Executive Officers should exit now!...

With the landmark Judgment given by the Supreme Court in the


Sabhanayagar temple case or the Chidambaram Nataraja Swamy Temple
case, the State control of Hindu Religious Institutions has become a centre
point for debate in Administrative and Legal circles.
The Central Government via concurrent list is duty bound to monitor the state
legislations and control them from becoming unconstitutional. Since the Centre
turned blind eye when the temples were oppressed by state legislations it is
responsible for the closure of thousands of temples in Andhra Pradesh alone.
Temple protection movement has given a demand for a compensation of atleast
Rs 1000 crores to compensate the temples for this sad plight. A representation
was also given to each and every legislator and Members of Parliament regarding
the issue. VAK expected a discussion in the current assembly on this matter
during state re-organisation discussions and demand this amount from the centre.
Unfortunately this did not seem to have happened. VAK strongly expects that
the devout legislators and Members of Parliament will pick up this matter with
the Central government during the state re-organisation discussions in the
Parliament.
In this context VAK and the temples protection movement would also like to
reiterate that a Central legislation similar to that of Central Wakf act of 2013
be enacted to solve all the problems faced by temples and other Hindu Religious
institutions, thereby protecting the right to worship to all citizens of this country
equally without any damage to the traditional and cultural values and practices.
In the Wakf Act, encroachment of Wakf land is liable to criminal punishment.
No such proivision is existing in 30/87 Endowments act of Andhra Pradesh for
Hindu Religious institutions. As per the Wakf act, Lands encroached by state
agencies have to be immediately returned to Muthavalis or Wakf board. Nothing
of this sort is existing in the Hindu religious endowments act 30/87 of A.P. Lakhs
of acres of prime temple lands are under encroachment due to this laxity
In the light of the Supreme Court judgement in the Chidambaram Temple Case
we appeal to the Andhra Pradesh Government to immediately review all the
appointments of Executive Officers/Managers in temples and recall the same
as it is in violation of the guidelines specified by the Supreme Court and restore
the temples back to the devotee community.
This will not only improve the devotional atmosphere in temples bringing back
peace and prosperity to the state, it will also improve the financial position of
temples as the contribution towards Endowments Administration Fund from which
the salaries of the Executive Officers is paid can be substantially reduced from
its current 12% levels allowing more funds with temples so that the devotee
community can use the same for promoting devotional activities in the temple.

TALL TRAVERSING ALL


Sri V.S. Karunakaran, Chennai
Maha Bali was performing the sacrifice of horse on
the Northern bank of Narmada River in a spot bearing
the name Bhrugu Kacha. Lord in His dwarfish form,
Vamana, made up Himself as a student of Vedas went
to the sacrificial hall. The priests there assisting Maha
Bali were completely over powered by the luster
emanating from the handsome and short statured
student of Vedas that entered the sacrificial hall.
Over joyed at the sight of the dwarfish student of Vedas,
Maha Bali told him to choose a suitable seat. He then
washed the feet of the Lord. Maha Bali placed on his
head the water with which the feet of Vamana had been
washed and so has been rendered most auspicious.
The water was capable of wiping of all the sins of all
the people.
He then submitted to Vamana.
I extend a hearty welcome to you and offer many
salutations to you. What can I do for you? I am sure
by your visit, the spirit of our deceased fore fathers
are fully sated. Our entire race is hallowed. Today
alone the sacrifices of mine are successfully preformed
in that you have visited my house. My sacred fires
stand worshipped according to the spiritual ordinance
to day. I pray that you take from me whatever you desire
cows, gold, houses well furnished, even maids or many
prosperous villages with horses, elephant and chariots.
The Lord responded you have performed the sacrifice
believing the scriptures in a manner fitting to your
dynasty. I only seek a small strip of land three paces
longs measured by my feet. I seek nothing else from
you as you know a greedy man grabbing all the gifts
that are offered is in curse. The person seeking gifts
to the minimum is blessed.
Maha Bali said Your words look commendable in the
eyes of the matured persons. Yet you are a boy of puerile
intellect. You are not alive to your own interest. Having
won over me the ruler of all the worlds ready to gift a
whole continent to you, your seeking only three feet
goes to prove this. Having solicited me, a man must
not beg again. Oh! Young man! Accept at will from
me land enough to you for a decent living.
Lord Vamana said In my view, a person not satisfied
with three paces of land will not be satisfied even with
a continent consisting of many sub-continents. The
glory of a Brahmin contented with whatever he gets
by chance grows. It disappears through discontent. I
therefore seek only three paces of land from you
At this, Maha Bali laughed at him and said O.K. As
much as you would
He then took up his personal Golden Water pot made
with a spout to pour the water to formally gift three
paces of the land to the dwarf.
Sukra cautioned Maha Bali that the dwarf was none
but Lord Vishnu in the disguise to accomplish the
purpose of the gods. You need not carry on with donation
to Him. Stop it. You will not incur any sin by going back
on your words because you have to save yourself.

