JOC (Approx 0930L).

4.1.2. First Hardcopy Rules of Engagement—transmitted via secure fax from

White House JOC to 113 OSF/IN office.

4.1.3. Hardcopy Rules of Engagement—transmitted via secure fax from CONR to

ANG/CAT and hand-carries to 113 OG/121 FS. From that point on, ROE signed
by all 121 FS pilots before stepping to jets. Initial pilots were stepped with oral
relay of ROE passed to BGen Wherley (4.1.1.).
