RE:

Regarding the excess population growth of our republic, my colleagues and I hereby
present your majesty with a list of possible solutions to control the population
growth rate with the goal of reaching an eventual ZPG (Zero Population Growth)
within the next 10 years, as follows:

1) Encourage Community Educational/ Contributive Programs such as cooking

classes, child-care programs, and volunteer work for housewives to keep them
educated, occupied and involved with the community; less time for thoughts of
excess and unprotected sex/ mass reproduction

2) Encourage the use of condoms and the idea of abstinence to eliminate a large
number of physically or psychologically unfit children being brought into the world
by irresponsible parents.

3) Allow free sex and unlimited reproduction; however, before each child is allowed
to be “brought into the world,” make it a law that parents must proof themselves
capable to manage a schedule with at least THREE hours dedicated to EACH and
EVERY child EVERY DAY for emotional needs.

4) For the next generations, empower the ladies’ role in all aspects to ensure female
equality with their husbands in reproductive decisions; make available family
planning programs and counselors

5) Instead of decreasing taxation on large families with numerous child, encourage

small families with one to two children through taxing programs instead.

Please feel free to consider these ideas. These suggestions are carefully considered
so as not to violate any human rights or fundamentals set by the United States.