But Maha Bali said I would rather lose everything but


standby my charity.
Surprised by this disobedience of his disciple, Sukra
could not control his anger and cursed him You will
certainly soon lose all this wealth
Even this curse handed over to him by his Acharya,
could not deter the Great Maha Bali.
His spouse Vindyavali came ready to pour water from
the golden pot through the spout to solemnize the gift.
As soon as the solemnizing water reached the palm
of the dwarf, the minuscule form of the Lord, the Lord
grew to such a wonderful extent that the earth the sky,
the quarters, heaven, the seven oceans, the various
forms of living beings such as human beings, gods,
rish is, and the sub human creation were found their
place in it.
As the form of the Lord was growing in to staggering
size, the sky with its starred surface first looked as
the canopy over his head, then as a lovely crown studded
with pearls, and then as a charming necklace on
His chest. As He rose in height still further, the stars
themselves were around his waist and the sky looked
like a diamond studded grid. As He grower further the
sky with stars appeared like an anklet around His ankle.
Thus the Lord grew traversing vertically and
simultaneously in other directions also. The Vedas take
the role of the beat of drums describe this great deed
saying Lord measured this earth. Lord measured
the entire universe with three paces. The Lord measured
the sky also by His feet. So He is the supreme Lord.
The mantra that praised the Lord calls Him as all
pervading.
A Tamil poet describes the growth of the traversing
form of the Lord thus. The sun was like an umbrella
for Him at one stage. Then he was like a Tilak on his
fore head. Then he was like the gem Koustuba on
his chest. Then he was like the Lotus on His Navel.
For the benefit of leaders who may not be able to enjoy
the original in Tamil, I am giving a Sanskrit version of
the same.

Nammazhwar describes the form of the Lord was like
the stem of an Umbrella which had the stars as the
spokes and the planets as the frills. The Lord himself
became its stick when the manekuin Lord traversed
all to become the tallest.
Because of the traversing personality of His, the Tamil
language calls him the tallest.
Veda Vyasa was so much impressed by this form
described by Vedas and so he put it as the 155th name
in the thousand names compiled by him and made it
public through Bheeshma in the presence of Lord
Krishna.

The name is Pramsu.


This incarnation of the Lord as Pramsu the tallest
traversing and measuring all goes to prove His
Omnipresent and infinite nature.
Any person who starts on meditating on the Lord but
gets distracted and losses concentration is supposed
to start the meditation from the beginning.
Take the case of those who start chanting Gayatree
Mantra one hundred and eight times concentrating on
the form of Lord. We begin earnestly. But before we
complete ten our mind starts thinking of the assignment
in the office. What do we do when we realize that we
are wide away from our meditation?
The sages lay down that we start from the beginning.
Well. We do so with the determination to be focussed.
But Alas! Again by the time we reach thirty, we get
distracted thinking of the Electricity Bill to be paid within
the due date. What do we do? We start again from
the beginning as per the rules laid down by the sages.
So on and so forth! We may never reach the numbers
if we go on like this and attend to any other work!
Vedas kinder and more affectionate to us than one
thousand parents teaming together, prescribe that if
we think of the Lord measuring the universe with three
paces and chant the mantra in Veda describing this
feat of His feet, we can start the japam from wherever
we got distracted and continue.
What about those who do not know this mantra in the
Vedas?
Vedavysa has given that mantra in this name Pramsu!
the 155th in the thousand names for those that do not
know the Mantra!

the three digits first as 1+5+5= 11 and then adding
the two digits as 1+1 they equal Two. The meaning
of this is that two feet were laid by the Lord earlier in
measuring entire world and so all the items have been
in His feet and thinking of any one of them also is
thinking of His feet only!
The third pace may be laid on the disobedient thoughts
like it was laid on the head of the boaster Maha Bali
and made him submit to your will. Let them become
focused on you says the devotee when he says
Pramsave namahaThus the 155th name is Unique. Whatever worship
we do, wherever we get distracted, it will be good for
us to chant Pramsave namaha
And then carry on.

