    Harvey Leibenstein developed the critical minimum effort theory to explain economic backwardness and lack of growth in underdeveloped countries. The theory proposes that these countries are caught in a low-effort, low-output equilibrium and require an initial stimulant or shock to provide the critical minimum effort needed to break out of this equilibrium and reach a level of per capita income where sustained development can be maintained. The theory focuses on issues like lack of motivation, social customs, and institutions that can lead to less than optimal effort being exerted in less developed nations.
