Take lessons from the European Union Community. Establish an integrated country. Let all the state borders be opened up for the free flow of goods, factors of production. Let the country border be in vigil for smuggling of goods and other minerals of value. Let the state borders be controlled by BSF- Border security force or by any other central agency. Let the state governments in the border and the Central government divide the amount of taxes / duties collected in an appropriate proportion.