Sri Ranganatha Travel Part II

Tamil Manuscript : Sree Venugopalan, Chennai


Based on 14 century incidents famous writer Sri Venugopalan
wrote this story. In this story the hero is utsav idol of Lord
Ranganatha of Srirangam. During the invasion of Mohammedbin-Tuglak Lord Ranganatha was taken protectively outside
of Srirangam facing several difficulties. ....Lord's security
group started with 60 people and only 5 people survive
against many odd's. He being one of 5. From Melkote,
they secretively start towards Tirupati. In between one
of the members die in enemies attack. The three
Kodavas and Singhazagar were the only four people
left along with the idol. The three kodavas started heading
towards Anjanadri hill. Singazhagar was down the hill.
The sultan soldiers try to catch them, the two kodavas
made a rope with creepers and started sliding down
the cliff with the idol tied on their back. ... The three
Kodavas protected Lord Ranganathas idol taking him
away from the Sultans army. Singazhagar narrated
how two of the Kodavas gave their life to protect the
greatest root of Vedic Tradition which is Lord
Ranganatha.... When he returned he could neither find
Sreeramadasar nor Lord Ranganatha even after
spending 3 days searching for them. They were lost
in the Chandragiri forest. Singazhagar with hurt,
poisoned and paralysed leg left the forest and returned
to Kancheepuram with great difficulty and was awaiting
help for 18 years since then. The three Kodavas protected
Lord Ranganathas idol taking him away from the
Sultans army. Singazhagar narrated how two of the
Kodavas gave their life to protect the greatest root of
Vedic Tradition which is Lord Ranganatha. Sreerama
Dasa, the Lone Kodava who survived lost his speech
and was dazed. He was made to sit in a secure place
with Lord Ranganatha by Singazhagar and he left for
the sake of performing last rites to the other Kodavas.
When he returned he could neither find Sreeramadasar
nor Lord Ranganatha even after spending 3 days
searching for them. They were lost in the Chandragiri
forest. Singazhagar with hurt, poisoned and paralysed
leg left the forest and returned to Kancheepuram with
great difficulty and was awaiting help for 18 years since
then. After hearing the story the two youngmen decided
to explore Chandragiri forests. .........Read further).
The time to start the expedition to Chandragiri was
nearing. Both the young men disguised themselves
as Sanyasis with beard, moustache and orange robe.
They were followed by Singazhagar.
Your disguise is perfect said Singazhagar.
The disguise is to not attract any attraction which can
lead the two young men into dangerous situations in
Sambuvarayas kingdom. Singazhagar went outside,
measured his own shadow and worked out an
approximate calculation of time. He then saw the two
youngsters and said we need to wait for another half
Nazhi (another 12 mins). Both the youngsters waited
for good time to come by sitting on the platform just
outside the house. At that time Rajavallabha enquired
with Singazhagar :
Swamy! I have a doubt
What? asked Singazhagar

After you came from Chandragiri eighteen years have
passed. Am I correct? asked Vallabha
Yes my son. You are correct replied Singazhagar
Do you still believe that after elapse of so much time
that Lord Ranganatha will be in the same forest?
enquired Vallabha
Yes my son. I believe so. If the Kodava who disappeared
with Lord Ranganatha would have gone anywhere
outside of Chandragiri forest area with the Lord, I would
have come to know some how responded Singazhagar.
In that case do you believe that he is still living in
the forest? enquired Vallabha
Yes. We have to believe it that way. There are two
possibilities. For some reason the Kodava has decided
to be inside the forest without coming out or something
undesired should have happened to him. In both the
cases Lord Ranganathas idol should still be
somewhere inside the forest area of Chandragiri
responded Singazhagar analytically.
Vallabha was quiet for some time. Later he looked at
Singazhagar and said
Swamy! What happened to the bag containing the
ornaments of Lord Ranganatha which the Kodavas
took uphill in the forest?
They buried in the hill top. That is the reason both
the Kodavas came down empty handed which then
enabled them to escape the soldiers cordon downhill
as they were not recognized by anyone and all mistook
them to be local hill tribals said Singazhagar.
Singazhagar again measured the shadow and said
now it is good time to start!.
Vallabha and Datta took their belongings on their
shoulders and started to travel to Chandragiri. Manjari
came running from inside with a gold like brass plate
with red kumkum lamps and mounds of Kumkum. She
did Veera Aarathi and placed Kumkumtilaks on the
forehead of Vallabha and Datta with hear tender fingers.
When she approached Datta her fingers were shivering
and she still was stealing glances at him while putting
the Tilak on his forehead with affection and shyness.
She then, stepped back by two steps and said Jaya
Vijayee Bhava. Later she looked at the ground and
said while returning, both of you please remember
to meet this humble lady. Singazhagar was standing
with tears on his eyes.
My dear sons! I will tell you an idea to find Lord
Ranganatha. In his forehead there will be smell of Musk
of musk deer (Kasthuri). In his chest he will have Kudagu
Chandan smell. All his body will have the smell of
Sindhuram. Where there is a godly smell in the air,
Lord Ranganatha will be some where around. Whether
it is natural or effect of long association of fragrant
items thousands of years, Lord Ranganatha and
fragrance always remain together even though the
fragrance items may not be now on him due to paucity
of them in the forest
Later he hugged both the young men and blessed them
for victory and bid them farewell. Manjari was in a still
state taking support of a pillar and watched them

