2. Project Description A. Scope of work
Through the Global Libraries ("GL") initiative, the Foundation seeks to improve people's lives by bringing effective, sustainable public access to information and communications technology in libraries for people in developing and transitioning countries, who would not otherwise have access. GL is expanding its current work to include Brazil and is assessing grant opportunities within the government through the Ministry of Culture, specifically the National Library Foundation (NLF) and the National System of Public Libraries (NSPL). In order to support the National System of Public Libraries, Fundao Pensamento Digital will work directly with Pilar Pacheco, Program Officer, to design and implement an exploratory needs assessment of Brazilian public libraries. This project aims to identify the needs of Brazilian public libraries to improve the services offered to their communities, and strength their participation in the Information Society. The results of this project will: a. Provide the National System Public Libraries with information and evidence to support the development of a grant proposal to be submitted to Global Libraries. b. Support the National System of Public Libraries with information to plan and implement activities and strategies to strength and develop public libraries in Brazil. The project is composed by three components: 1. Define the vision and the conceptual framework that will describe how Brazilians leaders and specialists see the role of public libraries, and the services that they should offer to the Brazilian population of the 21st century. 2. Design the research; define methodology, sample and instruments. 3. Data collection and data analyzes.
More specifically, the consultant will perform the following tasks: 1. Component I: Vision and Conceptual Framework Activities: a) Analyze existing national documents with concepts and definitions of national policies for libraries. Analyze recent international research conducted in this knowledge area, including the analyses of conceptual frameworks for ICT public access that could contribute to this study. (24 hours July).

b) Travel to Rio de Janeiro to meet SNBP, discuss vision and conceptual framework; visit and observe a library of reference at Rio de Janeiro. (28 hours July). c) SNBP will lead an online discussion among libraries specialists. Based on the fundaments of existing international frameworks, the consultant will observe the discussion and suggest online interventions that would be done by the SNBP representative to cover specific topics (questions or the introduction of specific information); the consultant will analyze data from the discussion. (44 hours - July). d) Elaborate presentation and report on Vision and Conceptual Framework, includes conference calls with SNBP rep to discuss and finalize. (24 hours July)
Deliverables: a) One presentation and one report on Vision and Conceptual Framework. (July) 2. Component II: Research Design Activities: a) Based on the Vision and Conceptual Framework the consultant will elaborate the research questions and present them to SNBPs representatives through online conferences and e-mails. SNBP and consultant will discuss and finalize research questions. (30 hours - July - August). b) Draft research instruments and guidelines. Elaborate presentation on research methodology. (44 hours - August). c) The consultant will travel to Rio to present Research method and Instruments to SNBP. Three days of team work with SNBP reps are foreseen for discussion and definitions on research methods, instruments, sample size and strategies to define sample. (24 hours August 13th-15th). d) Field test - research implementation in Porto Alegre field test. (36 hours August). e) Elaboration of Field test report and project presentation for SNBPs coordinator conference in Rio. (10 hours August) f) Attend SNBP conference in Rio de Janeiro, observe presentations and/or interview leaders on the library segment in Brazil; visit libraries of reference with state coordinators; conduct workshop to involve state coordinators in this study; conduct workshop to train coordinators to implement research. (40 hours - September). g) Finalization of methodology report and instruments, plus guidelines for research implementation. (36 hours September). Component III Research implementation Data collection and data analyzes Activities: a) Data collection in four regions, probably including focal group and or semistructured interviews, library use observation and survey conduction. Two to three libraries will be visited in each region according to sample definition. Five days of work is planned for each region including travel. The consultant will conduct interviews and survey with users, librarians and local government representatives. (192 hours September to October). b) Data feed and brief report writing for each region, to be delivered no later than 10 days after data collection. (20 hours September - November). c) Monitor other field researchers. The monitoring of SNBPs coordinators that decided to implement the research will happen on distance through conference call and reports feedback, probably at night from hotel room during consultants data collection period. (16 hours - October). d) Organize and clean database and conduct data preliminary analyzes. (60 hours October). e) Travel to Rio to present to SNBPs representatives the data analyzes and draft version of research findings, discuss data analyzes and receive contributions on research findings. (24 hours October November). f) Elaborate draft of research final presentation and report. (60 hours November) g) Format and final clean database to be delivered. (8 hours - December) h) Elaborate Research final presentation and complete report final versions. (120 hours December). i) Elaborate stand alone paper or policy support document (30 hours December). j) Contract English review and document professional editing (40 hours December)

3. Organization
Fundao Pensamento Digital (FPD) is a non-profit organization based in Porto Alegre, Brazil that provides and studies the provision of ICT for education and development to underserved groups, with the mission of fully developing them as human beings and engaging them as critical citizens in the greater Knowledge Society. FPDs vision for 2020 is to become a global reference on the use of ICT on learning methodologies catered to disadvantaged youth groups with the goal of helping this population to increase their access to education, culture and economic opportunities. FPD was created in 2001 in response to an emerging social movement using information technology as a strategy to promote social development. During its initial years, FPD focused its activities on the refurbishment and donation of used computers for NGOs that served low income neighborhoods, and on the professional development of the staff working for these NGOs. Through the process of providing ICT education for underserved groups, FPD has gained extensive knowledge in designing learning methodologies and materials to support educators and public access venues operators on the use of ICT in formal and non formal education, with focus on skill development. Since 2007 FPD has implemented developed research projects on ICT access for development and ICT use for education. FPD has worked in partnership or with the support of the IT Industry, local and National governments, USA Government, international development agencies, and national and international universities. The blend between a practitioner and a research organization makes FPD unique on its area in Brazil. FPD has recently coordinated the

implementation of the following projects in Brazil: Global Impact Study and Landscape Study partnership with University of Washington, supported by IDRC and Gates Foundation; Preparing for expansion: lessons learned from one laptop per child pilot experience in Brazil partnership with IADB and Brazilian Ministry of Education; Social Center for Youth Porto Alegre partnership with State Government project nationally awarded in 2011, by A Rede Magazine on the development of methodology for ICT use for youth education.
