significantly less than that specified in Section 5.1.2.1. IMPORTANT: The battery pack should be tested on a regular basis to ensure that it is functioning correctly. This may be incorporated as part of the system test.

5.1.3 Activation Key

The OCEAN ALERT is supplied with a 3-way Activation key, the positions of which are: Off (key may be removed) Inhibits transmission of all messages (useful when in port or undergoing major servicing). Test (key cannot be removed) As its name implies, this position is used to test each of the Alert Switches and the associated messages sent when they have been activated. On (key may be removed) The system is now active and will transmit regular position reports (optional) and respond to activation of any of the Alert Switches or removal of mains power. For a more detailed explanation of the foregoing, refer to Sections 7.7 and 7.8. Page 10 of 36 Introduction Satamatics Ltd

Ocean Alert Installation & User Manual

PRE-INSTALLATION SURVEY

Before attempting to install the equipment, it is essential that a full survey of the proposed location is carried out and the following points taken into account. Failure to do so could result in the system malfunctioning. IMPORTANT: The terminal must be activated (airtime) and also registered to a user account on the Ocean Alert website prior to installation (see Ocean Alert Operations Manual for details).

6.1

Antenna
IMPORTANT: Do not permanently secure the antenna cable until after the system has been tested in accordance with Section 7.7.

6.1.1 Location
The antenna should be located with an unobstructed, clear view of the sky. The antenna should be mounted on a flat horizontal surface. Consider the position of the satellites. The Inmarsat satellites are in geo-stationary orbits above the equator. (i.e., in the Northern hemisphere the satellites are located to the south, in the Southern hemisphere the satellites are located to the North.) The further away from the Equator the OCEAN ALERT is, the lower the degree of elevation will be above the horizon. If you plan to install the antenna in a partially enclosed environment, test operation before committing to a permanent installation. The antenna should be located on the highest point possible, free from obstructions and safe from damage during normal operation of the host vessel. For installations exposed to shock and/or vibration, use a mounting scheme that isolates the antenna from the excessive shock and/or vibration. Choose a location that is not near radar installations, other satellite communication equipment, and/or microwave dishes to prevent RF jamming. It is advisable to leave at least a 1-metre separation between the system and any other communications devices. Avoid mounting on a hot surface.

6.1.2 Antenna Cable

When deciding the cable route, avoid sharp edges and pinches. The cable should not be run parallel to the vessels power cables. Where this is not possible, the cable must cross over power cables at 90 degrees or be spatially separated by at least 15cm when running parallel to the power cable. The cable should be tied in using appropriate cable grips or ties and should be run in such a way (e.g. inside a channel bar or on cable trays) so as to afford maximum protection from external forces and avoid damage. The minimum static bend radius of the antenna cable is 55mm. The diameter of the 5m, 10m and 15m antenna cables is 9mm and 8mm for the 20m cable. The diameter of the N Type connector is 20mm. Mechanical pressure on the cable may cause performance degradation or even a short circuit.

6.1.3 Antenna Mounting Bracket

The Antenna Mounting Bracket may be used to fix the antenna to an appropriate stanchion, either horizontally or vertically. Mounting bolts will be required, the size of which will be determined by the diameter of the pole/stanchion. You should ensure that the mounting bracket is isolated from the vessels hull (earth). Satamatics Ltd. Pre-Installation Survey Page 13 of 36

Ocean Alert Installation & User Manual 6.2 Main Module

A008Y01 Issue 4

6.2.1 Power Requirements

The equipment is powered from an external DC supply of 9.6V to 30V. The DC supply must be capable of providing a maximum VA of 12W, for example 1A @ 12V or 0.5A @ 24V. External power is connected via the Cable Mounted Socket type connector (see Section 10.1 for pin out connections) When installing the OCEAN ALERT, adequate circuit protection must be provided as required by local regulations. IMPORTANT: If connecting to an external battery, the OCEAN ALERT requires an external fast acting fuse connected in series with the positive supply at the battery end of the cable. Input voltage 9.6 to 30 Vdc Fuse Rating 1.5A Minimum wire gauge 20 AWG (16/0.2)