without blinking her eyes till they disappeared at the


end of the street.
The Young men crossed the Rajagopuram of Lord
Varadarajaswamy temple and had paid respects to
that and moved forward to a vaishava mutt and enquired
Are there people going towards west?.
Yes, I am going to go in that direction. Responded
a Vaishnava. They gave a note to Sathyamangalam
Vaasanthika (Vallabhas mother) and moved swiftly away
from the city.
After ten days of walking they reached Chandragiri
village. But they did not go inside the village. They climbed
the hill and started to move to the forest. But when
they saw the vastness of the forest they were surprised.
They were in deep thinking within themselves that
searching Lord Ranganatha would be like searching
gingelly seeds on banks of sea shore. Leaving the
burden to Lord Ranganatha they continued to move
further inside the forest from south direction. First few
days they took the help of wood cutters for finding the
different ways to enter the forest. As they went deeper
inside, the human population got reduced and the they
were entering the deep forest.
After three days of travel they became so tired.
Vallabha asked Dutta. so far we could come alone.
Can we proceed on our own further?
Even I am on the same thinking. I heard there are
tribals living deep inside the forest But we dont find
them? What to do?.
When they were submerged in their own thoughts as
to what to do next they suddenly heard a voice shouting
thooka! thooka!
Following the direction of the voice they reached a
waterfall and saw a tribal lady having her bath.
Seeing two men appearing suddenly there the lady
immediately got up from the water and covered herself
with a big towel and reached near them with a smile.
She was fully youthful and her body exhibited the youth
which was grown by the freshness of forest water and
air.
Vallabha and Dutta were dumbstruck and stood there
standstill as they are seeing a tribal lady for the first
time in their life.
Dutta after sometime slowly enquired her ,is there
any place to stay here?
Even though she did not understand the language,
she nodded her head and she went forward as if asking
them to follow her.
After walking for few minutes they reached a place where
the hunters live. When the people saw the two young
men they immediately surrounded them. The two boys
were surprised to see the strong bodies of the hunters.
Two of the tribal men came forward from the group
and took the boys to their head.
The Head of the tribals was Eklavya Raja and he was
looking old. He was seated in his chair and welcomed
the young lads. After offering them some fruits, he
enquired them, May I know the reason of your visit to
this forest?
When the two young men did not understand he started
speaking in a mixture of telugu and tamil.
The young duo was surprised by the tribal chiefs
hospitality and his speaking. They immediately forgot
their tiredness and the struggle they had to undergo

