Key Terms
Bilingual Education: involves teaching in academic content in two

languages, in a native and secondary language with varying amounts for each language used in accordance with the program model.
ELL: English Language Learner ESL: English as a Second Language Inclusion Model: A model where children with special needs stay in a

classroom with non-disabled students.


Pull Out Model: A model where children with special needs are pulled out

of their classes to receive specialized instruction.


Language Immersion: A method of teaching where the target language is

used as the means of instruction.

The Last 50 Years


1968 came the Bilingual Education Act o Mandated schools to a bilingual education. o Civil Rights Movement. o U.S. Congress endorsed funding for bilingual education. 1998 Proposition 227 passed in the state of California. o California had the largest immigrant population. o Proposition 227 Sink or Swim o Other states followed. o Reassessment, 5 years later...

Parental choice, with a three year time limit. After three years, English- only instruction. 10 states have been waived of the NCLB Act on 2/9/12.

bilingual instruction is given.


Washington State Law: Transitional Bilingual

Instruction Program (TBIP) can look three different ways: 1. English only instruction 2. The use of two languages (English and the native language) equally. 3. Instruction in the students primary language while the student also acquires English language skills.

Parents will be notified of test score within 30 days.
