The Anti-Sexual Harassment Act (ASHA) was enacted last February 8, 1995, through the consolidation of House Bill 9425 and Senate Bill 1632 into Republic Act 7877. The Declaration of Policy under section 2 of this law states that: The state shall value the dignity of every individual, enhance the development of its human resources, guarantee full respect for human rights, uphold the dignity of workers applicants for employment, students or those undergoing training, instructions or education. Towards this end all forms of sexual harassment in the employment, students or those undergoing training, instruction of education, are hereby declared unlawful. Even before the enactment of Anti-Sexual Harassment Act (ASHA), the PUP as a chartered University has a clear policy statement to uphold, protect, and advance human rights for its academic constituents in particular and the people as well in general. In PUPs present Philosophy, Mission and Startegies, the fifth commitment of the University shall: Develop among its students and faculty self-discipline, nationalism, and social consciousness and the nedd to defend human rights. And to fulfill such commitment the University shall: Promote the welfare of its members through the improvement of salary levels, security of tenure and throug h the improvement of scholarship, training and development programs, better working conditions, as well as the rational use of time and resources. The seminar was attended by students from different PUP Campuses, Faculty and Staff and Administrative Officials.