to come into the forest. They immediately said Sir,


we have come in search of Lord Ranganathas idol
and narrated the chief the whole story.
After hearing all that the chief was silent for long and
his eyes were wet.
After recovering the Chief spoke. Your people only know
that the sultans army surrounded the Anjanadri mountain.
But do you know what happened after that?
Two young men said We do not Know Sir!
Then listen to the story saying this he started narrating.
Oh! Respected sirs, the army of sultan was sent to
the mountain in search of Lord Ranganathas idol. They
all returned empty handed. The Sultans men became
angry. They entered the forest and into our inhabitation.
They started enquiring with our tribal inhabitants about
Lord Ranganathas idol, the three men and his
belongings. When we responded in negative, they did
not believe us and they set our inhabitation in fire in
rage and left for Chandragiri. The fire spread through
dry bushes, bamboos and it became a big inferno
engulfing the forest. The whole forest was bright and
covered with thick smoke like a thick cloud. We never
witnessed such a huge fire in our life. The birds and
wild life became dazed with the fire and could not escape
its fury. The fire was burning for more than a month.
When it reached subsiding mode It took about 2 weeks
for it to fully extinguish in its subsiding mode. It took
more than 2 weeks for the whole place to become
cool for people to approach. When we entered after
everything was extinguished, we found that many of
our inhabitation disappeared and became victims of
the fire. They all have been converted into ashes. We
never saw such a gory sight in the past in our lives
completed the chief.
The young men were dazed to hear this story of the
chief of the tribals.
Datta gathered himself and enquired In that case
would the Kodava and Lord Ranganatha have been
also the victims of fire?.
Dear Sirs! Your god escaped already several dangerous
situations. He would have definitely protected himself
from this situation also. If I think about it I am getting
an idea. I still remember that fire. It started from south
and travelled towards the north. Your Kodava could
have ran northwards to protect himselves from the
advancing fire. As you go towards north there are more
dense and deep forest areas which are inhabited by
the Chenchu tribe people. If you go and search there
you may get some clarity and evidences. They will help
you a lot. Please stay here for tonight and start for
that journey tomorrow morning. I will send some people
from my men to go with you said the chief.
In the night they ate some cooked starchy tuberous
underground vegetables and when they were about
to sleep they heard a gentle laughter of a young lady
Kiluk! There they saw the young lady whom they saw
bathing in the morning standing before them with a
torch of burning sticks in hand.
When they were thinking as to why this lady is here
at this time the lady kept the torch far way and came
and sat in between the two of them. She started looking
at both of them in turns and kept on smiling.

GADWAL SRI AHOBILA MATH
In the history of Sri Ahobila Math, Gadwal occupies
an important place. The Samasthanadhipathi of
Gadwal, Raja Sombhupal became a disciple of
the 24th Jeeyar of Sri Ahobila Math Srivan Satakopa
Sri Parankusa Yateendra Mahadesikan(1764-1776).
The Raja is said to have presented the math many
villages, silver palanquins and other paraphernalia.
The 25th Jeeyar had also won the hearts of Gadwal
Maharaja. The 27th Jeeyar passed away while
camping at Gadwal in 1831. His Brindavanam
is located on the banks of River Krishna there.
The 28th Jeeyar was chosen at a gathering of
eminent vidwans assembled by Gadwal Maharaja
who took the Peetham there on 7th July, 1833.
Sri Lakshminarasimhaswamy Sannidhi at
Gadwal : The over a century old sannidhi of Sri
Lakshminarasimhaswamy is in ruins. Sri Ahobila
Math has taken up the task of reconstruction of
the sannidhi and the Mutt. HH 45th Jeeyar visited

DIKSHITARS RIGHT TO MANAGE NATARAJAR TEMPLE
CANNOT BE TAKEN AWAY: SC
The Supreme Court on Monday quashed the Tamil Nadu
governments February 2009 order appointing Executive
Officer to manage the affairs and properties of the Natarajar
temple at Chidambaram.
A Bench of Justices B.S. Chauhan and S.A. Bobde, allowing
a batch of appeals filed by BJP leader Subramanian Swamy
and Podu Dikshitars against a Madras High Court
upholding the GO, held that the right of Dikshitars to
manage the temple could not taken away by the
government.
The Bench accepted the contention of Podu Dikshitars,
that they were a religious denomination as per Article 26
of the Constitution which guarantees right to establish
and maintain institutions for religious purposes.
Writing the judgment, Justice Chauhan pointed out that
the right to administer the temple by the Dikshitars had
been recognised by the Supreme Court in its judgment in
1952 and it could not be taken away. .
The bench faulted the Madras High Court for re-opening
the issue whether Podu Dikshitars were a religious
denomination or not even after the matter had been res
judicata (already been decided).
On the State governments contention that it had a right to
interfere when there was mismanagement, the bench
said such interference could only be for a short period .
Quoting the provisions of the Tamil Nadu Hindu Religious
and Charitable Endowments Act, Dr. Swamy argued that if
there were allegations of misappropriation, it should be
dealt with under the provisions of IPC and not by taking
over the temple administration.
On cloud nine
A.V. Ragunathan from Cuddalore writes: The Supreme
Court verdict has brought cheer to the Podhu Dikshithars
and devotees.
They celebrated the verdict by bursting firecrackers on the
outer prahara of the temple. As the news of the judgment
started trickling in, the dikshithars assembled in front of
the temple to congratulate each other over the turn of event.
Nagaswaram and thavil vidwans recited Mallari raagam,
usually performed when the presiding deity is being taken
out in a procession, to succinctly convey their joy.
Secretary of the Podhu Dikshithars Association Kasiraja
Dikshithar, told The Hindu that Lord Nataraja has
bestowed the victory upon the Dikshithars.
The Dikshithars said that ever since the State government
took over the temple in 2009, they had been taking various
measures to retrieve the temple.
The Madras High Court had rejected their petitions twice
and finally, they along with Bharatiya Janata Party leader
Subramanian Swamy, filed a case in the Supreme Court
which had established the denomination factor and
hence, restored their rights, which they enjoyed for
hundreds of years, over the management of the temple.
Historic symbol
Chidambaram MLA K. Balakrishnan told The Hindu that
the rights of the Dikshithars in conducting the rituals and
temple functions were never in dispute.
In restoring their so-called lost rights what was lost sight
of was the role of the State government in temple
administration.

