The following has been approved by the Senate and House of Representatives of the United States of America: There is a War Department that will work from during the Civil War until 1 year after the war is over. Within the War Department there will be an office called the Freedmans Bureau. It is for people who are set free from the war and for lands that people left behind. Someone chosen by the President will control this new office. They will be called a commissioner. This person will be paid $3,000 dollars a year. The commissioner will pick clerks to help him with his job. (There is a War department that will work from the present time of the Civil War until 1 year after. They are going to supervise the newly freed people, refugees and abandoned lands. The people who will be working for the president and how much money they are going to be given.) The commissioner in charge will take an oath on July 2nd, 1862. They will receive the money that is payment for their work. The commissioner will receive $50,000 dollars to do his work. The clerks will receive $10,000 dollars to do their work. The money is to be used only to help those people who have been affected directly by the war. (Money paid to these people to do their work. The money is to help only those who have been affected by the war and need help)

Sec. 2. It is also approved: that the Secretary of War may decide where important materials (clothes, fuel) go, depending on where it is needed. They must take care of those people who have been affected by the war, including their families. (They are going to get important materials as needed. The Secretary of War is not just helping those directly affected, but also their families)

Sec. 4. It is also approved: that the commissioner can also set land aside for the people who have been affected by the war. The land will come from those enemy states that have been left behind and empty. The land can also come from places where the U.S. has either bought the land or took it. For every male citizen, they can receive a maximum of 40 acres of land. (The commissioner will be use the land that was left behind or won during the war to give to those who are in need. Every male citizen can receive a total of 40 acres of land.)
