This includes comments submitted by public agencies, elected officials, members of the Impact Advisory Group and local residents and business owners during the designated public comment period that ended March 31, 2008. ‘At the present time the Proponent will be addressing the comments that appear in this Scoping Determination. When this is complete the Proponent will submit a Draft Project Impact Report that will undergo a comment period ending sixty (60) days after its notice in the Boston Herald. The Site is comprised of two locations; the Brighton Mills Site, an approximately 6.2 acre parcel which is currently the site of a parking lot associated with the K-Mart building; and the Telford Street site, an approximately 0.7 acre parcel located across Western Avenue which currently houses three (3) small structures. The Proposal entails the relocation and reconstruction of the 213-unit Charlesview Apartment ‘Complex (”Charlesview”) from its current location near the corner of Western Avenue and North Harvard Street to the Site which lies approximately one half mile to the west. In addition to replacing all 213 low-income units from the current Charlesview, the project proposes to create 187 new affordable and market rate units for a total of 400 units of mixed income housing with supporting retail and community space. Parking for both sites is contemplated to consist of sufficient underground parking structures with attendant service parking and currently provides over 450 spaces in the aggregate. The Scoping Determination describes information required by the Boston Redevelopment Authority in response to the Project Notification Form, which was submitted under Article 80 of the Boston Zoning Code on February 11, 2008 and noticed in the Boston Herald on the same day. Specific concerns below are highlighted for additional emphasis and consideration: © Great things are happening in Allston Brighton and it is clear that more will soon follow. With the necessary changes to the submitted plan, the Charlesview Redevelopment has an opportunity to be a catalyst for future growth in the neighborhood. More retail, more housing units, better pedestrian connections through the neighborhood and to the river are all possible with the appropriate adjustments to the current proposal. IR TER Scope ‘Shoe