He said Natarajar temple should not be viewed just as a


place of worship. It is a cherished cultural heritage and a
historic symbol.
Former Minister V.V. Swaminathan said the government
should pass a special legislation to keep the temple under
its control.

Maiyam members courted arrest by holding an agitation
against the verdict.

Freeing temples from state control
What is scandalous is the corruption after the takeover of
temples as politicians and officials loot the temples wealth
and land, and divert donations of devotees to non-religious
purposes
The Supreme Court delivered a landmark judgment on
January 6, 2013, allowing my Special Leave Petition that
sought the quashing of the Tamil Nadu Governments G.O.
of 2006 which had mandated the government takeover of
the hallowed Sri Sabhanayagar Temple (popularly known
as the Nataraja temple).
The Madras High Court Single Judge and Division Bench
had in 2009 upheld the constitutionality of the G.O. by a
tortuous and convoluted logic that new laws can overturn
past court judgments that had attained finality earlier. The
Supreme Court in 1953 had dismissed the then Madras
Governments SLP seeking the quashing of a Madras High
Court Division Bench judgment of 1952 that had upheld
the right of Podu Dikshitars to administer the affairs of the
Nataraja temple while dismissing all charges of
misappropriation of temple funds against the Dikshitars.
The Supreme Court thus made this judgment final and
hence that which cannot be re-opened. But in 2009 the
Madras High Court did precisely that. In 2014, in my SLP,
the Supreme Court Bench of Justices B.S. Chauhan and
S.A. Bobde therefore termed this re-opening of the matter
as judicial indiscipline and set aside the 2009 Madras
High Court judgment as null and void on the principle of
Res Judicata.
In their lengthy judgment, the Bench has clearly set the
constitutional parameters on the scope of governmental
intervention in the management of religious institutions.
In particular, the Court has opined that any G.O. that legally
mandates a takeover of a temple must be for a fixed limited
period, which I had suggested as three years.
The Dravidian movement intellectuals and politicians in
various parties in Tamil Nadu are incensed with the
judgment. The recent article Reforms in the House of
God (A. Srivathsan in The Hindu January 13, 2013) is one
such example that laments the Supreme Court judgment.
In this Dravidian movement background, it is not difficult to
understand the views of those who believe that Hindu
temples ought to be managed by the government, and
that any deviation is a social, ethical, moral and legal
sacrilege! In Mr. Srivathsans article it is stated that: For
almost a century, the Tamil Nadu government has been
trying to bring the Chidambaram Natarajar temple or the
Sabanayagar temple as it is officially known, under state
administration. This is one expression of the outlook that
only Hindu religious affairs need to be managed by the
government. The obvious question, why should a secular,
socialist government control only Hindu places of worship,
but not Muslim and Christian religious institutions clearly
has been avoided.
But the country has moved on after the phase of British

