HRP:
Definitions of HRP: (1) According to Coleman, "is the process of determining manpower requirements and the means for meeting those requirements in order to carry out the integrated plan of the organisation." (2) According to Wickstrom, HRP consists of a series of activities, viz. (a) Forecasting future manpower requirements. (b) Making an inventory of present manpower. (c) Anticipating manpower problems. (d) Planning the necessary course of action.

According to Stainer, "It is the strategy for the acquisition utilisation, improvement and preservation of an enterprise's human resources. It relates to establishing job specifications or the quantitative requirements of jobs, determining the number of personnel required and developing sources of manpower." MPP is a double-edged sword if used properly, it leads to maximum utilisation of work force, reduction in excessive labour turnover, labour absenteeism, improvement in productivity and reduction in cost. If used wrongly, it leads to disruption in work, low production, low satisfaction, and high cost of production.

Need for HRP:


To assess the need for personnel. (2) To replace the workforce that has grown old, died or due for retirement or those who have become incapacitated because of physical and mental ailments. (3) To take stock of the situation i.e. excessive labour turnover or absenteeism. (4)In order to meet the needs of expansion programme. (5)To equip the present work force to handle new challenging assignments and to create highly talented personnel. (6)To identify areas of surplus personnel or areas of shortage.

(7) To identify the training needs of the organisation. (8) To ensure the availability of jobs for weaker sections. (9) To justify the cost of retaining the workforce.