6.2.2 Mounting Location

The Main Module may be mounted in any suitable position inside the superstructure or hull of the vessel. Exceptionally, the Module may be mounted externally in a sheltered location. The actual placement of the unit may be determined by the following factors: Routing of antenna cable Available power supply (See Section 6.2.1) Furthermore, the Main Module should be sited such that the following conditions are avoided: Excessive shock or continuous vibration Excessive heat Excessive cold High Humidity

IMPORTANT: Ensure that the main module is isolated from the vessels hull (earth).

IMPORTANT: If the Module is to be mounted externally, it must be installed with the connectors facing down and the RS232 adapter cover secured.

6.3

Alert Switch

The Alert switches should be sited in a suitable location within the vessels superstructure, ensuring that they are easily accessible whilst remaining inconspicuous. It is recommended that the switches are located away from the main module to ensure that it is not compromised and therefore easily disabled. You must ensure that you have sufficient cable prior to selecting the location. You should only use cables suitable for the environment in which the equipment is to be installed. Alternatively, you may purchase cable from Satamatics Ltd. See Section 7.4 for wiring instructions and Section 10 for pin out information.

IMPORTANT: The maximum length of the Alert Switch cable must not exceed 30m.

Constructing the Power Cable

The OCEAN ALERT is supplied with a Power Cable connector, which is used to construct a cable of appropriate length. A cable with 2 conductors (recommended cable type 24 AWG with a minimum diameter of 6mm and a maximum 9.5mm) must be used to wire to this connector. Pins 1 (positive) and 2 (negative) must be connected as shown in Figure 18. Do not connect the Earth wire. Ensure that the individual wires are of an appropriate colour to identify the connections (i.e. red live, black negative). Once the strands have been secured to the connectors, assemble the cable as shown in Figure 19. The other end of the cable must be connected to a suitable power source (see Section 6.2.1 for power requirements). IMPORTANT: If the power supply is provided directly from a battery then an in-line fuse must be fitted (see Section 6.2.1).

Ocean Alert Installation & User Manual 7.7 Operational Check

A008Y01 Issue 4

Prior to starting the operational check of the system, the controlling authority must ensure that the terminal has been activated with an airtime package and registered on the Ocean Alert website with all associated emails and SMS telephone numbers (see Ocean Alert Operations Manual). The OCEAN ALERT system is active at time of power up (when power is applied). To ensure correct operation of the whole system, the following must be carried out: Advise your controlling authority that you are about to test the Ocean Alert System. Insert the Key and turn to the Test position. Depress the primary Alert Switch. The nominated addressees should receive an email advising that this has been activated in the test mode (see Ocean Alert Operations Manual). Confirm that the email was received. Cancel the Alert by releasing the primary Alert Switch. Repeat with the secondary Alert Switch. Once the foregoing has been completed successfully (approximately 30 minutes), confirm that the Control Centre has sent a deactivation message and that reporting has reverted to normal. The key may now be moved to the On position and removed. The system is now active.

Figure 21 - Ocean Alert Key Switch NOTE: The key cannot be removed when in the Test mode.

7.8

Alert Switch Isolation

The OCEAN ALERT has been designed to allow the user to inhibit the transmission of messages, regardless of Alert Switch and power status. This is primarily for use when in dock or during periods of maintenance. To enter this mode, the key should be inserted and turned anticlockwise until it is in the Off position. The key may now be removed. NOTE: The Control Centre will still have the ability to poll the terminal and request a transmission report. To fully isolate the terminal electrically, you must remove the power supply and internal battery.

IMPORTANT: Prior to switching the OCEAN ALERT back on, you should ensure that both Alert Switches are in the off position (raised) and the key switch is also in the off position.