imperialist grip on Tamil Nadu during which phase the


Dravidian Movement was founded. Prominent leaders of
this Movement had declared that blowing up of the
Nataraja Temple by a cannon is the goal of the Dravidian
Movement. Unfortunately for them, in the last two decades,
the rising popularity of the Hindu religion among the youth,
and the debilitating corruption in financial affairs of the
Dravidian movement have made such a violent aim
unattainable. But the biggest roadblock is the Constitution
of India.
In fact, what is scandalous is the corruption after takeover
of temples by the Tamil Nadu officials, MLAs and Ministers
by looting the temple wealth, lands, and jewels, and the
reckless diversion of donations of devotees to nonreligious purposes.
For example, temple properties: Tamil Nadu temples,
under Hindu Religious & Charitable Endowments
Department, has control over more than 4.7 lakh acres
of agricultural land, 2.6 crore square feet of buildings
and 29 crore square feet of urban sites of temples. By
any reasonable measure, the income from these
properties should be in thousand of crores of rupees.
The government, however, collects a mere Rs.36 crore
in rent against a demand of mere Rs.304 crore
around 12 per cent realisation. How much is under the
table only a court-monitored inquiry can reveal. In any
corporate or well-managed organisation with
accountability, those responsible would have been
sacked. Yet, we have people rooting for government
administration.
Temples themselves: The Srirangam Ranganathar
Temple paid the government a (yearly) fee of Rs. 18.56
crore (2010-11) for administering the temple; for
employees rendering religious services, like reciting
Vedas, Pasurams during the deity procession, no salary
is paid. There are 36 priests in Srirangam who perform
the daily poojas they are not paid a monthly fixed salary.
They are entitled to offerings made by devotees and a
share in the sale of archana tickets. Yet the temple pays a
monthly salary ranging from Rs.8,000 to Rs.20,000 for the
temples government-appointed employees, like
watchman, car drivers etc. who perform no religious duties.
The situation is significantly better at the famous
Nelliappar Temple in Tirunelveli. In this temple, priests
performing daily pujas are paid monthly salaries, but
ranging from Rs. 55-Rs. 72 (and this is during 2010-11).
But did some politician not say you can have a hearty meal
for Rs. 5 per day? But it is just Rs.1.65 per day, going by
the standards of the secular government.
Many large temples maintain a fleet of luxury vehicles,
typically the fully loaded Toyota Innova, for the use of VIPs!
And for the use of assorted Joint and Additional
Commissioners and, of course, the Commissioner
himself. It is very difficult to understand the religious
purpose such extravagance serves or even a secular
purpose! The HR & CE takes away annually around Rs.89
crore from the temples as administrative fee. The
expenditure of the department including salaries is only
Rs.49 crore. Why does the government overcharge the
temples literally scourging the deities for a sub standard
service?
Temple antiquity: The third contribution of the government
is the mindless destruction of priceless architectural
heritage of our temples.

There are several instances of sand blasting of temple


walls resulting in loss of historical inscriptions; wholesale
demolition of temple structures and their replacement
by concrete monstrosities; in a temple in Nasiyanur near
Salem, an entire temple mandapam disappeared,
leaving behind a deep hole in the ground, literally.
Recently the government started covering the floor of
Tiruvotriyur temple with marble, a stone never used in
south Indian temples. The original floor was of ancient
granite slabs with historical inscriptions. There are
several initiatives for renovation of temples the
bureaucrats rarely consult archaeologists or heritage
experts. Without knowledge, experience, competence
or appreciation and with great insensitivity they use
inappropriate chemicals on ancient murals, insert
concrete/cement structures, use ceramic tiles to
embellish sanctum sanctorum and construct offices
within temple premises. Ancient monuments 300 to
1000 plus years old are never renovated, only
restored, a distinction that escapes the babus.
More importantly, the Supreme Court, in the 2014
Chidambaram case has held that the government
cannot arbitrarily take over temples, which is what has
been happening in Tamil Nadu under the Dravidian
movements influence.
In the case of Trusts and Societies, takeover of temples
can happen, the Supreme Court held, only on
establishing a clear case of mal-administration and that
too the takeover can be for a limited period, and the
management of the temple will have to be handed back
immediately after the evil has been remedied.
There are several large temples in Tamil Nadu under
government control for several decades. If the Supreme
Court judgment is applied, then the government is in
illegal, unethical and unfair control of these temples.
apart from being answerable for innumerable acts of
dereliction of duty, defiling of temples that has resulted
in loss of several thousands of crores of rupees to the
temples and to their antiquity. That is my next move to
liberate all Hindu temples presently in government
control on expired GOs. In the future we need to bring
some mosques and churches to rectify the
mismanagement going on in these places. Then the
secularism of Indias intellectuals will be truly tested.
